APPLICATION

BACKGROUND
The majority of funding for the buses for the City's transit system comes from the federal source
known as Section 9 (of the Urban Mass Transportation Act of 1964, as amended). On February
23, 1993, the Council held a public hearing and authorized the City Manager to apply for an
appropriation from the Federal Transit Administration in the 1993 funding cycle. It is now time
to apply again, for the 1994 cycle. The amount is $700,800 and will be augmented by a local
match of $175,200 from.Prop. A funds. Funds appropriated through these sources will be used
to (mance the bond debt for the City's 29.transit and commuter buses. Use of these funding
sources enable the financing of the buses so that no general fund money is needed.
The bus bond project to be funded by this application is included in the City's Short Range
Transportation Plan (SRTP). The SRTP has been approved by the Southern California
Association of Governments (SCAG) as part of its program of projects and Regional
Transportation Improvement Program (RTIP).
RECOMMENDATION
Pending public testimony, adopt Resolution No. 93-162 authorizing the City Manager to submit
the 1994 Section 9 grant application to the Federal Transit Administration.

NOTICE OF PUBLIC HEARING
SANTA CLARITA TRANSIT SEEKING FEDERAL ASSISTANCE
FROM THE FEDERAL TRANSIT ADMINISTRATION
UNDER THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED,
OF TITLE 23 OF THE UNITED STATES CODE
FOR A CAPITAL IMPROVEMENT PROJECT
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing on a grant application for federal funding of transit capital improvements, will
be held before the City Council of the City of Santa Clarita. Santa Clarita Transit is seeking
assistance from the Federal Transit Administration under the Urban Mass Transportation Act of
1964, as amended, of Title 23 of the United State Code for the following -transit capital
improvement: bus lease. The approximate cost is:

No persons, families; or businesses will be displaced by these projects. None of these projects
will have a significant environmental impact upon the surrounding urban areas. This project
conforms to the fiscal year 1993-94 Los Angeles County Metropolitan Transportation Authority
Short Range Transit Plan and Transportation Improvement Program and is consistent with all
localand regional land use and transportation plans. These projects will have no adverse
impacts upon the elderly and -handicapped community.
At the hearing, the Council will afford an opportunity for interested persons or agencies to
comment on this grant application. A copy of the application for the federal grant for this
project will be available for public review prior to the hearing in the City Clerk's office at 23920
Valencia Blvd., Suite 301, Santa Clarita. For further information regarding this grant
application call (805) 294-2500.
The hearing will be held by the City Council in the City Hall Council Chamber, 23920 Valencia
Blvd., fust floor, Santa Clarita, the fourteenth day of December, 1993, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
that time. If you wish to challenge this matter in court, you may be limited to raising only those
issues which you or someone else raised at the public hearing described in this notice, or in
written correspondence delivered to the City Council, at or prior to the public hearing.

RESOLUTION NO. 93-162
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
AUTHORIZING THE CITY MANAGER TO
SUBMIT AN APPLICATION FOR
TRANSIT FUNDS FOR THE 1994 ALLOCATION
IN ACCORDANCE WITH SECTION 9 OF
THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED
WHEREAS, the Urban Mass Transportation Act of 1964, as amended, provides funding
for a variety of transportation projects, and
WHEREAS, on February 23, 1993, the City Council adopted Resolution No. 93-19
authorizing the City Manager to execute and file on the City's behalf, all future applications for
funds under the Urban Mass Transportation Act of 1964, as amended, and
WHEREAS, on March 8, 1993, an application was filed with the Federal Transit
Administration for Section 9 funds, and
WHEREAS, On December 14, 1993, the City Council conducted a public hearing, on
the proposed 1994 application to the Federal Transit Administration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Clarita as follows:
Section 1. Following the public hearing the City Council authorized the City
Manager to execute and submit the 1994 application for Section 9 funding.
Section 2. The City Clerk shall certify the adoption of this resolution.
