Pilot Yard Trimmings Curbside Collection Program

Pursuant to the California Integrated Waste Management Act of 1989 (AB 939) the City of
Santa Clarita is required by law to divert its municipal solid waste (MSW) from landfills
25 % by the year 1995 and 50 % by the year 2000. The law also authorizes the. City to make
adequate provisions for the handling of MSW in order to achieve the state mandate.
According to the City's Source Reduction and Recycling Element, in 1990 the city disposed
of approximately 96,500 tons of MSW into landfills. Of that, seventeen percent (17%) or
16,000 tons was attributed to yard "wastes". These types of wastes can be mulched or
composted and ultimately diverted from landfills.
Consequently, the City's Integrated Solid Waste Management Committee (ISWMC), Solid
Waste staff and the three residential franchised haulers jointly designed the Forever Green
residential pilot yard trimming recycling program. The Forever Green program will include
both collection and processing of yard trimmings. Pilot areas are targeted for the Canyon
Country, Newhall and Saugus communities. The details of the program are included in
Attachment A. The pilot program will commence in October 1993 with the distribution of
literature and an informational meeting and conclude in July 1994. The program will include
three phases which will coincide with the changes in season so that a comprehensive pilot
program is. evaluated prior to implementation of a city-wide program. City staff has initiated
the environmental assessment for the collection component for the pilot program.
Operational, tipping and processing costs associated with the implementation of the pilot
program shall be assumed by the hauler designated for each area. Each hauler will be
responsible for the accurate documentation of all costs incurred during all three phases of the
Forever Green pilot program. Upon completion of the program, the City will conduct a
study analyzing data collected by all three haulers to determine an overall true cost for the
collection and processing of a city-wide yard trimmings recycling program. — - -'— _-

residential collection and recycling program for yard trimmings.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARLTA, CALIFORNIA
DIRECTING CITY STAFF TO ESTABLISH THE
FOREVER GREEN PILOT CURBSIDE YARD TRIMMINGS
RECYCLING PROGRAM
WHEREAS, the City of Santa Clarita is mandated by the California Integrated Waste
Management Act, AB 939, to reduce its disposal of municipal solid waste into landfills 25 %
by the year 1995 and 50% by the year 2000,
WHEREAS, the City of Santa Clarita has adopted Resolution No. 91-27 relating to
the granting of an exclusive franchise for the collection, recycling and disposal of solid
wastes, green wastes and recyclables within the City limits; and
WHEREAS, the City Council has entered into an agreement with Santa Clarita
Disposal Company, Blue Barrel Disposal Company and Atlas Refuse Removal Company to
collect, pick up and remove, recycle and dispose of all solid wastes, green wastes and
recyclable within the City limits.
WHEREAS, in demonstration of a good faith effort, the existing disposal companies
shall provide the City with a pilot curbside yard trimmings recycling program serving 2,250
homes at no cost to the City or residents.
NOW, THEREFORE, the City Council hereby finds, determines and resolves,
That is in the interest of the residents of Santa Clarita that City staff implement the
Forever Green pilot curbside yard trimmings recycling program with, the City's existing
residential franchised haulers.

FOREVER GREEN PILOT YARD TRIMMINGS COLLECTION PROGRAM.
General Guidelines
Definitions:
■ Yard trimmings shall include grass clippings, leaves, weeds, twigs, vines, brush (in
bundles and not exceed 4' long x 24" tall x 18" round), christmas trees, shrubbery,
wood chips, sod, brush, pruning materials and stumps (not to exceed 4" in diameter).
Collection:
■ The program shall be conducted in three phases which shall include the fall, winter
and spring seasons.
■ Yard trimmings shall be collected weekly.
■ Haulers shall provide unlimited service for yard trimmings generated per residence.
■ Residents shall be provided with three Forever Green stickers to affix to their own
yard trimmings collection receptacle.
Public Education:
■ The haulers shall conduct an informational meeting for the implementation of each
pilot phase.
■ The City shall design and print specified educational materials.
■ The haulers shall deliver the following educational materials to each participating
household:
a. Three decals for each residents' personal container.
b. Introductory brochure on the yard trimming recycling program.
C. Bilingual information card for landscapers.
d. Door hanger (reusable litter bag) which will contain all materials.
Pilot Areas:
Pilot areas were selected based on property size, quantity of yard trimming generated, and
geographic area. Targeted areas include:
Canyon Country: Sunday Ridge
Oak Grove
Schaefer East
Crystal Springs Ranch
Live Oak Springs/Condor Ridge
Newhall: Hidden Valley
Happy Valley
Circle 7 Ranch
Princess Park
Saugus: Plum Canyon
New Home Tract
Yard Trimming Processing:
Haulers shall work jointly with existing mulching, composting or co -composting processors
to divert yard trimmings from landfills in a cost effective manner.
Program Evaluation:
■ A program evaluation survey shall be distributed to each pilot program participant
at the conclusion of each phase.
■ Accurate data on operational costs for each pilot phase and tonnage variations shall
be tracked by each hauler.
■ Upon completion of the program, the City shall conduct a comprehensive analyses
of the program costs.
■ The ISWMC, City staff and haulers shall monitor each pilot phase noting successes
and failures and modify operations as necessary.
