SUBJECT: Ordinance 93-12 to amend Chapter 3.14 of the Santa Clarita Municipal
Code regarding Public Works Bid Requirements

BACKGROUND
Article 3 (Public Projects: Alternative Procedure), Section 22032 (Contracting procedures:
dollar amount limitations) of the Public Contracts Code has been amended to increase the
dollar limitations for Alternative Procedures as outlined in the Uniform Public Construction
Cost Accounting Act. The increases are as follows:
a) Public projects of twenty-five thousand dollars ($25.00 or less maybe performed by
the employees of a public agency by force account, by negotiated contract, or by
purchase order.
The previous amount was fifteen thousand dollars ($15,000).
b) Public projects of seventy-five thousand dollars ($75.000) may be let to contract by
informal procedures as set forth in this article.
The previous amount was twenty-five thousand dollars ($25,000).
c) Public projects of more than seventy-five thousand dollars ($7J,000) shall, except as
otherwise provided in this article, be let to contract by formal bidding procedure.
The previous amount was fifty thousand dollars ($50,000).
Ordinance 93-12 amends Santa Clarita Municipal Code at Sections 3.14.020 and 3.14.030
regarding Public Works Bid Requirements: Bid Limitations and Informal Bidding.
RECOMMENDATION

AN ORDINANCE OF THE CITY OF SANTA CLARITA
AMENDING CHAPTER 3.14
OF THE SANTA CLARITA MUNICIPAL CODE
REGARDING PUBLIC WORKS BID REQUIREMENTS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1 The Santa Clarita Municipal Code is hereby. amended at Chapter 3.14 relating
to Public Works Bid Requirements to read as follows:
CHAPTER 3.14
PUBLIC WORKS BID REQUIREMENTS
Sections
3.14.020 Bid Limitations.
3.14.030 Informal Bidding.
13. 4.020. Bid Limitations. The following bid limitations shall be in effect:
A. Public projects of $25,000.00 or less may be performed by City
employees by force account, by negotiated contract, or by purchase order, as approved by
the Purchasing Officer.
B. Public Projects of $75,000 or less may be let to contract by informal
bidding procedures as set forth in this Chapter.
C. Public projects over $75,000 shall, except as otherwise provided by
State statute, be let to contract by formal bidding procedure.
13. 4.030. Informal Bidding. Public works projects of an estimated value in the
amount of $75,000 or less may be let to contract as follows:

Section 2• The City Clerk shall certify the passage of this Ordinance and shall cause the
same to be published as required by law.
