SUBJECT: ACCEPTANCE OF BID TO INSTALL 12 BICYCLE LOCKERS AT THE
METROLINK STATION
DEPARTMENT: Public Works
Background
The City Council adopted Resolution No. 93-49 on April 13, 1993, certifying the availability
of funds for the commuter rail station bicycle project. On July 9, 1993, a Memorandum of
Understanding (MOU) was executed between the City and the Los Angeles County Metropolitan
Transportation Authority (LACMTA) to fund $15,000 in Intermodal Surface Transportation
Efficiency Act (ISTEA) funds for 12 bicycle lockers at the Santa Clarita Metrolink station.
Additionally, $5,000 will be provided as a local match through the City's Model Mobile Source
Reduction Ordinance, also known as AB 2766 funding. This ISTEA funding is presently
budgeted for this purpose; the AB 2766 funds require the Council's approval at this time to
authorize the expenditure.
On August 11, 1993, a request for proposals (RFP) was solicited for 12 bicycle -commuter
security lockers. Public notices were printed in two local newspapers on three dates for both:
the Newhall Signal, and the Daily News. Only one. bid was received in the amount of
$19,082.30 by Cycle -Safe; Inc. of Wyoming, Michigan. This company previously provided and
installed bicycle lockers at the Metrolink station; the City is very satisfied with these lockers.
Recommendation
1. Waive the normal requirement of receipt of at least three bids, due to the proven satisfaction
of this company in both its product and service.
2. Accept the responsible bid of $19,082.30 submitted by Cycle -Safe, Inc. and direct the staff
to authorize the contractor to commence fabrication and installation.
3. Appropriate $5,000 to Account No. 15-96081-227 in AB 2,766 funds as the local match for
this project.
