BACKGROUND:
The International Union of Local Authorities (IULA) is a world-wide organization
of local governments.: The purpose of the IULA is to help strengthen local
governments, raise their standards of administration and encourage the
international exchange of ideas and information.
IULA will hold its 31st World Congress in the Municipality of Metropolitan
Toronto, Canada, from June 12 through June 17, 1993. The theme for this year's
seminar is "Strengthening Communities." The Congress will focus on four broad;
interrelated topics: Local Self -Government; Economic Vitality; Community
Well-Being;'and Environmental Integrity.
The Congress will be addressed by a wide range of international speakers and
will use a comparative approach in finding solutions to common international
problems of municipal government. A brief outline of the -conference sessions is
attached.
The registration fee for the IULA World Congress is $750.00 for members and
$800.00 for non-members. The registration fee includes attendance to all
sessions, workshops and study tours. Further, the fee includes an information
kit, with all Congress documentation.
Authorize one City staff member to attend the June 12-17, 1993 IULA World
Congress in Toronto, Canada.

challenges faced by communities regarding minority groups.
b. Approaches to Social Innovation: (June 15) Examples of
innovative local government programs which enhance community.'

programs aimed to make "healthy communities" a reality.
4. Environmental Integrity:
a. Sustainable Development: (June 14) A focus on new trends in
the field of environmental management.
b. Practical Responses in Times of Ecological Change: (June:
15) A survey of current environmental issues.
c. Tools & Instruments for Environmental Integrity: An
examination of various tools which municipal governments need to
deal effectively with emerging environmental issues.
