HomeMy WebLinkAbout1993-02-23 - AGENDA REPORTS - GRANT APPLICATION (2)AGENDA REPORT City Manager Apprc Item to be presented " DATE: February 23, 1993 SUBJECT: SECTION 9 GRANT APPLICATION RESOLUTION NO. 93-19 DEPARTMENT: Public Works BACKGROUND In September of 1992, the City submitted a grant application in order to receive 1992 Federal Fast Track monies in the amount of $992,000.' These funds, comprised of $770,000 in Federal money and $192,000 in local match, have been designated specifically to finance the 1992 bond debt for the leasing of City buses. In October 1992, Santa Clarita was notified that it was eligible to receive its allocated portion of 1993 Section 9 funding in the amount of $1,216,000. This amount represents $972,800 in Federal funding, with the remaining $243,200 coming from local match. . When the 1993 Section 9 funding was approved in October of 1992, the City was required by the Federal Transportation Agency (FTA) to combine 1993 Section 9 and 1992 Fast Track funding into one grant application in order to be eligible to receive such Federal funds. The projects to be funded by this grant application are included in the City's Short Range Transportation Plan (SRTP). The City's SRTP has been approved by the Southern Californian Association of Governments (SCAG), as part of their program of projects and Regional Transportation Improvement Program (RTIP). Further, to facilitate the allocation of funds, the FTA requires that the City hold a Public Hearing on the actual grant application. The projects that the City is seeking were approved by City Council as part of our SRTP in March of 1992. These projects include: 1. Yearly payment of the City's bond debt incurred for the purchase of twenty-nine (29) buses 2. The Phase Two Remodel of the City's Corporation Yard 3. Further development of the City's Transportation Center at the Metrolink Station 4. Side destination signs for thirteen (13) buses. 5. A computerized passenger routing system. Santa Clarita Transit is seeking federal assistance from the Federal Transit Administration under the Federal Transit Act of 1991 of Title 23 of the United States Code for the following transit capital improvement projects: bus lease, development of a transportation center, rehabilitation/remodel of existing corporate yard including transit administrative and maintenance facilities, side -destination signs for buses, and' a computerized passenger routing system. The approximate cost of all projects: Total Federal Local $2,178,000 $1,742,800 $435,200 No persons, families, or businesses will be -displaced by these projects. None of these projects will have a significant environmental impact upon the surrounding urban areas. Negative Declarations have been prepared following the California Environmental Quality Act and Guidelines for the transportation center and the rehabilitation/ remodel of the existing corporate yard. These projects conform to the Fiscal Year 1993-1995 Los Angeles County Transportation Commission Short -Range Transit Plan and Transportation Improvement Program and are consistent with all local and regional land use and transportation plans. These projects will have no adverse impacts upon the elderly and handicapped community. . At the hearing, the Council will afford an opportunity for interested persons or agencies to comment on this grant application. Copies of the application for the federal- grant for these projects will be available for public review prior to the hearing in the City Clerk's office at 23920 Valencia Blvd., Ste. 301, Santa Clarita. OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE FILING OF ALL APPLICATIONS WITH THE DEPARTMENT OF TRANSPORTATION UNITED STATES OF AMERICA, FOR PLANNING, CAPITAL, TRAINING, DEMONSTRATION, AND/OR OPERATING ASSISTANCE GRANTS UNDER THE FEDERAL. TRANSIT ACT, AS AMENDED AND U. S. CODE TITLE 23. WHEREAS, the Secretary of Transportation is authorized to make grants for mass transportation projects; and WHEREAS, all contracts for financial assistance will impose certain obligations upon the City of Santa Clarita, including the provision of the local share of the project(s)' costs; and NOW, THEREFORE, BE IT RESOLVED by the City. That the City_ Manager is authorized to execute and file an application and revisions as necessary on behalf of the City of Santa Clarita with the United States Department of Transportation to aid in the financing of all planning, capital, training, demonstration and/or operating assistance projects pursuant to the Federal Transit Act, as amended and U. That the City Manager is authorized to execute and file with such applications an assurance or any other document required by the United States Department of Transportation effectuating the purpose of Title VI of the Civil Rights Act of 1964. That the City Manager is authorized to furnish such additional information as the United States Department of Transportation may require in connection with applications for the program of projects and budget. That the City Manager is authorized to set forth and execute minority business enterprise (disadvantaged business. enterprise and women's business enterprise) policies and procedures, as necessary, in connection with the procurement needs of all projects. Some of the improvements include: Bus washing system; Fuel tanks and pumps; Heating and ventilation; Electrical distribution system; Farebox collection structure; Office, training & break room upgrades; Waste disposal system for buses; Toilets, lockers, showers; Parking and related site improvements; Welding bay; Annual building operation costs; Contingencies/Unexpected Costs. The costs of these facility improvements will be distributed on a fair share basis based on the use of the various improvements by City departments and divisions. The City estimates that transit's share of these costs will be approximately $550,000. PROJECT JUSTIFICATION: The City has made a substantial investment with the purchase of the corporate yard, but the facility must be upgraded to meet industry standards and the new functions that will be carried out on the site. Many of these new functions and requirements relate to the transit system. The City has made a significant financial commitment to providing first rate transit service with the purchase of a new fleet of coaches. Other improvements will include improved access and circulation: signalization"of the primary 'entrance; utility relocation; security and lighting. systems; required landscaping; and other site enhancements, including pedestrian and bicycle access. The estimated cost of these improvements is $1.92 million. None of the monies for this project request will be devoted to the rail platform, track re -alignment or other work exclusively related to commuter rail only. PROJECT JUSTIFICATION: The City requires a transit center to tie together and relate the various transportation services provided by the City. This site is in the geographical heart of the City, adjacent to the future City Hall. This area is part of the Valley Center identified in the City's general plan. The site will coordinate commuter bus sevices, local transit, commuter rail, Bial- a -ride, kiss -and -ride, and park-and-ride. The development of this transit ;center will assist the City in meeting the requirements of the Congestion Management Program and the air quality goals of the region. PROJECT JUSTIFICATION: The Gillig Spirit buses ordered by the City in FY 91 did not include side destination signs. This has created confusion for users at the City's Transit Center. PROJECT JUSTIFICATION: Santa Clarita expanded service from seven (7) routes in FY 91 to thirteen (13) routes in FY 92.. Santa Clarita-Transit has also experienced a 27% increase in ridership during this period. The result is a large number of existing and prospective riders that are unfamiliar with the new service. PROJECT JUSTIFICATION: Santa Clarita Transit has purchased eighteen (18) fixed route and eleven (11) commuter buses under bond agreements. The existing financing arrangements would encumber Proposition A revenues for twelve (12) year period. Refinancing with Section 9 monies would enable the City to use Proposition A funds for operating expenses. This would allow the City to provide additional service for residents whose transportation needs are not being satisfied by the current service.
