SUBJECT: Bouquet Canyon Park Lease -- Resolution No. 93-140, Approving
Agreement between the City of Santa Clarita and Los Angeles County
DEPARTMENT: Parks, Recreation and Community Services
BACKGROUND
Bouquet Canyon Park is a parcel of approximately 10 acres in size located on the north side of
the City in the community of Saugus. It was constructed in the early 1980's, and is currently
owned and operated by the County of Los Angeles. Amenities at this facility include a softball
diamond, athletic playing area adequate for soccer and other sport games and practices, a
children's playground, a walking path, two tennis courts, a basketball court, picnic facilities, a
public restroom and a parking lot which accommodates approximately 40 vehicles.
Since its incorporation, predominant use of this park has been by the City of Santa Clarita. Due
to current fiscal constraints, the County has indicated its inability to.continue to maintain and
operate this facility as part of their annual work program. The County advised the City of this
situation several months ago, at which time the City's Parks and Recreation Commission
recommended that the City assume the operation and maintenance of this facility. The County
has subsequently advised the City that general maintenance of this facility has been substantially
reduced, and that elimination of maintenance by the County is imminent within the next 15 to 30
days. In order to insure a continuous and uninterrupted availability of this facility to the
community, it is incumbent upon the City to adopt the attached resolution authorizing a lease
agreement (at $1 per year) between the City and the County for operation and maintenance of
Bouquet Canyon Park. The lease will be for a one-year period, while the City and County work
out the details for annexation of this property. County representatives have also pledged their
support and assistance in working with the City on other annexation issues including selected
County corporation yards currently in the City of Santa Clarita.
At a public meeting held in late July 1993, the residents of the Saugus community overwhelmingly
indicated a desire for the continued operation of Bouquet Park as a neighborhood facility. In
recognition of Bouquet Canyon Park as a valuable neighborhood and community -wide asset, the
City and County have negotiated a lease for the park for a one-year period, during which time
annexation efforts will be pursued to effect a title transfer of this facility from the County of Los
Angeles to the City of Santa Clarita.

FISCAL IMPACT
Pursuant to figures provided by the County, operating costs, including personnel, equipment,
supplies and utilities for Bouquet Canyon Park, total approximately $80,000 annually. Revenue
figures provided by the County total roughly $30,000 annually, leaving a net operating expenditure
to be assumed by the City of an estimated $50,000 per year. It is important to note that the City
has not budgeted for the maintenance or operation of Bouquet Canyon Park, and that the
estimated net operating expense is $50,000 annually.
Absorbing the major portion of the annual maintenance obligation of Bouquet Canyon Park in the
City's current budget is expected to affect the current maintenance level of other City parks to
some degree. To what degree the quality and level of maintenance at other City parks will be
affected is impossible to determine at this time; however, staff will make every attempt to
minimize the overall impact.
Input on the proposed lease has been received from all City departments, including the City
Attorney, and is available in the City Clerk's Office for review.
RECOMMENDATION
The City Council find that the lease of Bouquet Canyon Park is consistent with the Open
Space Element of the City's General Plan;
2. The adoption of Resolution No. 93-140 approving the lease between the City of Santa Clarita
and the County of Los Angeles for the operation and maintenance of Bouquet Canyon Park;
The City Council direct staff to begin immediate discussion with the County and LAFCO
pertaining to the annexation of Bouquet Canyon Park, adjacent property and other properties
within the City that may be appropriate.

This is to advise that the [ ] Director of Community Development [ ] Planning Commission [X ] City
Council of the City of Santa Clarita did approve the above described project on October 12, 1993.
Review of the project by the Department of Community Development found that the project is
exempt from the provisions of the California Environmental Quality Act.
EXEMPT STATUS: Class 1, Section 15301; Class 20, Section 15320.
This finding is made for the following reasons(s): Class 1 - Lease pertains to maintenance and
operation of existing park facillties, with no expansion of existing uses proposed; Class 20 - Action
represents a change in functional organization of jurisdictional control from the County to the City.

A RESOLUTION OF, THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING AN AGREEMENT BETWEEN
THE CITY OF SANTA CLARITA AND
LOS ANGELES COUNTY
FOR THE LEASE OF BOUQUET CANYON PARK
WHEREAS, County of Los Angeles owns park property known as Bouquet Canyon Park
consisting of approximately 10 acres; and
WHEREAS, these facilities are currently benefitting the citizens of the City of Santa Clarita
for recreation activities; and
WHEREAS, County is financially constrained in its ability to operate and maintain the Park;
and
WHEREAS, City is entering into a one-year lease with County to continue the existing
recreational services and park maintenance at Bouquet Canyon County Park; and
WHEREAS, the City and County are discussing possible annexation of the Park into City
and subsequently that County quitclaim the Park and transfer title to the City; and
WHEREAS, City's authorization to enter into a one-year lease is granted pursuant to the
authority conferred by the City Council;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Santa Clarita
hereby approved the lease between the City of Santa Clarita and the County of Los Angeles for
the operation and maintenance of Bouquet Canyon Park.
