Harrl$X. Ordinance No. 93-8, for approval of Prezone No. 93-002 (proposed Annexation No. 1992-01), and Resolution No. 93.23, for approval of the Negative Declaration prepared for the project Community Development Prezone No. 93-002 (proposed Annexation No. 1992.01) Is proposed to bring the project area into conformance with the City's recently adopted Unified Development Code (UDC), which became effective on December 24,1992. The project area consists of approximately 7.8 acres of vacant land located adjacent to and outside the City limits, north of Newhall Ranch Road and west of Bouquet Canyon Road (see attached map). Prezoning of the project area was reviewed by the Planning Commission and approved by the City Council prior to submission of the related annexation application to the Local Agency Formation Commission (LAFCO). Processing delays of the annexation application by the LAFCO and the adoption of the new zoning code have made the previously approved prezoning designation of C-3 DP (Unlimited Commerclal-Development Program) obsolete. Prezone No. 93-002 will change the prezone designation to the recently adopted designation of CCPD (Community Commercial -Planned Development). Although the zoning terminology is different,- standards within the existing and proposed zones are substantially consistent and, therefore, will not detrimentally affect land uses in the area., Prezone No. 93-002 has been reviewed pursuant to the California Environmental Quality Act (CEQA), and a Negative Declaration of no significant Impact Is proposed for the project. PLANNING COMMISSION ACTION Prezone No. 93-002, In conjunction with Prezone No. 93-001 and Zone Change No. 93-001, was submitted to the Planning Commission on February 16,1993. The Commission reviewed the three projects together and adopted Resolution No. P93-04, recommending that the Council approve the Negative Declaration prepared for the project; and adopt the appropriate new prezone and zone designations for the three project areas. Adapted: z 0?3 - 9-3 C/ 930?3 n i3 Agerda (tem: RECOMMENDATION Staff recommends that the Council: 1) Receive the staff presentation; 2) , Adopt Resolution No. 93-23, approving the Negative Declaration with the finding that the project will not have a significant effect on the environment; and 3) Introduce Ordinance No. 93-8, approving Prezone No. 93-002, waive further reading, and pass to a second reading. 1) Resolution No. P93-04 2) Draft Resolution No. 93-23 3) Negative Declaration 4) Draft Ordinance No. 93-8 5) Map of the project area LMH:KMK a exI9z 01w.kmk Public Hearing Procedure 1.
