Nlsich4yx CONSENT CALENDAR DATE: April 13, 1993 SUBJECT: FY 92-93 ANNUAL SLURRY SEAL (PROJECT 96.71) BID AWARD DEPARTMENT: Community Development On February 23, 1993, the City Council authorized the advertisement of the FY 92-93 Annual Slurry Seal Project. The project provides for application of emulsion slurry seal on approximately one-fifth of the City streets In various locations throughout the City (see attached Exhibit "A"). On Tuesday April 6, 1993, the following bids were received by the City Clerk. Option 1 provides for the pavement preparation work to be added to the scope of work, which includes crack sealing, chip sealing, and removal and reconstruction. over existing pavements prior to the application of the slurry seal. Prior to the date advertisement was authorized, staff had not received a commitment from the County to perform the pavement preparation work, therefore, Option 1 was Included In the bid. The County has recently committed to join with the City forces to perform all of the pavement preparation work for this project. Since the sum of the lowest base bid of 377,959.66 and the Engineer's Estimate for Option 1 ($653,591.66) is lower than the lowest total bid of $667,660.20, it Is .more cost efficient for the City to accept the lowest base bid and perform the pavement preparation work with the County forces. A total of $880,000 is budgeted under Account No. 25-96071-227 fordesign, contract administration, Inspection and construction, which Includes cost Incurred by the City/County for preparation work and for striping. Roy Allen possesses the necessary Contractor's license and Is a member in good standing. The bid of $377,959.66 was reviewed for accuracy and conformance to the contract documents and was found to be complete. This Contractor has performed similar work satisfactorily for the City in the past. Do not exercise Option 1. Award the contract to Roy Allen in the amount of 377,959.66.
