BACKGROUND
On April 27, 1993, the City Council received public testimony on the City's FY 93-94 Proposed Statement
of Community Development Objectives and Projected Use of Funds for the City's Community Development
Block Grant Program (CDBG) and Proposed Application for Section 108 Loan Guarantee Program. The
public hearing for this item was continued to May 11, 1993.
The City Council approved staff's recommendation which approved the proposed budget allocation for FY
1993-94 and directed staff to prepare the City's Final Statement, which includes required resolutions and
certifications for submission to the U.S. Department of Housing and Community Development (HUD), and
return it with the Final Statements on May 11, 1993, for approval and adoption. The statement is available
to the public. Interested citizens may review a copy at the City Clerk's office.
At the public hearing of April 27, several comments were received. City staff has carefully considered these
comments. These comments have been incorporated as part of the City's Final Statement, Attachment 3.
No modifications to the use of CDBG funds for FY 93-94 is recommended by City staff. The CDBG
summary budget is a consensus of all needs identified and represents a vision for achieving both short and
long term community development goals which address neighborhood revitalization for the target area west
of Newhall Avenue and affordable housing through funding of eligible CDBG activities.
RECOMMENDATION
City Council to receive public testimony at continued public hearing, adopt Resolution No. 93-56 which
approves and authorizes the filing of the City's Final Statement of Community Development Objectives and
Projected Use of funds for the CDBG Program and Final Application for Section 108 Loan Guarantee
Program for FY 93-94; and direct staff to transmit Final Statements to HUD for FY 1993-94.

NOTICE OF PUBLIC HEARING
PROPOSED STATEMENT OF
COMMUNITY DEVELOPMENT OBJECTIVES AND PROJECTED USE OF FUNDS
AND
PROPOSED APPLICATION FOR SECTION 108 LOAN GUARANTEE PROGRAM
Notice is hereby given that public hearings will be held before the City Council of the City
of Santa Clarita on April 27, 1993 and May 11, 1993, at 6:30 p.m. in the City Hall Council
Chambers at 23920 Valencia Blvd, 1st floor, Santa Clarita. The purpose of the public hearing is
to secure citizen views on housing and community development needs in Santa Clarita. Citizens
will also be given an • opportunity to comment on the proposed use of the Community
Development Block Grant funds and Section 108 Loan Guarantee program for fiscal year 1993-
94.
The City's allocation of CDBG funds will be approximately $717,543. The City will
consider using these funds in the following ways:
■ Program Administration including Fair Housing as allowed by
Section 570.206.
■ Program Planning and Capacity Building as allowed by
Section 570.205.
■ Grants for minor home repairs for housing rehabilitation for
City-wide low and moderate income households. Services will be
provided through the Handyworker Program as allowed under
Section 570.202.
■ Operational funding for the Santa Clarita Valley Senior Center as
allowed by Section 570.201(e).
■ Operational funding for the Santa Clarita Valley Service Center as
allowed by Section 570.201(e).
■ Public Facilities/improvements in the Newhall area.as allowed
by Section 570.201(c).
■ Major Rehabilitation loan program City-wide for low and moderate
income households as allowed by Section 570.202(b).
■ Homeownership Assistance.Program for low and moderate income
households within the City as allowed by Section 570.201(n).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND SECTION 108 LOAN GUARANTEE PROGRAM
FINAL STATEMENT OF COMMUNITY OBJECTIVES AND PROJECTED USE OF
FUNDS FOR FISCAL YEAR 93-94, AND DESIGNATING THE CITY MANAGER
AS THE OFFICIAL REPRESENTATIVE AUTHORIZED TO EXECUTE
ALL SUBMISSIONS; STATEMENTS, CERTIFICATIONS, ASSURANCES,
AND APPLICATIONS ON BEHALF OF THE CITY OF SANTA CLARITA
WHEREAS, the City of Santa Clarita supports the national objective of the Housing and
Community Act (HCDA) of 1974, as amended, which provides for the development of viable urban
communities by providing for decent housing and suitable living environment and expanding
economic opportunities, principally for persons of low and moderate income; and
WHEREAS, the City of Santa Clarita executed a proactive public participation program
which included the Council's holding a public hearing on April 27 and May 11, 1993, to provide
citizens an opportunity to comment and participate in the development of the City's Community
Development Block Grant (CDBG). and Section 108 Loan Guarantee Program Final Statement
of Community Development objectives and proposed use of funds, henceforth referred to as
"Statement," for Fiscal Year July 1, 1993 through June 30, 1994; and
WHEREAS, it is the intent of the City Council of the City of Santa Clarita to submit an
approved Statement for the period of Fiscal Year July 1, 1993, through June 30, 1994, to the U.S.
Housing and Urban Development Department (HUD), in order to meet federal requirements to
receive anticipated CDBG revenues of $717,543 and receive approval from HUD to implement
approved project activities; and
WHEREAS, the City has fulfilled HUD's requirement of preparing a Comprehensive
Housing Affordability Strategy or (CHAS) for the City; and
WHEREAS, 24 CFR Part 570.303 and 570.704 requires that a governing body receiving
entitlement grants underthe CDBG program adopt aresolution authorizing the individual identified
as its official representative to execute certain documents related to the CDBG program and
Section 108 Loan Guarantee; and
WHEREAS, it is the intent of the City Council of the City of Santa Clarita to designate the
City Manager of the City of Santa Clarita as the official representative for all requirements related
to the CDBG program and Section 108 Loan Guarantee.

During the past year, CDBG funds have been used for public improvements in East
Newhall, Social Services at the Senior Center and Service Center, housing rehabilitation and an
ESULiteracy Program. Individuals or organizations wishing to comment on these or other specific
projects, including housing and community development needs before the public hearing may
contact the City of Santa Clarita's Parks, Recreation and Community Services Department at
255-4394. Additional information regarding planned and past activities is available from the
department.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita hereby:
Section 1. Approves and authorizes the filing of the Fiscal Year 1993-94 Final Statement
of Community Development Objectives and Projected Use of Funds and corresponding required
attachments with the U.S. Department of Housing and Urban Development.
Section 2. Designates the City Manager of the City of Santa Clarita as the official
representative of the City of Santa Clarita and authorizes him to execute submission, statements,
certifications, assurances, applications and any other documentation as may be required by HUD .
for the purpose of fulfilling the requirements of the CDBG program as designated in 24 CFR Part
570, and as it may be amended from time to time.
Section 3. Authorizes the City Manager to delegate any or all of the authority in Sections
1 and 2 to such staff member as he may indicate. Said designated staff member shall be
considered to have the same authority as the City Manager to execute documentations on behalf
of the City of Santa Clarita as necessary for the implementation of the CDBG program.
Section 4. This Resolution shall remain in effect until such time as it is specifically
amended by separate action of the City Council of the City of Santa Clarita.
Section 5. The City. Clerk shall certify to the adoption of this Resolution.
