SUBJECT: RESOLUTION 93-141: NON -GLORIFICATION OF GRAFFITI
DEPARTMENT: Public Works
BACKGROUND
At its meeting held September 7, 1993, on motion of Supervisor Deane Dana, the Los Angeles
County Board of Supervisors urged all cities in Los AngelesCounty to join the board in
officially requesting all entertainment, advertising and media industries in Los Angeles County
to refrain from using graffiti -related vandalism in promotions, advertisement or entertainment
programming, and to depict graffiti as the criminal activity it is without giving its perpetrators
additional recognition.
In response to the Mayors request, staff has prepared Resolution 93-141 supporting the Los
Angeles County Board of Supervisors September 7, 1993 motion and the City of Los Angeles
recently adopted resolution calling for the entertainment, advertising and media industries to
refrain from using graffiti -related vandalism. in promotions, advertisements and entertainment
images.
RECOMMENDATION
That Council adopt Resolution 93-141.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA SUPPORTING THE
LOS ANGELES COUNTY BOARD OF SUPERVISORS
SEPTEMBER 7, 1993 MOTION REQUESTING ALL ENTERTAINMENT,
ADVERTISING AND MEDIA INDUSTRIES IN LOS ANGELES COUNTY
REFRAIN FROM USING GRAFFITI -RELATED VANDALISM
IN PROMOTIONS OR ADVERTISEMENT PROGRAMMING
WHEREAS, we must continue to fight graffiti through cleanup, law enforcement and
preventative measures in order to change the attitude of young people who do not respect the
property of others; and
WHEREAS, graffiti is ugly and a sign of blight and decay, which implies criminal
activity, and directly contributes to the loss of property values; and
WHEREAS, graffiti is used in television commercials and entertainment programming
as if it is normal and acceptable, not the destructive vandalism which it is; and
WHEREAS, this ]find of media attention works against the efforts our citizenry has
demonstrated in trying to rid our community of graffiti; and
WHEREAS, on September 7, 1993, the Los Angeles County Board of Supervisors
requested all cities in Los Angeles County to join the Board in officially requesting all
entertainment, advertising and media industries in Los Angeles County to refrain from using
graffiti -related vandalism in promotions, advertisement or entertainment programming, and to
depict graffiti as the criminal activity it is without giving perpetrators additional recognition.
NOW, THEREFORE, the City Council hereby finds, determines and resolves,
That the City of Santa Clarity supports the Los Angeles County Board of Supervisors
September 7, 1993 motion and the City of Los Angeles recently adopted resolution calling
for the entertainment, advertising and media industries to refrain from using graffiti or
graffiti -related vandalism in promotions, advertisements and entertainment images.
