SUBJECT: OLD ORCHARD SCHOOL - PASSENGER LOADING ZONE/AYENIDA RONDEL

BACKGROUND
Ms. Betty J. Granger, Principal of Old_Orchard School, has requested that the City evaluate the
possibility of providing a drop-off/pick-up zone In front of the Old Orchard Elementary School. A
Traffic Study has been conducted and based on the results of the study, installation of a 130 -foot
"No -Parking 7 a.m. to 3 p.m. -.School Days Only" zone Is recommended on the south side of
Avenida Rondel between the existing No -Stopping zone (school bus zone) and Avenida Rotella.
The complete Traffic Engineer's Report is attached.
The recommendation is expected to reduce the parking and traffic congestion in front of the Old
Orchard School.
1. Adopt Resolution No. 93-113, authorizing the parking prohibition on Avenida Rondel.
2... Direct staff to Install appropriate signs and curb markings to effect the parking prohibitions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, PROHIBITING THE PARKING
OF VEHICLES ON THE SOUTH SIDE OF AVENIDA RONDEL
WEST OF AVENIDA ROTELLA FROM 7 A.M. TO 3 P.M. ON
SCHOOLDAYS
WHEREAS, a request was made to establish a passenger loading and unloading zone on
the south side of Avenida Rondel, west of Avenida Rotella; and
WHEREAS, It Is consistent with normal traffic engineering practicesto establish a passenger
loading and unloading zone near the school; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local
authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions
thereof, during all or certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as
follows:
SECTION 1. That the parking of vehicles, on the following streets or highways, or portions
thereof, shall be prohibited from 7 a.m. to 3 p.m. on each school day.
(1) Along the south side of Avenida Rondel, starting from 120 feet west of Avenida Rotella,
for a distance of 130 feet.
SECTION 2. That the prohibition of parking of vehicles, as provided herein, shall apply when
appropriate curb marking or signs giving adequate notice thereof have been placed as described
in Section 1.
SECTION 3. That staff shall Install the necessary curb markings or signs to effect this
resolution.

SUBJECT: OLD ORCHARD SCHOOL - PASSENGER LOADING ZONE
BACKGROUND
The Traffic Engineering section received a request from Ms. Betty J. Granger, Principal of Old
Orchard Elementary School, to establish a passenger loading and unloading zone (drop-off and
pick-up area) in front of the school.
RECOMMENDATION
An evaluation of this request has been completed. Based on the results of the evaluation, the
following is recommended:
Establish a 130 -toot "No Parking 7 a.m: to 3 p.m. - School Days Only" zone on the south side
of Avenida Rondel, 120 feet west of Avenida Rotella (see Exhibit "B").
CONDITIONS
Old Orchard Elementary School is located on the south side of Avenida Rondel west of
Avenida Rotella.
Avenida Rondel is a two-lane east -west residential street. The roadway Is 36 feet wide with curb
and sidewalk on each side. A no -stopping zone (school bus loading zone) exists in front of the
school, on the south side of Avenida Rondel and west of Avenida Rotella. On -street parking is
permitted on both sides of Avenida Rondel, and the prima facie speed limit Is 25 miles per hour.
DISCUSSION
The proposed passenger loading and unloading zone (No -Parking zone) Is adjacent to school
grounds and Is located on the south side of Avenida Rondel between the existing "No -Stopping"
zone and Avenida Rotella: The zone is 130 feet long and is currently used by parents to drop-off
and pick-up their children. The same area Is frequently used by school employees and sometimes
occupied by parked vehicles. The present situation creates congestion in the parking area, as each
parent's vehicle needs to maneuver between parked vehicles. The school has suggested that
priority at this available curb space In front of the school should be given to the parents to drop-off
and pick-up their children. A reserved zone for,thls purpose would be appropriate: It Is believed
that this proposed passenger loading and unloading zone would minimize the competition between
parents and other users for the curb parking space and reduce congestion In the parking area.
There are many curb parking spaces available on Avenida Rondel within walking distance from the
proposed zone for school employees and others to park their vehicles.

In addition, the proposed zone is needed during school hours and the area is mostly used by
school -generated vehicles during the school hours. It Is believed that the proposed passenger
loading and unloading zone would not significantly Impact other users of the area.
