SUBJECT: MEMORANDA OF UNDERSTANDING FOR THE SOLEDAD AT SANTA CLARA
RIVER ("CAMP PLENTY') BRIDGE WIDENING, VALENCIA/SOLEDAD
RESTRIPING, AND SOLEDAD CANYON TRAFFIC SIGNAL INTERCONNECT
PROJECTS
DEPARTMENT: Community Development
On September 23,1992, the LACTC awarded Proposition C transit -related street Improvement grants
totaling $1,980,000 for the above projects. LACTC procedures require that a Memorandum of
Understanding (MOU) be executed and that Council certify that matching funds will be made
available to complete each project. The status of the three projects Is provided below.
Soledad at Santa Clara River ("Camp Plenty") Bridge Widening
• The Public Financing Authority has appropriated $2.5 million for this project.
• A corresponding budget has been established, and staff has been authorized to proceed with
this project.
• The LACTC has awarded a $1.25 million discretionary grant for this project.
• Staff estimates that the total cost for this project will approach $4 million.
Valencia/Soledad Restriping
• The Public Financing Authority has appropriated $1 million for this project.
• A corresponding budget has not yet been established for this project.
• The LACTC has awarded a $500,000 discretionary grant for this project.
• Staff estimates that the total cost for this project will approach $1 million.
Soledad Canyon Traffic Signal Interconnect
• The Public Financing Authority has not yet appropriated any funds for this project.

• Budget has not yet been authorized for this project.
• The LACTC has awarded a $230,000 discretionary grant for this project.
• Staff estimates that the total cost for this project will approach $330,000.
RECOMMENDATION
1. Adopt Resolution No. 93-31, certifying that matching funds will be made available to complete
the subject projects and authorizing the City Manager to execute the necessary Memoranda of
Understanding on behalf of the City.
2. Direct staff to bring before the Public Financing Authority the necessary actions to appropriate
$100,000 of PFA funds from the Valencia/Soledad Restriping project to a new Soledad Canyon
Traffic Signal Interconnect project as a'substitute project (see Item 5 below).
3. Authorize a budget appropriation for the Soledad at Santa Clara River ("Camp Plenty") Bridge
Widening project as follows:
Account No. 25-95003.227 $1.25 million LACTC Grant
4. Authorize that work proceed on the Valencia/Soledad Restriping project and that budget be
appropriated as follows:
Account No. 28-95020-227 $500,000 PFA Fund
Account No. 25-95020.227 $500,000 LACTC Grant
5. Authorize that work proceed on anew Soledad Canyon Traffic_Signal Interconnect project and
that budget be appropriated as follows:
Account No. 28-95023-227 $100,000 PFA Fund
Account No. 25.95023-227 $230,000 LACTC Grant
6. Direct staff to adjust revenue accounts as required to reflect amounts to be received from the
LACTC grants and PFA fund.

RESOLUTION NO. 93-31
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
CERTIFYING THE AVAILABILITY OF FUNDS FOR SPECIFIC PROJECTS
WHEREAS, the Los Angeles County Transportation Commission (LACTC) Is responsible
for the administration of Propositlon C funds (Funds) for public transit purposes; and
WHEREAS, the LACTC approved a one-time appropriation of Funds for Fiscal Year 1993
for the 1-5/Route 14 Metrolink Corridor Access Soledad Canyon Bridge Widening, 1-5/Route 14
Metrollnk.Corridor Access Wldeningrrraffic Signal System and Improvements, and I-5/Route 14
Metrolink Corridor Access Signal Interconnect projects (Projects); and
WHEREAS, the City of Santa Clarita (Grantee) Is an eligible funds recipient and desires
to receive the Funds from LACTC for these Projects; and
WHEREAS, all contracts for financial assistance will Impose certain obligations upon
the Grantee, Including the responsibility for providing local Project cost matches; and
WHEREAS, the City of Santa Clarita has the ability to allocate, and agrees to commit the
necessary matching funds to ensure completion of these Projects.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as
follows:
Section 1. That the City of Santa Clarita certifies that the local match funds necessary
to ensure completion of those projects will be made available.
Section 2. That the City Manager Is authorized to execute, on behalf of the City of
Santa Clarita, the applicable Memoranda of Understanding for these Projects.
