SUBJECT: Formal Bid Award for Janitorial Services
City Hall Building and Field Services Offices
DEPARTMENT: Public Works
BACKGROUND
The current supplier was selected after the original successful bidder for FY92/93 fOed to
perform as required in its contract with the City. Although the current supplier maintained
acceptable standards during the months of October through January, the condition of the
facilities have been deteriorating in spite of numerous meetings to bring performance to
within specifications. To resolve this situation, staff advertised a Notice Inviting Bids in the
Daily news and the Newhall Signal on July 28, 1993, August 1, 1993 and August 4, 1993.
Staff -also mailed copies of the Notice Inviting Bids to the Santa Clarita and Canyon Country
Chambers of Commerce, as well as 28 suppliers (with 8 being locally owned) who submitted
information for the supplier files in the General Services Division. The following bids were
opened on August 12, 1993:

Please note, Executive Suites was disqualified due to double bidding, and Southern California
Maintenance Company decided not to bid due to bonding requirements. Although notices
were published locally, and sent directly to eight locally owned businesses, no locally owned
companies participated in the mandatory walk-through of the buildings or submitted a bid.
Staff has reviewed the responses and recommends award of GS -93-94-01 to NBM
Corporation as the lowest, most -qualified bidder. The bid amount for this company does fall
within the approved and remaining budget limits for this service during the current fiscal
year.
RECOMMENDATION
Direct staff to issue a purchase order to NBM Corporation for janitorial services as specified
in GS -93-94-01 in the amount of $29,760.00; this total includes $2,976.00 per month for ten
(10) months. Service to begin 9/l/93 and extend through 6/30/94.
