HomeMy WebLinkAbout1993-09-14 - AGENDA REPORTS - AWARD PHASE ONE SCRIVER TAIL (2)0 AGENDA REPORT CONSENT CALENDAR DATE: SEPTEMBER 14,1993 City Manager Approve Item to be presented Rick Put 1-t LP SUBJECT: AWARD FOR THE DESIGN AND ENGINEERING CONTRACT FOR PHASE ONE OF THE SANTA CLARA RIVER TRAIL DEPARTMENT: PARKS, RECREATION, AND COMMUNITY SERVICES BACKGROUND The City of Santa Clarita, through its planning efforts with the General Plan, the Santa Clara River Water and Recreation Features Study, and the Community Strategic Plan, has identified a Class 1, or off-street, trail facility to be located within the Santa Clara River corridor. Much of the focus during the past year has been on identifying and submitting competitive grant applications to assist in the funding of this project. The City has been very successful in its applications for this project, and has much of this trail funded. Phase One of the Santa Clara River Trail will include a section along the river corridor from the Soleclad Canyon Road bridge just west of Camp Plenty eastward to Sierra Highway. This section includes ramp undercrossings beneath the Whites Canyon bridge and Sierra Highway, as well as improvements on the flood control maintenance road, which include fencing, access control, signage, and landscaping where possible. This trail will be available for use by bicyclists and pedestrians. Design proposals were requested and received in July 1993 from ten different consulting firms located throughout Southern California. Several firms were invited to be interviewed by a staff team in order to find and select the engineering firm with the qualifications to best serve the needs of this project. This approach is in compliance with Government Code Chapter 10, sections 4526.5 through 4528, which allows agencies to select professional services based on demonstrated competence and qualifications. Contract price is then negotiated with the best qualified firm for the specific project. BSI Consultants, Inc., a Los Angeles based firm, was selected through this process and is recommended by staff to enter into a contract with the City for the design services of Phase One of the Santa Clara River Trail. BSI Consultants, Inc. is the same firm that worked with the City to complete the Santa Clara River Water and Recreation Features Study. This contract includes conceptual design and planning work to be held concurrently with the public participation process, final plans and specifications for the bid documents, bid review, construction inspection, and post - construction close-out. The total cost for these services is $97,661, City staff is recommending that an additional $10,000 be set aside as a contingency should any unforeseen design elements occur. _10WED 00e Apr, Agenda liemd �45 Award for the Design and Engineering Contract for Phase One of the Santa Clara River Trail Page 2 The public participation process, design and engineering, and agency plan review and approval are scheduled to take approximately six months. It is anticipated that plans and specifications will be ready for formal bid in early spring 1994. Construction of this project will take approximately 60 working days. Funds to construct this project are budgeted and available from the City's $2 million Public Finance Authority bonds and a successful competitive grant in the amount of $800,000 from Proposition 116. RECOMMENDATION. It is recommended that the City Council award the design and engineering contract for Phase One of the Santa Clara River Trail to BSI Consultants, Inc. in the amount of $97,661, and that anadditional $10,000 besetaside as a contingency should any unknown design elementsoccur.
