BACKGROUND
Funds were established under Assembly Bill 1220 (Fastin, 1993), and are available to the
City of Santa Clarita from the Non -Discretionary Grant fund. The Program is administered
by the California Integrated Waste Management Board.
Under Assembly Bill 1220, the City is eligible to apply for funds for reimbursement of
expenses incurred in providing a Household Hazardous Waste (HHW) program during Fiscal
Year 1992/93. Funds will be requested to cover the costs of advertising the April 1993 HHW
Round -up, and the development and printing costs of guidebooks, brochures and other
educational materials pertaining to HHW. The application is on file at the City Clerk's
office.
RECOMMENDATION
Approve Resolution 93-161 authorizing the submittal of Household Hazardous Waste Grant
Application.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM .THE HOUSEHOLD
HAZARDOUS WASTE NON -DISCRETIONARY FUND
WHEREAS, the City of Santa Clarita recognizes that it is in the public interest to enact and
implement an integrated waste management plan to address the state's diminishing landfill spaces
and the potential adverse environmental impacts from landfilling; and
WHEREAS, funds have been established by Assembly Bill 1220 (Fastin, 1993), and are
available through the California Integrated Waste Management Board for grants to local
governments to establish and implement waste diversion and separation programs to prevent
disposal of hazardous waste, including household hazardous waste in solid waste landfills;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita
authorizes the submittal of an application to the California Integrated Waste Management Board
for a Household Hazardous Waste Grant. The City Manager of the'City of Santa Clarita is
hereby authorized and empowered to execute in the name of the City of Santa Clarita all
necessary applications; contracts, agreements and amendments hereto for the purposes of
securing grant funds and to implement and carry out the purposes specified in the grant
application.

PROGRAM REPORT
ELEMENT A - GOALS AND OBJECTIVE
GOALS
The goal of the City is to educate the general public about the.hazards posed to our
environment by improper disposal of HHW, and offer them a network of convenient,
affordable disposal sites.
*Reduce HHW disposal in landfills by providing residents with access to convenient
HHW collection services.

*Reduce the amount of HHW generated within the City by advocating source
reduction techniques such as the use of products not harmful to the environment.

ELEMENT B - HHW DISPOSAL PROBLEM
Hazardous waste comprises 0.2% of Santa Clarita's total wastestream. The residential sector
share, or HHW share, of all hazardous waste generated in Santa Clarita is 56.5%. All of the
households within the City generate HHW in one way or another. In general, HHW is
illegally disposed of by being tossed into the trash, poured down storm drains, or poured
onto the ground. Of the total residential wastestream, HHW comprises 0.4%. These figures
include empty HHW containers as well as HHW.1 These estimates reflect waste sorts
conducted during January of 1991. Workers participating in the sort took field notes on the

