The per -parcel discretionary grant portion of Proposition A states in Section 81.1 that cities are entitled to grant funds based on the total number of land parcels within city limits. The City of Santa Clarita has 39,947 parcels, for a total allocation of $1,340,878. The City Council and the Parks and Recreation Commission have reviewed the proposed projects which would benefit from these funds. The projects have been approved by the City Council in the 1993-94 annual budget. The estimated project costs total $1,090,000. The remaining funds will be held in contingency against existing projects and reviewed by staff and the Parks and Recreation Commission for new projects. All projects must be approved by the City Council prior to disbursement. The attached Resolution 93-157 will allow the Parks, Recreation, and Community Services Department to begin acquisition of Proposition A funding. The projects include: North Oaks Park Play Area $ 200,000 Tennis Court Lighting $ 160,000 Parks, Recreation, and Community Services Master Plan $ 50,000 ADA Retrofit $ 50,000 Sport Field Lighting $ 200,000 Shade and Picnic Structures $ 75,000 Sport Court Rehabilitation $ 80,000 Playground Equipment Upgrades $ 175,000 Capital Equipment $ 100,000 Total: $ 1,090,000 It is recommended that the City Council adopt Resolution 93-157 and authorize the City Manager, as the agent for the City of Santa Clarita, to conduct all negotiations and to execute and submit all documents which may be necessary for the completion of the aforementioned projects. ATTACHMENT Resolution 93-157 REP:JHD.dis prcouncil/agpropa.rep Adopted:1-- 393 Agenda item: 3 RESOLUTION 93-157 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT PER -PARCEL DISCRETIONARY GRANT PROGRAM FOR AREASIPARKS OF NEED WHEREAS, the people of the County of Los Angeles on November 3, 1992 enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has setforth the necessary procedures governing local agency applications for grant funds under the Proposition; and WHEREAS, the District's procedures require the applicant to certify, by resolution, the approval of the application(s) before submission of said application(s) to the District; and WHEREAS, the project(s) has been identified by the Department of Parks, Recreation, and Community Services as a valuable addition to its focus on safe neighborhoods; and WHEREAS, said application(s) contains assurances that the applicant must comply with; and WHEREAS, the applicant will enter into an agreement with the District for acquisition or development of the project(s). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: 1. Approves the filing of an application with the County of Los Angeles Regional Park and Open Space District for funds under Section 8.b.1 of the Proposition for the above project(s); 2. Certifies that said applicant understands the assurances and certification in the application form; 3. Certifies that said applicant has, or will have, sufficient funds to operate and maintain the project(s) in perpetuity; and 4. Appoints the City Manager, as agent of the City of Santa Clarita, to conduct all negotiations, and execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, and so forth, which may be necessary for the completion of the aforementioned project(s).
