PROPOSED REGISTRATION FEE INCREASE—MANUFACTURED HOME RENT
STABILIZATION PROGRAM
Community Development
In establishing the Manufactured Home Rent Stabilization Program, the Council enacted an annual
registration fee, which has been set at $12.00 per year since the program's Inception, split equally
between the manufactured home owners and the park owners. The Council Intended that the
registration fees should pay the complete costs of administering the program. At the Rent
Stabilization Panel meeting on May 12, staff Informed the Panel that the costs have been exceeding
revenues. The staff and the Panel conducted a budget analysts, and as a result, the Panel
recommends that the annual registration fee be Increased to $14.00 per year, which will again be
split evenly between the park and home owners.
A spreadsheet estimating the program's annual costs is attached, indicating two budget scenarios,
one based on six meetings per year, and the other based on twelve meetings. Based on recent
experience, the Panel assumed that the program could function effectively with six panel meetings
per year, and recommended a budget based on that assumption. Staff estimates that the cost of
this program would be $28,590 per year. However, even assuming a one -hundred percent collection
rate of all the registration fees at the current $12.00 fee, the program would only generate $25,860
In revenues. Currently, staff estimates that there are 2,155 homes subject to the ordinance.
Staff estimates that a budget shortfall of $2,730, or approximately $1.26 per registered space, would
occur at the current fee, assuming a one -hundred percent collection rate. To make up the shortfall,
an annual Increase In the registration fee of $2.00, split equally between the park and home owners
Is recommended by the Panel. This would result in slightly more than the projected shortfall, but
the City has not been receiving one -hundred percent of the registration fees owed. (In the current
fiscal year, the City received less than $23,000 In fees.) The Panel's recommendation, If adopted,
would Increase the annual registration fee to $14.00 per year. The cost to each home owner would
be $7.00 per year, up from the current $6.00 per year. If all the required fees were paid at the
proposed rate, the program could generate $30,170, with a projected surplus of $1,580. Staff will
make a concerted effort to Insure that all required registration fees are paid, but complete
compliance Is unlikely.
The Panel also unanimously recommended that home owners make use of Voluntary Mediation
Services and the Santa Clarita Area Mobile Home Council on a voluntary basis, to help settle rental
disputes before a hearing before the Panel becomes necessary. In addition to these cost saving
approaches, staff has already Introduced the following administrative procedures to cut program

costs, which the Panel supports:
1. Limiting staff attendance at panel meetings to the City Clerk, Senior Planner, and City Attorney.
The City Attorney will only be present for appeal related Items, and agendas will be structured
so that these items,are first on the agenda.
2. Staff reports will summarize evidence, and not restate the City Attorney's analysis.
3. The Panel will only meet when there are petitions to be heard.
4. Staff will meet with petitioners and park owners to attempt to resolve Issues before a hearing
becomes necessary.
5. Panel agendas should be limited to appeal related Items, unless directed by the City Council.
Staff should Inform the Council of the budgetary Impacts of any extra Panel duties.
Per the Rent Stabilization Ordinance, the City Council sets the annual registration fee. Staff has
prepared a resolution Implementing the direction of the Rent Stabilization Panel for your
consideration, which Is attached.
Direct staff to implement the budgetary recommendations of the Rent Stabilization Panel, and
Adopt the resolution Increasing the annual registration fee to $14.00.

NOTICE OF PUBLIC HEARING
INTENTION OF THE CITY COUNCIL OF THE.CITY OF SANTA CLARITA
TO INCREASE THE REGISTRATION FEES OF ALL
MANUFACTURED HOME PARKS AND
MANUFACTURED HOME RENTAL SPACES WITHIN
SUCH PARRS PERTAINING TO THE
MANUFACTURED HOME RENT STABILIZATION ORDINANCE NO. 90-38
PUBLIC NOTICE'IS HEREBY GIVEN:
A public hearing will be held before the City Council of the City of
Santa Clarita to consider an increase of registration fees from $12.00
to $14.00 divided between parkowners and homeowners of all
manufactured home parks and manufactured home rental spaces within
such parks subject to the Manufactured Home' Rent Stabilization
Ordinance No. 90-38.
The hearing will be held by the City Council in the City Hall Council
Chambers, 23920 Valencia Blvd., 1st Floor, the 22nd day of June, 1993,
at or after 6:30 p.m.
Proponents, opponents and any interested persons may be heard on this
matter at this time. Further information may be obtained by
contacting the City Clerk's office, Santa Clarita City Hall, 23920
Valencia Blvd., Suite 300.
If you wish to challenge this order in court, you may be limited to
raising only those issues you or someone else raised at the public
hearing described in this notice, or in written correspondence
delivered to the City Council, at, or prior to the public hearing.

RESOLUTION NO. 93-89
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
IMPLEMENTING THE INCREASE OFTHE
ANNUAL REGISTRATION FEES:
WHEREAS, the City Council of the City of Santa Clarita adopted an
ordinance establishing the. Manufactured Home Rent Stabilization'
Program; and
WHEREAS, the Council enacted an annual registration fee as
specified in Section 6.02.050 and 6.02.060 in the Santa Clarita'
Municipal Code; and
WHEREAS, the registration fee was set at $12.00 per year and is
split equally between the manufactured home owners and park owners; and .
WHEREAS, the, registration fee is intended to defray any
reasonable and necessary costs associated -with the administration of
the regulations contained in the Rent Stabilization Ordinance; and.
WHEREAS, the amount of the..fee was determined after considering
associated
election, registration, panel, and administrative costs; and
WHEREAS, at the.Rent- Stabilization` Panel meeting of May, 1993,
the Panel, recommended the annual registration fee be. increased to
$14.00 per year due to costs exceeding revenues;
NOV. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. Fee Schedule Increase. The following annual
registration fee in the 'amount of $14.00 per rental space is hereby
directed to be computed by and applied by the City Clerk's Office, and
to be collected by the City Finance Department for the administration
of the Santa Clarita Municipal Code, Title 6, _Section 6.02.060. .`The
fee is to be split equally between the manufactured home owners and
park owners.
SECTION 2._ Effective Date This resolution shall go into full.
force and effect immediately.
SECTION 3. The City Clerk shall'certify:.to the adoption of.this
resolution.
