In early January, the Board of Supervisors for the County of Los Angeles gave final approval
to an animal control ordinance. One provision of the ordinance mandates the licensing of all
cats over the age of four months in the unincorporated areas of Los Angeles County. This
cat registration measure puts dogs and cats on an equal basis in terms of annual licensing and
rabies vaccination requirements.
There are two options available to the City regarding this provision. The fust being to adopt
the cat licensing measure. If adopted, it is expected that there would be a small measure of
voluntary compliance the first year. After that, regulation and enforcement would be
handled in the same way dog licensing is. Routinely cats that are impounded are strays, as
such, it is expected that there would be little financial impact from funds recovered from
actual owners retrieving their pets from the shelter. All monies collected from cat licensing
revert to the City which would help offset housing costs of $7.32 per day incurred when an
animal is impounded. Through voluntary compliance, staff expects that between 1000 and
2000 cats will be licensed per year, generating a contract cost offset of around $10,000. If
the ordinance were strictly enforced, staff expects that as many as 5000 cats will be licensed,
generating a contract cost offset. of approximately $20,000.
The other option would be to adopt the contract excluding the cat licensing measure and
continue the same level of service received over the past five years.
RECOMMENDATION
Consider adoption of Los Angeles County contract OR direct staff to continue current
program. The contract is available for review in the reading file in the City Clerk's office.
