Denutv Citv Manaeer tw - RAIL STATION BIKE LOCKER GRANT MOU Public Works On July 14, 1992, the City Council approved Resolution 92-158 and directed staff to pursue potential Proposition C/Intermodal Surface Transportation Efficiency Art (ISTEA) transit/transportation improvement grant funding. In September 1992, the Los Angeles County Transportation Commission (LACTC) awarded $3.5 million in transit/transportation improvement funding for the City. In doing so, the LACTC has provided the City with a funding vehicle for a variety of transit.related projects which include the re -striping, bridge -widening and traffic signalization of Soledad Canyon; the installation of bicycle lockers at the City's Multi -Modal Transit Station and; the South Fork Bicycle Trail. In accordance with procedures developed for recipients of Proposition CASTEA funds, the City will need to execute a separate Memorandum of Understanding (MOLT) with the LACTC for each project which funds were awarded. At this time staff is requesting that Council authorize the City Manager to negotiate and enter into an agreement with the LACTC, for purposes of acceptinggrant funding for the purchase and installation of bicycle lockers at the City's Multi -modal Transit Station. For your information, the attached MOU specifically outlines the terms associated with this one time grant of funds in the amount of $15,000. Per this agreement, the City is required to provide matching funds. It is requested that Council authorize staff to provide matching funds in the amount of $5,000 from Account No. 01-6000-238. This account is funded through monies received as a result of Assembly Bill 2766. APPROWED Agenda Item: Rail Station Bike Locker Grant MOU January 12, 1993 Page 2 That Council: 1) Authorize the City Manager to execute and enter into an MOU with the LACTC for the Santa Clarita Rail Station Bike Lockers in the amount of $15,000 and; , 2) Receive Proposition C,Revenue in the amount of $15,000 to Account No. 17-3579 and: 3) Direct staff to appropriate $15,000 from Account No. 17-3579 and $5,000 from Special Fund 20-22249, to Public Works Expenditure Fund No. 25-96081-227 in order to facilitate the purchase and installation of bicycle lockers at the City's Multi -modal Transit Station. C, ISTEA and FCR funds, we will need to negotiate a separate memorandum of understanding between your agency and the LACTC for each project for which funds were awarded. The enclosed boilerplate MOU was developed by LACTC staff to begin the MOU process. Please ask your agency's counsel and/or contracts officer to review the attached MOU and provide comments to us. Once an agreement is reached, we will execute the MOU and begin scheduled payments. The MOUs are project specific, and terms for each may vary. We will therefore require your comments in writing for each separate project. . In addition, for each project we will require a scope of work as described in Attachment A, a quarterly cash flow plan, a line item budget and a work plan with a schedule of deliverables. T'hese materials will be incorporated into the project MOU as part of our agreement. Please refer to the workbook provided in the November 19 Prop.
