SUBJECT: Proposed Farmer's Market

BACKGROUND
For several months staff has been working with the Ventura County Certified Farmer's Market Association
to locate an ongoing site for a Sunday Market.
In the search for a location, certain criteria needed to be met. In order to receive health permits the
farmers are required access to restroom facilities with hot and cold running water, pavement is preferred
rather than a dirt, sand, or grass surface, trees for partial shade are preferred, high visibility, and a
minimum of 200 parking spaces, and minimal rent expense. Several locations including College of the
Canyons, H.R. Textron, Saugus Speedway, Newhall Park, Metrolink Train Station, several shopping
centers, and the City Hall parking lot were evaluated. Staff conducted a public participation meeting at the
proposed Newhall Park site on April 22. Due to citizen's concerns, staff proceeded in the search for an
alternate site.
The City Hall parking lot met all of the criteria suggested by the Farmer's Association. Staff has met with
the tenants of the building and the condominium residents to the south of the building. Concerns of both
groups have been discussed and resolved.
As a side note, staff has received over 300 telephone calls from local residents who are strongly in favor
of a local farmer's market.
The Farmer's Association will incur the expense of a City staff person to be on-site throughout the set-up
and tear -down of the market. Only City staff will have the ability to open the building for the farmer's use
if needed. The building will not remain open. The Farmers's Association will provide liability insurance to
meet City standards, the Association is responsible for cleaning the parking lot after the market to bring
it back to its original standard. Staff and the Farmer's Association will evaluate this program in September.
The proposed market start date is tentatively scheduled for Sunday, June 6.
Staff recommends City Council approve the City Hall parking lot as the site for the Farmer's Market.