types of HHW they encountered in residential waste, and found that the majority consisted of
spray paint cans and oil filters, along with empty motor oil containers, primarily those made
of HDPE plastic.
Gas station owners, auto parts stores, and the L.A. County Fire Department all reference
bottles and containers filled with oil, sealed, and left on the doorstep of their businesses, at
off -ramps, or on City streets. It is apparent that many people have the right intentions. They
realize that their oil should be disposed of correctly; they just don't know what to do with it.
The potential problems associated with the improper management of HHW include: (1)
exposure of refuse workers to health hazards as a result of unknowingly picking up trash
containing toxic chemicals, (2) threat to surrounding residents and emergency responders
resulting from accumulation of waste in garages and storage sheds due to the unavailability
or lack of public awareness of appropriate disposal options, and (3) damage to sewage
treatment systems and ground water contamination resulting from disposal of HHW in the
sewer system or in sanitary landfills.
Education and public information activities are a critical, integral part of the HHW
programs, especially over the long haul. The success of these programs depends on public
participation. Not only does education inform the public, thereby increasing participation, it
encourages changes in the public's consumption and generation behaviors. Programs
implemented by the City have emphasized public awareness and education including school
curricula.
ELEMENT C - PROGRAM DESCRIP'T'IONS
I. PUBLIC EDUCATION AND INFORMATION PROGRAM
The City's HHW Element gives high priority to education and public information, as
strategies to emphasize source reduction and recycling. The City has achieved this goal by
developing a community guidebook, a brochure, and an educational guidebook for schools.
The City developed and distributed "Santa Clarita Recycles, Community Recycling
Guidebook" which was designed to provide general waste reductio and'�tecycling
information for the City's residents. Included in the guidebook ' orma[ion on proper
disposal of HHW, location of drop-off centers, informatio Round -ups, and
nontoxic alternatives to replace hazardous produpts"co %used 6households. The
guidebook was updated during Fiscal Year 1992-J993. proximately 9% of the guidebook
represents information regarding HHW. The re b6ted reimbursement is 9% of the cost
associated with the update to the guidebook. See Appendix F for guidebook.
The City printed and distributed "Be An Environmentally Alert Consumer" which was
developed by the U.S. Environmental Protection Agency (EPA). The brochure was designed
to educate the public on the solid and hazardous waste dilemma, and provides an extensive
list of substitutes for hazardous products commonly used in the household. Approximately
17% of the brochure represents information regarding HIM The requested reimbursement
is 17% of the cost associated with the printing of the guidebook. See Appendix F for
brochure.
The City developed and distributed "School Curriculum and Teachers Guidebook" with
materials provided by the EPA, the California Integrated Waste Management Board
(CIWMB) and the California Department of Toxic Substance Control. The guidebook was
designed to assist educators in their efforts to foster a commitment to source reduction and
recycling, and to introduce recycling and waste management principles into the classroom
curriculum. The guidebooks were distributed to the 32 public schools in the City, grades K
through 12, on April 14, 1993. Approximately 50 % of the guidebook represents information
regarding HHW. The requested reimbursement is 50% of the cost associated with the
guidebook. See Appendix F for a picture of guidebook.
As part of the City's commitment to education, City staff is available for presentations to
schools, community groups, neighborhood groups, etc., on the subject of recycling and waste
management. Display boards were'designed to accompany the presentations. Approximately
8.3% of the two display boards represents information regarding HHW. The requested
reimbursement is 8.3 % of the cost associated with the guidebook. See Appendix F for a
picture of display board.
H. HHW ROUNDUP
The City's HHW Element also gives high'priorit FoffiermgT the general public a network of
proper disposal choices, and to increasing levels of partcipitioii The City has achieved this
goal by cosponsoring a HHW Round -up, held on April 24, 1993, and by providing
information on dates and locations of all HHW Round -ups held in the county. Newspaper ads
were placed in two newspapers. Flyers were printed and distributed to advertise the Round-
up held in the City. The requested reimbursement is 100% of the cost associated with the
HHW Round -up.
ELEMENT D - OPERATIONAL PLAN
I. PUBLIC EDUCATION AND INFORMATION PROGRAM
The City developed "Santa Clarita Recycles, Community Recycling Guidebook" in April of
1992. The guidebook was updated and reprinted in June of 1993. The guidebook was
distributed to residents requesting information on waste reduction and recycling and at local
events and presentations.
The City reprinted "Be An Environmentally Alert Consumer" in December of 1992, and
distributed it to residents requesting information on waste reduction and recycling and at
local. events and presentations.
The City began developing "School Curriculum and Teachers Guidebook" in October of
1992 and distributed the guidebooks to the 32 public schools in the City, grades K through
12, on April 14, 1993.
The display boards designed to accompany presentations to schools, community groups,
neighborhood groups, etc., on the subject of recycling and waste management were created
in November of 1992.

A HHW Round -up, held April 24, 1993 from 9:00 a.m. to 3:00 p.m., was held at College of
the Canyons. A map of the location of the college and a layout of the collection site are
shown in Appendix A. Types of waste accepted were motor oil, paint, paint thinner, .
turpentine, cleaners with acids or lye, pesticides and herbicides, and household and car
batteries. Types of waste not accepted were explosives, ammunition, and radioactive
materials. Participants were requested to limit drop-offs to 5 gallons or 50 pounds per
vehicle, to bring items in a sturdy box and in their original, labeled containers, and to not
mix products together. 25,000 flyers containing this information were distributed to schools,
auto shops, paint stores, hardware and lumber stores, gas stations, recycling centers, and
libraries. 2000 Spanish language flyers were distributed to schools and Spanish speaking
shops. Four ads were placed in The Daily News and The Signal. A press release was
generated. Services for the round -up were provided by the County of Los Angeles,
Department of Public Works.
ELEMENT E - PUBLIC EDUCATION AND AWARENESS
Public education and awareness is referenced in Element C,. Program Description, Public
Education and Information Program and HHW Round -up.
ELEMENT F - HHW QUANTITIES AND END USES
The City of Santa Clarita encourages residents to participate in the Countywide HEW
Collection Program, and provides residents with information on dates and locations of all
HHW Round -ups. During Fiscal Year 1992/1993, 436 resider3ts.of the City of Santa Clarita
participated in 11 HEW Round -ups sponsored by the Count of'3,os Angeles throughout the
county. The volumes of each type of hazardous waste'cOl ed at these round -ups from
residents of the City of Santa Clarita are shown inAp e ic�1 m 303 77W Collection

