SUBJECT: CDBG HANDYWORKER PROGRAM AGREEMENT

BACKGROUND
As part of the City's CDBG Final Statement for. Fiscal Year 1993/94, City Council approved
funding for the Handyworker Program in the amount of $150,000. On April 27, 1993, the City
awarded the Request for Proposal to the Santa Clarita Valley Committee on Aging (SCVCOA),
Senior Center, for the provision of Handyworker Program services. As the new provider,
SCVCOA will implement the City's Handyworker Program to provide minor home repairs to 67
low and moderate income persons of the City for the program year beginning July 1, 1993.
Included as part of the Agreement is EXHIBIT C: SCVOA Cost Allocation Plan for Indirect Costs.
This plan is pending eligibility approval by the designated federal agency. As required by HUD
OMB A-122, a cost allocation plan for indirect costs is a federal requirement of the subrecipient
for the purpose of determining that costs will be allocated in a manner which results in the CDBG
Program bearing its fair share of the total costs.
RECOMMENDATION
City Council to adopt Agreement, except eligibility of indirect cost allocation plan, and direct City
Manager to execute Agreement for $150,000 with Santa Clarita Valley Committee on Aging for
the provision of Handyworker Program services, upon release of funds certification approval from
HUD.
