Nisich'* SUBJECT: ESTABLISHMENT OF A NO -STOPPING ZONE ON TOURNEY ROAD NORTH OF VALENCIA BOULEVARD AND ON VALENCIA BOULEVARD BETWEEN INTERSTATE 5 AND MCBEAN PARKWAY Resolution No. 93-30 DEPARTMENT: Community Development BACKGROUND In compliance with the City's development condition for Valencia Commerce Center (Parcel Map No. 16051), the Newhall Land and Farming Company has completed the following improvements: 1) the installation of a traffic signal at the intersection of Valencia Boulevard and Tourney Road; and 2) the striping modification of Valencia Boulevard to six lanes from Interstate -5 to McBean Parkway. The installation of the traffic signal at Valencia Boulevard/Tourney Road required Tourney Road to be striped for five lanes just north of Valencia Boulevard. In order to accommodate the number of required lanes and provide a better transition for vehicles on Tourney Road, stopping or parking of vehicles should be prohibited. Also, the new six lanes of striping on Valencia Boulevard required the prohibition of stopping or parking of vehicles on both sides of the street. The elimination of parking on this major arterial highway was Intended to Increase traffic capacity of the street and improve the aesthetics of the road system. Removal of on -street parking allowed three through travel lanes for each direction on Valencia Boulevard. All of the required signing and striping has already been completed by the developer. RECOMMENDATION That the City Council adopt Resolution 93.30, establishing a No -Stopping Zone on the following streets: 1. Tourney Road north of Valencia Boulevard • from Valencia Boulevard northerly, 540 feet on the east side and 420 feet on the west side of the street. 2. Valencia Boulevard, both sides from Interstate -5 to McBean Parkway. ATTACHMENTS Resolution No. 93-30 Vicinity Map DMRE9& AS Adopted: v-.2 Agenda Item: RESOLUTION NO. 93.30 A RESOLUTION OF THE CITY COUNCIL' OF THE CITY OF SANTA CLARITA PROHIBITING THE STOPPING, STANDING, OR PARKING OF VEHICLES ON THE PORTIONS OF TOURNEY ROAD AND VALENCIA BOULEVARD WHEREAS, the safety of the motoring public would be enhanced by the prohibition of stopping, standing, or parking of vehicles on certain streets in the City of Santa Clarita. WHEREAS, the California Vehicle Code Section 22507 provides for location authorities to prohibit or restrict the stopping, standing, or parking of vehicles on certain streets or highways or portions thereof during or all certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby resolve as follows: SECTION NO. 1. That stopping, standing, or parking of vehicles during all hours of the day shall be prohibited as follows: a. Tourney Road north of Valencia Boulevard from Valencia Boulevard northerly 540 feet on the east side and 420 feet on the west side of the street. b. Valencia Boulevard, north and south sides of the street, from Interstate 5 to McBean Parkway. SECTION NO: 2. That the prohibition of stopping, standing, or parking of vehicles as provided herein stall apply when appropriate signs or curb markings having adequate notice thereof have been placed as described in Section No. 1.