DI Disructive Treatment by thal destruction at a high temperature
Incineration hazardous waste'in � e_tor where the physical destruction is the
sole intent of treatment process.
FI Fuel Treatment by thermal destruction where the waste, either by
Incineration itself or blended with another material, is burned to recover its
potential thermal energy.
L Landfill Disposal of a waste in the ground at a hazardous waste landfill.
N Neutralization/ Treatment by chemically adjusting the pH of the waste such that
Treatment the waste can be discharged into a publicly owned treatment
works (does not apply if after neutralization, the waste is still
hazardous and is sent for disposal or treatment by one of the
other methods).
RC Recycled Waste is sent for resource recovery where the raw materials used
for making the material before it became a waste are recovered
to make new materials of the same or different nature (does not
include fuel incineration).
RU Reused Waste is used without further treatment or handling for the
original intended purpose of the material before it became a
waste.
On April 24, 1993, the City of Santa Clarita cosponsored a HHW Round -up. The total
number of participants was 1775, 411 of which were residents of the City of Santa Clarita. A
total of 164,050 pounds of HHW were collected along with 9.750 pounds of lead acid
batteries.

The population of the City is 122,900' _

Program education sdrved the 32 public and 9 private schools, K - 12, in the City.
ELEMENT H - PROGRAM AREA SERVED
The City of Santa Clarita is located 35 miles northwest of Los Angeles and 40 miles east of
the Pacific Ocean, and covers an area of 40 square miles within the Santa Clarita Valley.'
There are four communities that make up the City: Canyon Country, Newhall, Saugus, and
Valencia. Each community is self sufficient and has its own unique personality. All of these
cities operated independently prior. to the City's iricorporation. The City was incorporated on
December 15, 1988 and was the largest incorporation: in the history of the state. The Santa
Clarita Valley itself covers 150 square miles and includes the City and unincorporated areas
of the County of Los Angeles. The San Gabriel and Santa Susana mountain ranges separate
the City from the San Fernando Valley and the Los Angeles Basin to the south, and from the
San Joaquin, Mojave Desert and Angeles National Forest to the north.

ELEMENT I - SPONSOR. PARTICIPANT AND PROVIDER LIST
The County of Los Angeles and the County Sanitation Districts of Los Angeles County, in
cooperation with the City of Santa Clarita, conducted a HEW Round -up on April 24, 1993 in
the City of Santa Clarita. The Countywide HHW Collection Program is paid for with landfill
tipping fee taxes.
ELEMENT J - COOPERATIVE EFFORTS
The County of Los Angeles, in conjunction with the Sanitation Districts and the City of
Santa Clarita Public Works, sponsored a HHW Round -up on April 24, 1993. The Round -up
was paid for with landfill tipping fee taxes.
The school districts of Newhall, Saugus Union, Wm. S. Hart Union, and Sulphur Springs
gave permission to the City to distribute educational materials to the schools and to present
the information to school representatives to encourage adaptation into classroom curriculum.
ELEMENT K - COST EFFECTIVENESS
The Public Works Department is the controlling agency for the administration and
implementation of the waste management program within the City., which includes HHW
collection and education programs..The HHW programs are usually designed as part of a
larger program which addresses a wide range of waste reduction and environmental issues.
As such, the costs of the HHW programs are minimized.
The City hires voluntary interns to supplement City staff and to provide education and
experience to the interns. When an intern has been available to the Solid Waste staff, the
intem has been involved in the development and implementation of the HHW programs. This
helps control HHW program personnel costs.
Wherever possible, materials developed by other agencies have been used to prevent
duplication of efforts. Many of these materials are free, or can be reproduced by.the City.
All educational materials that went into the curriculum guide6doks were obtained free. The
"Be An Alert Consumer" brochure was developed by tlWtTJ.S. A, so that only printing
costs were expended.

This form is specifically intended to fulfill reporting requirements of the
