SUBJECT: METROLINK STATION SECURITY

BACKGROUND
A multi -phased approach for the security programs at the Metrolink Transit station has been
developed. Phase I, which include directed patrol by the Los Angeles County Sheriff's
Department, a $1,000 reward program for information leading to the arrest and conviction of
vandals and the persons responsible for graffiti, and a series of surveillance .operations to
apprehend individuals responsible for graffiti and vandalism is currently in place at the site.
Project acceptance and approval of the Metrolink Station is scheduled for City Council
consideration this evening. Staff is recommending that Phase H of the security program be
implemented concurrent with the acceptance of the Station by the City. Phase II calls for .
installation of a closed circuit television system which would provide remote monitoring
capability of the site and provide for an on request private security guard response. Several
weeks will be required to obtain bids for the system and construct and install the cameras and
wiring at the site. Staff is recommending that an unarmed private security guard be used on
a part time basis during the interim period to provide additional security at the site until the
closed circuit monitoring system is fully installed and operational. Hours for the private
security guard would be targeted during Metrolink train service arrivals and departures as
well as peak vandalism and graffiti days and times. Directed patrol, the reward program and
periodic surveillance operations included in Phase I would continue at the Metrolink site.
Temporary private security guard services would be provided under the existing security
guard contract for City Hall. Approximately $14,000 would be required to provide 80 hours
of temporary guard services per week for the remaining 16 weeks of the 1992-93 fiscal year.
Preliminary estimates for the installation of a closed circuit cable TV system range from
$10,000 - $20,000 depending on the number of cameras and the cost of installing monitors al
a remote site. Funds for the temporary guard services and the installation of the closed
circuit television monitoring system are available from Proposition C fund balances.

Staff will continue to monitor the cost of graffiti removal and vandalism repairs at the
Metrolink site as well as crime statistics for the area. Proposals for increased security will
be submitted to the Metropolitan Transit Authority under its four year call for projects.
Requests for additional phases of security will also be included in proposals for the 1993-94
budget based on the need for increased security as identified from problems at the station,
surveys of Metrolink patrons and transit customers.
It is recommended that the City Council direct staff to implement Phase II of the Metrolink
Transit Station security program and authorize the appropriation of funds from Proposition C
fund balance in the total amount of $34,000 as follows; $14,000 to account number
18-6800-227 Contractual Services for temporary security guard services, and up to $20,000
to account number 18-6800-402 Equipment for the installation of a closed circuit cable
television monitoring system.
