SUBJECT: RESOLUTION REQUESTING LOS ANGELES COUNTY PARTICIPATION IN THE
NORTH COUNTY SUBREGIONAL PLAN BEING PREPARED IN COOPERATION
WITH THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS .
(SCAG) AND THE CITIES OF PALMDALE, LANCASTER AND SANTA CLARITA.

BACKGROUND
The Southern California Association of Governments (SCAG) is In the process of preparing a
Regional Comprehensive Plan. SCAG Is encouraging a "bottoms up" planning approach and is
cooperating with the North County Subregion In the preparation of a subreglonal plan. For the
Mobility Element, the City of Santa Clarita has been participating In the preparation of a study with
SCAG and the Cities of Palmdale and Lancaster. Councilman Pederson has been representing the
Council at the Policy Advisory Group (PAC), and staff has been participating on the Technical
Advisory Committee (TAC).
Because so much of the North County area Is unincorporated, the participation of Los Angeles
County Is Important. Recently, the County Indicated that they would be unable to participate In the
development of the North County Subregional Plan. As a result, the members of the PAC directed
staff to prepare a letter from the mayors of each of the North County Cities requesting County
participation. The PAC also directed staff to prepare City Council resolutions requesting the same.
Copies of the Lancaster and Palmdale letters are attached, as well as a draft resolution from the
City of Palmdale. Palmdale and Lancaster Indicated that they would have the resolutions before
their respective Councils on September 7. Staff has prepared a draft letter for Mayor Heldt's
signature as well as a resolution requesting County participation in the North County Subregional
Plan, which are attached.
RECOMMENDATION
Adopt Resolution 93.126 and direct staff to forward It to Los Angeles County.

RESOLUTION NO. 93-126
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA,
UPHOLDING THE CITY'S PARTICIPATION IN
THE NORTH LOS ANGELES COUNTY SUBREGION
FOR SCAG'S REGIONAL COMPREHENSIVE PLAN,
AND URGING PARTICIPATION BY
THE COUNTY OF LOS ANGLES IN SAID PLAN
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE AS
SECTION 1. The City Council does hereby make the following findings of fact:
a. The City Council has identified a need to participate in planning at a regional and
subregional level.
b. The City Council recognizes that the Regional Comprehensive Plan (RCP) Is being
prepared by the Southern California Association of Governments (SCAG) and when
completed, the RCP will be a blueprint for managing the growth and resources of
the region.
c. - The City Council recognizes that completion of the RCP is dependent upon the Input
of the North Los Angeles County Subregion and the affected Jurisdictions.
d. Based on these Issues and concerns, the City Council determined that It is
beneficial and appropriate to participate as a member of the North Los Angeles
County Subregion to assist SCAG In preparing the Regional Comprehensive Plan.
e. Work on the North Los Angeles County Subregional portion of the RCP commenced
on June 1, 1993 by representatives of SCAG and the Cities of Santa Clarita,
Palmdale and Lancaster. Since that time, a growing need has been Identified by the
participants to exchange Information and cooperate with Los Angeles County.
f. It has been determined that the adoption of this resolution of Intent Is exempt from
the California Environmental Quality Act (CEQA) as the action will not result In a
significant effect on the environment. (California Code of Regulations 15061 (b) (3).
g. All legal prerequisites to the adoption of this resolution have occurred.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarlta,
California, as follows:
a. The City Council hereby specifically finds that all of the facts set forth in the
Recitals, Part A of this Resolution, are true and correct.

The City Council hereby resolves as follows:
The residents of the North Los Angeles County Subregion will benefit from
participation by all affected Jurisdictions In preparation of the Regional
Comprehensive Plan, because many growth and development related Issues
are best addressed on a subregional basis.
2. The City Council strongly urges the County of Los Angeles to actively
participate In development and approval of the North Los Angeles County
Subreglonal Plan for Inclusion In SCAG's RCP.
3. The City Clerk shall certify to the adoption of this Resolution, and shall
transmit copies to the Los Angeles County Board of Supervisors ands
Regional Planning Commission; Gaddl Vasquez, President of the Regional
Council, Southern California Association of Governments; and the City
Councils of the Cities of Lancaster and Palmdale.

to respond to the opportunity to provide Input Into this process and are
currently meeting to prepare a subregional plan for Inclusion Into the RCP.
This plan is very Important because It will provide the foundation for the
Regional Transportation Improvement Plan (RTIP), address state and
federal air quality and transportation requirements, and discuss housing
and growth management Issues. The lack of County involvement leaves
unincorporated areas unrepresented and limits the necessary coordination
of air quality and transportation planning for the subregion. With a
scheduled adoption date of February, 1994, Immediate action Is necessary
to ensure the timely completion of this project.
A City Council resolution urging the County of Los Angeles to participate
In this process will be acted upon by the Council at its September 14,1993,
meeting to inform the Board of Supervisors and the SCAG Regional
Council of our concerns on this matter and to request County participation.
With the adoption of the RCP scheduled for February 3,1994, time Is of the
essence In this effort. Our next subregional meeting Is scheduled for 11:00
a.m. on Tuesday; September 7,1993, at the City Administration Building In
Palmdale, 38300 North Sierra Highway. Please provide representation for
County residents at this meeting and for future meetings.

on behalf of the City Council of the City of Palmdale, I am
writing to express our concern over Los Angeles County's lack
of participation in the subregional planning process currently
under way in preparation of SCAG's Regional Comprehensive Plan
(RCP).
As you know, this document fulfills State and Federal air
quality requirements, forms the basis of the RTIP, and
addresses required ISTEA planning factors, in addition to
addressing housing and growth management issues as required by
the State Implementation Plan. Because of these requirements,
the RCP will be completed and adopted by SCAG, in some form,
with or without subregional input.
The North Los Angeles County Subregion has chosen to provide
input into this process, and committees of both elected
officials and staff are currently meeting to formulate a
Subregional Plan for inclusion in the RCP. Lee Stark,
representing the Regional Planning Department, was invited to
attend these.meetings, but has informed staff that the County
will not participate in this subregion's comprehensive planning
efforts. As a result of the County's absence in this process,
all of the unincorporated communities in northern Los Angeles
County, as well as landowners such as Newhall Land and Farming
Company and Tejon Ranch, have virtually no voice in the
planning process. In addition, inter -jurisdictional
coordination on transportation and air quality planning for the
subregion is severely hampered.

We urge you to re -think the County's position on participation
in the RCP process, and to send a representative to the North
Los Angeles County Subregion's RCP meetings. In order to
convey our concerns to the Board of Supervisors and to SCAG's
Regional Council, each of the three cities within our Subregion
will be adopting a Resolution endorsing participation by Los
Angeles County in this process.
With adoption of the RCP scheduled for February 3, 1994, time
is of the essence inthis effort. Our next subregional meeting
is scheduled for 11:00 a.m. - 3:00 p.m. on Tuesday,
September 7, 1993 at the City Administration Building in
Palmdale, 38300 North Sierra Highway. Please provide
representation for County residents at this meeting.
Thank you for your consideration of this matter. We hope to
work with you on the RCP and other comprehensive planning
efforts in the future.

(v) By consensus of the participating cities, the North Los
Angeles County Subregion has been determined to include the
cities of Lancaster and Palmdale and the unincorporated
territory within the Antelope Valley, bounded on the east
and north by the Los Angeles County Line, and on the south
by the Sierra Pelona Ridge and San Gabriel Mountain. For
purposes of the Regional Mobility Element, the Santa
Clarita valley, including the City of Santa Clarita, is
included in the Subregion as well.
