HomeMy WebLinkAbout1993-07-13 - AGENDA REPORTS - CONST ENGR SUPPORT RD PROJ (2)AGENDA REPORT CONSENT CALENDAR DATE: July 13, 1993 SUBJECT: CONSTRUCTION DEPARTMENT: Community Development BACKGROUND City Manager Approval Item to be presented by: Anthony J: Nisich/0-1Y Ll SUPPORT- SAN FERNANDO ROAD PROJECT The San Fernando project is a major road widening and utility undergrounding project along State Route 126 between Lyons Avenue and Valencia Boulevard. Road and bridge widening for this project has been essentially divided Into four phases: Phase 1, Phase II, Phase III/IV and Phase V (see attached). Utility undergrounding is being handled Independently as collateral work to the road/bridge portion of the project. The City Is responsible for design and construction of Phases 111/IV and V of the project, as well as for utility undergrounding for the entire project. Furthermore, the State and County have recently agreed that it will be more cost effective if construction of Phases II and V are combined under one construction contract (to be administered by the City). Currently, two engineers have been assigned to handle all City work associated with the San Fernando project in addition to one other capital project (the City's Annual Slurry Seal Program). Construction engineering salaries for the Phase III/IV portion of the project are essentially being paid with funds from an agreement between the City and the Metropolitan Transportation Authority (formerly LACTC).. Construction engineering salaries for the Phase V portion of the project will be essentially paid with funds from a Cooperative Agreement between the City and the State of California. Both agreements stipulate that funding may not be transferred to another project and require an audit upon completion of work to verify this. Funds not used upon completion of the project must be returned to the MTA and Caltrans, respectively. One additional temporary person is required at this time to assist in effectively managing Phase III/IV of the San Fernando project to completion. Furthermore, it Is anticipated that additional support will be required with the combining of Phases 11 and V. Since In-house personnel have full workload assignments, the following two options have been considered: add one engineer to the City staff, or contract for temporary construction engineering services. Because of the uncertainty of anticipated revenues and workload requirements over the next two years, staff recommends the temporary engineer approach. Authorize the City Manager to contract for temporary- construction engineering. services, as required; for the San Fernando project. (Engineer requirements shall Include experience In construction engineering functions, familiarity with both the Caltrans and "Green Book" specifications, and (preferably) a CA Professional Engineer's Registration.l ATTACHMENT / Vicinity Map APPROVED item.
