Approval of Application for Transportation Development Act (TDA)
Article 3 Funds and Resolution 93-57
Parks, Recreation, and Community Services
The Metropolitan Transit Authority (MTA) has invited the City to apply for bicycle and pedestrian
facilities funding available under Article 3 of the TDA SB 821. This year, an estimated $3,642,899
will be available to local jurisdictions according to a formula based primarily on population. It is
estimated that the City of Santa Clarita will receive approximately $35,000 of SB 821 funds for
trails. .
This year's funding guidelines were revised to reflect additional funding available to the region out
of PROP. C, PROP. 116, and ISTEA Funds for bicycle projects of regional significance. The
resulting guidelines represent some changes from prior MTA policy.
Regional grants will no longer be available from this funding_ source.
2. TDA Article 3 funds may be used for new projects or maintenance activities.
3. The new policies refine existing application procedures for TDA Article 3 funds and
clarify the method by which agencies may collect and spend their funds.
The City Council has adopted the Los Angeles County Master Plan for Regional Bikeways and
Trails System within the City of Santa Clarita. This system is included in the City's General Plan.
Staff is recommending that funds received under Article 3 of SB 821 be applied to the
construction and maintenance program for implementing trails identified in the City's General
Plan.
