BACKGROUND
Funds were established under the California Oil Recycling Enhancement Act (Statutes of
1991, Chapter 817), and are available to the City of Santa Clarita from the Used Oil
Recycling Fund. The Program is administered by the California Integrated Waste
Management Board.
Under the California Oil Recycling Enhancement Act, the city is eligible to apply for funds
to establish and maintain local used oil collection programs that encourage recycling or
appropriate disposal of used oil. Funds will be requested to cover the cost of start up and
operation of a curbside` collection program. for used motor oil and filters in the City of Santa
Clarita. Maximum funds available to the City of Santa Clarita are $38,951.57. The
application is on file at the City Clerk's office.
RECOMMENDATION
Approve Resolution 93-143 authorizing the submittal of California Used Oil Recycling Block
Grant Application.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE USED OIL
RECYCLING FUND UNDER THE USED OIL RECYCLING ENHANCEMENT ACT
FOR THE USED OIL CURBSIDE COLLECTION PROGRAM
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides funds to cities and counties for establishing and
maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has been
delegated the responsibility for the administration of the program within the state, setting up
necessary procedures governing application by cities and counties under the program; and
WHEREAS, said procedures established by the California Integrated Waste
Management Board require the applicant to certify by resolution the approval of application
before submission of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project;
NOW, THEREFORE, be it resolved that the City Council of the City of Santa Clarita
hereby:
1. Approves the filing of an application for the California Used Oil Recycling Block Grant
Program under the California Oil Recycling Enhancement Act for state grant assistance for
the project specified above; and
2. Certifies that said applicant has or will have sufficient funds to operate and maintain the
project; and
3. Appoints the Mayor as agent of the City Council of the City of Santa Clarita to conduct
all negotiations, execute and submit all documents including, but not limited to, applications,
agreements, amendments, payment requests, and so on which may be necessary for the
completion of the aforementioned project.

PROGRAM REPORT
ELEMENT 1 - BACKGROUND
THE CITY
The City of Santa Clarita is located 35 miles northwest of Los Angeles and 40 miles east of the
Pacific Ocean. The population of the City is 122,9001 and covers an area of 40 square miles
within the Santa Clarita Valley'. Currently, there are approximately 42,494 occupied households
within the four communities ( Newhall; Valencia, Canyon Country, Saugus) that make up the
City.' The Valley itself covers 150 square miles and includes the City and unincorporated area
of the County of Los Angeles. The San Gabriel and Santa Susana mountain ranges separate us
from the San Fernando Valley and the Los Angeles Basin to the south, and from the San
Joaquin, Mojave Desert and Angeles National Forest to the north. The City was incorporated
on December 15, 1988 and was the largest incorporation in the history of the state.
USED OIL DISPOSAL PROBLEM
According to the City's Solid Waste Generation Study (SWGS) of 1991, 0.4% of the residential
waste stream consists of Household Hazardous Waste, which includes oil filters and used motor
oil. In general, motor oil is illegally disposed by being tossed into the trash, poured down storm
drains, or poured onto the ground. Gas station owners, auto parts stores, and the L.A. County
Fire Department all reference bottles and containers filled with oil, sealed, and left on the
doorstep of their businesses, at off -ramps, or on City streets. It is apparent that many people
have the.right intentions. They realize that their oil should be disposed of correctly, they just
don't know what to do with it. The goal of the City is to educate the general public about the
hazards posed to our environment by improper disposal of oil, and offer them a network of
convenient affordable disposal sites.
CURRENT WASTE OIL DISPOSAL SERVICES
The County of Los Angeles, in conjunction with the Sanitation Districts, provides one day
Household Hazardous Waste Round -ups , paid for with landfill tipping fee taxes. These round-
ups are to be held in the City of Santa Clarita every year, however this is not guaranteed. The
County, with the City's cooporation, has held two Household Hazardous Waste Round -ups since
the City was incorporated, once in 1991 and once in 1993. Round -ups held in other parts of the

County are generally of no use to our community's residents due to the great distances that must
be travelled to reach the host city. Often it would require one to two hours to drive to the host
city. The City aggressively advertises all HHW collection events held throughout L.A. County,
to give our residents every opportunity to participate.
There are approximately 115 automobile service centers, 53 auto parts stores, and 40 gas
stations in the Santa Clarita Valley. Each of these businesses either sell oil to do-it-yourselfers,
or do oil changes for their customers. Currently, there are five facilities in the City of Santa
Clarita that accept used motor oil for recycling. Two auto parts stores operate 7 days a week and
accept oil at no charge. Two gas stations have limited hours and accept oil and filters from
customers for a small fee. One recycling center operates 6 days a week and accepts oil and
filters for a small fee. At this time, none of these collection centers are certified. Chief Auto
Parts, which has two auto parts stores in the City, is in the process of establishing two collection
centers within the City and has applied with the State for certification."
ELEMENT 2 - PROGRAM DESCRIPTION AND GOALS
I. USED OIL CURBSIDE COLLECTION PROGRAM
The City will implement a used motor oil curbside collection program, servicing households
in Newhall, Valencia, Saugus and Canyon Country one day a month.5 Trash collection takes
place Monday through Friday, Saturday was chosen for oil collection to minimize confusion and
liability. A 24-hour bilingual telephone "hotline" will be provided to give information and
instructions regarding the collection service, and allow residents to request pickup. The City will
contract with a private business for scheduling, routing and collection of used motor oil.'
Contractual agreements will be drawn up by our City's attorney assuring conformance to the
program, compliance with Federal, State and local regulations, and appropriate and safe
collection methodologies.
The City will purchase a truck dedicated to the curbside collection program. Four 55 gallon
drums, for a total capacity of 220 gallons, will be used to contain the oil. Residents will be
requested to put no more than 2 gallons of used motor oil into a clear, leak -proof, plastic
container or in a container specifically designed for used motor oil. Chief Auto Parts intends,
as part of their collection program, to distribute such containers at no cost to residents who are
able to provide proof of residency. Residents will be requested to not contaminate the.oil with
any other substance. Storage of the oil will be provided at the City's Public Works yard. The
City will sign up with a reputable waste oil hauler for regular pickup and recycling service.

