The committee was to review and consider revision to the annual Mayor's Rotation Policy. The committee has completed their review and is ready to report the recommendations of the committee. RECOMMENDATION Council to review, discuss, consider the proposed revisions to the Mayor's Rotation Policy. ATTACHMENTS Memo dated December 2, 1992 from Committee Annual Mayor's Rotation Policy dated 12/22/88 Proposed Policy Agenda Item: TO: FROM: CITY OF SANTA CLARITA I N T E R O F F I C E M E M O R A N D U M Mayor and Members of the C George Caravalho, City Man DATE: December 2, 1992 SUBJECT: Mayor Rotation Procedure: At the City Council meeting of November 24, 1992, the Council established an ad-hoc committee comprised of Council Member Pederson and Mayor Pro Tem Heidt to review and consider revision to the Annual Mayor's Rotation Policy as established on December 22, 1988. The committee has completed their review. Attached for your consideration, is the current policy and the revised policy as recommended by the committee. Please review the proposal and return any comments to me in order that I might consolidate them and refer the comments back to the committee. It is the intent of the committee that the Council consider this item at the City Council meeting of January 12, 1993. I CITY OF SANTA CLARITA I NUMBER I-1 SUBJECT POLICY/PROCEDURE _RIGINAL ISSUE EFFECTIVE ANNUAL MAYOR'S ROTATION December 22, 1988 December 22, 1988 CURRENT ISSUE EFFECTIVE CATEGORY SUPERCEDES I LEGISLATIVE RELATIONS' (CITY COUNCIL) STANDARD MANAGEMENT PROCEDURE I. PURPOSE The purpose of this procedure.is.two fold: 1. To enunciate the City Council policy for the rotation of Mayor; and 2. To foster a cooperative spirit among Councilmembers by depoliticizing the selection of the position of Mayor. II. GENERAL It is the declared policy of the City Council to rotate the position of Mayor at the end of each calendar year. The rotation is to take place the second meeting in December. The order of rotation is based on the highest number.of.votes achieved beginning with: Howard McKeon Jan Heidt Jo Anne Darcy Carl Boyer Dennis Koontz These current Councilmembers supercede a newly elected Councilmember who may achieve a higher number of votes. In the event of two or three new Councilmembers being elected, the new Councilmembers will be rotated through the Mayor's position based upon the highest number of votes achieved following the above noted priority .list. PURPOSE The purpose of this procedure is.two fold: 1. To enunciate the City Council policy for the rotation of Mayor; and, 2. To foster a cooperative spirit among Councilmembers by depoliticizing the selection of the position of Mayor, and; 3. To assure that the position of Mayor is filled by a Councilperson with experience on the Council and to proceed in an orderly fashion of succession following the elections of new councilpersons. II. GENERAL It is the declared policy of the City Council to rotate the position of- Mayor at the end of each calendar, year. The rotation is to take place thesecondmeeting in December. The order of rotation is based on the highest number of votes achieved beginning with: Jan Beidt Jo Anne Darcy Carl Boyer In elections in which two Council seats are elected, Councilpersons as indicated above supercede newly elected councilmembers. In no case, however, shall any Councilperson having previously served as Mayor supercede a newly elected' Councilperson who has not previously served as Mayor and .has one year's minimum experience as a Councilperson. in elections in which three (3) Councilmembers are elected, re-elected Councilpersons shall serve as Mayor based on the highest number of votes received. Any newly elected Councilpersons must have a minimum of one year on the Council prior to their appointment to the position of Mayor. if no incumbents are reelected, the position of Mayor will be filled by either incumbent Councilperson with. the least service as Mayor.
