SUBJECT: ESTABLISHMENT OF NO -STOPPING ZONE ON SIERRA HIGHWAY AT
VISTA DEL CANON
DEPARTMENT: Community Development
BACKGROUND
In response to a request from a citizen, Ms. Patricia Humberger, Traffic Engineering staff conducted
a sight -visibility study at the Intersection of Sierra Highway and Vista Del Canon (see attached
Exhibit "A").
Sierra Highway Is designated as a major north/south arterial with two through lanes In each
direction. On -street parking is permitted on both sides of this roadway near the subject
Intersection. The posted speed limit Is 50 miles per hour on this road. There is very little demand
for parking In this area. Staff visited this location at various times and did not observe any parked
vehicles In the area. There are no houses fronting the street along this section of Sierra Highway.
Thus, It Is believed that the proposed parking prohibition would not have an Impact on parking
supply In this area.
Vista Del Canon is a private street and forms a three-way intersection with Sierra Highway to the
east. This roadway is also presently stopped at Sierra Highway.
Based on the field measurements and sight -visibility evaluations, the Intersection has limited sight
distance when on occasion vehicles (semi -trucks) park on Sierra Highway near the intersection.
In order to improve the sight visibility and preserve minimum sight distance at the Intersection,
parking restriction Is recommended on the east side of Sierra Highway south of Vista Del Canon.
Adopt Resolution No. 93-64, restricting the stopping of vehicles on Sierra Highway as Indicated
below and direct staff to provide the necessary curb marking or signs to effect the resolution:
Sierra Highway, along the east side, south of Vista Del Canon, from beginning of
curb return at Sierra Highway on southeast corner to 300 feet southerly.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CALIFORNIA, PROHIBITING THE
STOPPING OF VEHICLES ON SIERRA HIGHWAY AT
VISTA DEL CANON
WHEREAS, a request was made to establish a no -stopping zone on the east side of Sierra
Highway at Vista Del Canon.
WHEREAS, it Is.conslstent with normal traffic engineering practices to establish a no.
stopping zone in areas where the stopping of vehicles limit sight distance to those using the
highway:
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local
authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions
thereof, during all or certain hour of the day.
THEREFORE, THE CITY COUNCIL OF .THE CITY OF SANTA CLARITA does resolve as
follows:
SECTION 1. That the stopping of vehicles on the following streets or highways, or portions
thereof, shall be prohibited.
1. Sierra Highway, along the east side, south of Vista Del Canon, from the beginning of
curb return at Sierra Highway on southeast corner to 300 feet southerly.
SECTION 2. That the no -stopping zone, as provided herein, shall apply when appropriate
curb markings or signs giving adequate notice thereof have been placed as described in Section 1.
SECTION 3. That staff shall provide the necessary curb markings or signs to effect this
resolution.