The Public Works Department will be the controlling agency for the implementation and
administration of this program. Collection service is scheduled to begin in May 1994. The goal
of the curbside collection service is to expand the network of options open to our residents for
disposing of used motor oil. The program will be free to all residents of the City. Regular
monitoring of the program will allow for improvements in the service and expansion of service
days as more residents choose to participate. Our original intent was to include oil filters in the
collection program. However, the costs associated with filter recycling would overrun the funds
available through the Block Grant. The City will attempt to find other sources of funding for oil
filter collection and offer the service in the future.
II. PUBLIC EDUCATION AND AWARENESS
The City will implement a public education and awareness component to educate residents about
the problems associated with improper disposal of used motor oil , and to ensure that they are
aware of all disposal options available throughout the City. The education component will give
residents information on all available avenues for proper waste oil disposal; including HFIW
Round -ups and used oil collection centers, with special notice given to certified centers.'
Historically, the City declares the month of April as Earth Month. During Earth Month, local
business and community civic groups sponsor environmental activities, thus public environmental
awareness is generally high during this period. The City will begin its public education media
campaign to coincide with Earth Month. Local newspaper ads will be placed weekly throughout
the month, with the collection service scheduled to begin in May. Further newspaper ads will
be placed quarterly. Flyers, brochures and posters outlining details of the oil disposal options
available will be designed and distributed to local businesses and mailed to residents. Public
service announcements will be created for use in local cable TV and radio station ads, in the
Talking Yellow Pages, and in press releases. A 24-hour bilingual telephone "hotline" will give
information and instructions in both English and Spanish regarding the curbside collection
service, and will also allow residents to request pickup. A Public Works solid waste intern will
handle incoming inquiries about the program. Public outreach programs, including presentations
at community meetings and schools, will be conductedby an intern.
The City is committed to the goal of educating our residents about the "right way" to handle
their HHW, and will continue to stress that doing the right thing isn't always convenient. Our
goal is to instill an environmental ethic that will motivate our residents to properly dispose of
their used motor oil as well as all HHW, and to take great pride in doing so.

ELEMENT 4 - OPERATION PLAN
The used oil curbside collection program will operate one Saturday a month for each of the four
communities in the .City. A likely schedule follows:
■ 1st Saturday - Newhall
■ 2nd Saturday -Saugus
■ 3rd Saturday - Canyon Country
■ 4th Saturday - Valencia
Residents will call the "hotline" by the Thursday before their community's designated pickup
day to request a pickup at their address. The route will then be set and pickups completed on
Saturday. The driver will return to the Public Works yard and place the drums in the designated
storage area. Biweekly, the waste oil hauler will arrive and download the oil, to be taken for
recycling. A I/z ton pick up truck, with four double sided 55 gallon drums, for a capacity of 220
gallons, will be used. The oil will be poured into a drum and the empty container given back
to the resident for reuse.
The program will be routinely monitored and assessed in order to establish the efficacy of the
program, and to make adjustments and improvements as necessary.
Curbside collection vehicles operating under the provisions of Section 25250.15 of the Health
and Safety Code do not require a permit or variance to collect and transport used motor oil. All
permitting required for the Public Works yard storage area under the provisions of the Health
and Safety Code will be ascertained and obtained.

ELEMENT 6 - FUNDING SOURCES
The City of Santa Clarity is committed to implementing a Used Oil Curbside Collection
Program, however the entire cost of the program cannot be underwritten by the City. If Grant
monies are awarded, City general funds will cover $1,588, a portion of the personnel costs and
attorney costs, which is the amount of the Program cost over the $38,951.57 maximum grant
award .

Collection schedule: Once a month service for every household participating; collection
service will operate four Saturdays a month, with each pickup day
devoted to one of four communities in the City of Santa Clarita.
The used oil curbside collection program is not yet operational as its setup is dependent on
Block Grant funds. The City will meet elegibility requirements in a timely manner and
ensure successful development of the used oil curbside collection program (See Appendix B
for Task and Implementation Schedule). The program outlined is cost effective and will
ensure a maximum return for every dollar spent.
The City has also been notified that Chief Auto Parts has submitted applications for the
certification of two of its stores within the City's jurisdiction as collection centers. Please
refer to Appendix A for Letter of Intent.

RE: Letter of Intent - Grant Application Used Oil Collection Program
Dear.. Mr. Kolin,
I, Tommy Sparrow, agree to assist the City of Santa Clarita in implementing a Used Oil
Curbside Collection Program in accordance with the City's grant application with the
California. Integrated Waste Management Board (CIWMB).
Upon the approval of grant funds by the CIWMB for the City of Santa Clarita, I'shall
provide the city with a weekly service to collect used motor oil from households within the
boundaries of the City of Santa Clarita. The scope of services shall include scheduling,
routing, collection, and recycling of used motor oil.
I shall pursue and obtain all necessary insurance, licenses, and permits required by the State
of California, and shall abide by all Federal, State, and Local regulations governing the
operations for the above mentioned service.
