Representative Howard P. "Buck" McKeon has Introduced H.R. 2319 requiring the federal
government to use recycled paper.
According to Representative McKeon, the federal government consumes more than two percent of
the nation's paper. Federal agencies are not required to use printing and writing paper with any
post -consumer recycled content. Furthermore, previous efforts to Implement federal agency
recycling programs have been unsuccessful.
H.R. 2319 would require federal agencies to use printing and writing paper composed of at least ten
percent post -consumer. materials. The bill also requires the annual reporting of levels of
compliance by each entity of the federal government with specific attention to reasons why an
entity may have failed to comply with the requirement.
Finally, the measure provides compliance Incentives. If a federal entity Is in compliance with the
recycled paper use requirement outlined In the bill, it may utilize funds collected from the sale of
materials collected for recycling for any activity within the legal scope of that entity. The
Department of Defense Is presently the only federal department which utilizes such a program.
H.R. 2319 is a reflection of the need to reduce materials going Into the nation's landfills. It further
recognizes the roles of the federal government In contributing to paper waste and creating market
demand and incentives.
RECOMMENDATION
The City Council Legislative Committee recommends supporting H.R. 2319 and transmitting
statements of support to Representative McKeon,. Senators Boxer and Feinstein, appropriate
committees of Congress, the League of California Cities and the National League of Cities.
