SUBJECT: Ordinance No. 93-9, approving Zone Change No. 93-001 (Annexation No. 1990-
04)

BACKGROUND
On March 23,1993, the Council reviewed Zone Change No. 93-001 and adopted Resolution No. 93-
24, approving the Negative Declaration prepared for the project with the finding that the project
would not have a significant effect on the environment and passed Ordinance No. 93.9, for approval
of Zone Change No. 93-001, to a second reading.
Zone Change No. 93-001 (Annexation No. 1990-04) is proposed to bring the project area Into
conformance with the City's recently adopted Unified Development Code (UDC), which became
effective on December 24,1992. The project area consists of approximately 44 acres of vacant land
located In the Sand Canyon area of the City, south of Iron Canyon Road, east of the eastern
terminus of the proposed alignment for Warmsprings Drive, and north and west of the Angeles
National Forest boundary (see attached map).
Zone Change No. 93-001 will change the zoning designation to the recently adopted designation of
RE (Residential Estate, 0.0 to.0.5 dwelling units per acre). Although the zoning terminology Is
different, standards within the existing and proposed zones are substantially consistent and,
therefore, will not detrimentally affect land use In the area.
Staff recommends that the Council adopt Ordinance No. 93.9, approving Zone Change No. 93-001.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA
AMENDING THE OFFICIAL ZONING MAP (ZONE CHANGE 93-001)
FOR THE AREA LOCATED SOUTH OF IRON CANYON ROAD, EAST OF THE
EASTERN TERMINUS OF THE PROPOSED ALIGNMENT FOR
WARMSPRINGS DRIVE, AND NORTH AND WEST OF
THE ANGELES NATIONAL FOREST BOUNDARY
IN THE CITY OF SANTA CLARITA
WHEREAS, the City of Santa Clarita has proposed and initiated rezoning of approximately
44 acres of vacant land located south of Iron Canyon road, east of the eastern terminus of the
proposed alignment for Warmsprings Canyon Drive, and north and west of the Angeles National
Forest boundary following annexation of the project area to the City of Santa Clarita (Annexation
No. 1992-04); and
WHEREAS, such zoning, as described in Exhibit A and mapped In Exhibit B, will be
designated upon the Zoning Map Incorporated within and made a part of the City's Unified
Development Code; and
WHEREAS, the City of Santa Clarita City Council set March 23, 1993, at the hour of 6;30
p.m., In the City Council Chambers, 23920 Valencia Boulevard, Santa Clarlta, California, as the time
and place for a public hearing before said City Council, and notice of said public hearing was given .
in the manner required by the Santa Clarlta Municipal Code; and
WHEREAS, at said public hearing, testimony was received, If any, for, and/or against the
proposed zone change; and
WHEREAS, at said public hearing, said zone change was duly heard and considered.
THEREFORE, be it resolved by the City Council of the City of Santa Clarita as follows:
SECTION 1. The City Council does hereby find and determine as follows:
A. The zone change is from City A-1.2 (Light Agricultural, two acre minimum lot size)
to RE (Residential Estate, 0.0 to 0.5 dwelling units per acre) In order to bring the
project area into conformance with the newly adopted Unified Development Code.
B. The Initial Study prepared for the project has been circulated for review and
comment by affected governmental agencies and the public, and all comments
received have. been considered. The public review period was from January 26,
1993, to February 16, 1993.
C. Public participation and notification requirements pursuant to Sections 65090 and
65351 of the Government Code of the State of California were duly followed.
SECTION 2. Based upon the testimony and other evidence, If any, received at the public
hearing, and upon studies and investigations made by the Planning Commission and the City
Council and on their behalf, the City Council further finds and determines that the project is
consistent with the General Plan and compiles with all other applicable requirements of State law
and local ordinance.

SECTION 3. In acting on the zone change application, the City Council has considered
certain principles and standards, and finds and determines as follows:
A. That a need for the zone designation to RE exists within the project area.
B. That the subject property Is a proper location for the RE designation.
C. That public necessity, convenience, general welfare and good planning practice
justify the prezoning designation of RE.
D. That the proposed prezoning designation of RE Is consistent with existing land uses
In the area and would not result In a substantive change to the existing zoning of
the subject site.
E. That the project area consists of approximately 44 acres of vacant land located In
the Sand Canyon area of the City, south of Iron Canyon Road, east of the eastern
terminus of the proposed alignment for Warmsprings Drive, and north and west of
the Angeles National Forest boundary, as Identified in Exhibit A.
SECTION 4. The City of Santa Clarita City Council has reviewed and considered the Initial
Study prepared for the project and finds and determines as follows:
A. Said study found that no adverse Impact to the existing and future environment of
the area would result from the proposal.
B. The proposed zone change would not have a significant adverse effect on the
environment and the proposed Negative Declaration was prepared, posted, and
advertised on January 26, 1993, In accordance with the California Environmental
Quality Act (CEQA).
C. The City Council, based upon the determinations set forth above, hereby finds the
Negative Declaration to be In compliance with CEQA and approves the Negative
Declaration prepared for Zone Change No..93-001.
SECTION 5. Based upon the foregoing, the City Council does hereby ordain that the
application for a zone change is approved, and that the Official Zoning Map of the City of Santa
Clarita Is hereby amended to designate the subject property RE.
SECTION 6. This ordinance shall become effective at 12:01 a.m. on the thirty-first day after
adoption.
SECTION 7. The City Clerk shall certify as to the passage of this Ordinance and cause it
to be published in the manner prescribed by law:
