Harrls CONSENT CALENDAR DATE: March 9, 1993 SUBJECT: Exchange of Property Tax Revenues - Annexation Nos. 132 and 216 to Sanitation District No. 32 DEPARTMENT: Community Development BACKGROUND When a property not located within the existing boundaries of a Sanitation District is proposed for sewer connection, it must be annexed to the appropriate Sanitation District. In order to provide treatment services, the District must share In the Increase In tax revenue from the property with all of the existing taxing agencies, including the City. The District does not receive any of the base tax rate of the property prior to annexation; it shares only in the increase represented by the Annual Tax Increment (ATI), If any. In order to share in the increase In revenue, the District must adopt a joint resolution with the Board of Supervisors of the County of Los Angeles, which acts on behalf of the local agencies receiving an apportionment of the property tax. Resolution No. 93.20 approves and accepts the negotiated exchange of property tax revenues resulting from Annexation No. 216 and Resolution No. 93-25 approves and accepts the negotiated exchange of property tax revenues resulting from Annexation No. 132. RECOMMENDATION Staff recommends that the City Council: 1) Adopt Resolution No. 93-20, approving and accepting the negotiated exchange of property tax revenues resulting from Annexation No. 216 to Sanitation District No. 32; and 2) Adopt Resolution No. 93-25, approving and accepting the negotiated exchange of property tax revenues resulting from Annexation No. 132 to Sanitation District No. 32. CARRY Chief Engineer and General Manager February 17, 1993 General Annexation File Tax Sharine Resolutions Per our telephone discussion last week, I am resubmitting duplicate resolutions for our annexation number 32-216. The original duplicate resolutions were submitted to the City' of Santa Clarita, care of Ms. Nancy Delange, on December 14, 1992. It is our understanding that those originals, with signatures by the other agencies, have been lost. As a result of our discussion, Districts' staff will implement your suggested revised procedure. The tax sharing resolutions will be mailed directly to your office. In addition, in response to other agency requests, the resolution will now be distributed to all parties for signature in counterpart. Therefore, you will only be receiving a signature page for your agency. Please execute the enclosed duplicate resolutions and return both copies to this office as you have in the past. The applicants have requested, in writing, annexation of their property into County Sanitation District No. 32 in order to receive off-site disposal of sewage. Also included with this transmittal are duplicate resolutions for annexation 32-132. Again, this applicant has requested, in writing, annexation of his property in order to receive off-site disposal of sewage. Your continued cooperation in this matter is appreciated. NOW, TIiEREFOR$ BE IT RESOLVED AS FOLLOWS I. The negotiated exchange of property tax revenues resulting from the annexation of territory to County Sanitation District No. 32 in the annexation entitled Annexation No. 216 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 1993 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to County Sanitation District No. 32 a total of 1.7066 percent of the Annual Tax Increment attributable to the land area encompassed within Annexation No. 216.
