Harri CONSENT CALENDAR DATE: August 24, 1993 SUBJECT: Resolution No. 93.109, a Resolution of Application to the Local Agency Formation Commission of Los Angeles County for the Valley Gateway Annexation (Master Case No. 92.012) DEPARTMENT: Community Development BACKGROUND The "Resolution of Application" proposed for adoption by the City Council constltutes a formal request to the Local Agency Formation Commission (LAFCO) to initiate annexation proceedings for the Valley Gateway Annexation (Master Case No. 92-012). The Resolution sets forth applicable Government Code sections, reasons for the annexation, exhibits Identifying the site, and other required information. The Valley Gateway Annexation Is a proposal to annex 47.4 acres of vacant uninhabited land (consisting of the southern 27.13 acres of the Valley Gateway project site, Caltrans properly, portions of Sierra Highway, and another property owned by Hondo 011) to the City of Santa Clarlta. The property is located southeast of the existing City limits, west of and adjacent to the Antelope Valley Freeway (SR 14), north of Interstate 5; and south of San Fernando Road (see attached map). The annexation Is supported by the property owners; who desire City services and local government permit processing of the Valley Gateway Project, a proposed 117 acre business park, a portion of which is currently located within the unincorporated area of Los Angeles County. The Valley Gateway Project is conditioned to dedicate 27.13 acres of the proposed annexation area to the City of Santa Clarita; the property contains "Beale's-Cut," an Identified State Historical Landmark. There are no known persons or organizations opposed to this proposal. The City also seeks annexation of the property to create a more logical corporate boundary. RECOMMENDATION Adopt Resolution No. 93-109, making application to the Local Agency Formation Commission for the Valley Gateway Annexation (Master Case No. 92.012). ATTACHMENTS Resolution No. 93-109 Adopted: �--� Exhibit A - Legal Description Exhibit B - Map GAC:KMK .Mwxiesiz�rr� Agenda Item: RESOLUTION NO. 92-109 A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR THE PROPOSED ANNEXATION OF CERTAIN UNINHABITED TERRITORY TO, THE CITY OF SANTA CLARITA (MASTER CASE NO. 92-012) WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the Cortese - Knox Local Government Reorganliatton Act of 1985 (Revised 1991), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the territory proposed to be annexed is uninhabited, and a description of the boundaries is set forth In Exhibit A and a map of the boundaries Is set forth in Exhibit B, attached and by this reference incorporated; and WHEREAS, the short form (designation of the proposal is the Valley Gateway Annexation (Master Case No. 92-012); and WHEREAS, this proposal Is Inconsistent with the City of Santa Clarita's Sphere of Influence as designated by the Local Agency Formation Commission on November 15; -1989, and would require amending thereof pursuant to this proposal; and i WHEREAS, it is desired to provide that the proposed annexation be subject to the following terms and conditions: No terms or conditions argil requested by the City or the property owner at this time; and WHEREAS, the reasons for this proposed annexation are as follows: 1) to respond to the property owners' request for city services and local government permit processing of a proposed 117 acre business park, 27.13 acres of which is located within the unincorporated portion of the County of Los Angeles; 2) to expand and square up the City's boundaries; and 3) to promote sound planning and land use practices In the affected territory; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and Is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby detennine'and find as follows: SECTION 1. This Resolution of Application is hereby adopted by the City Council, and the Local Agency Formation Commission of Los Angeles County Is hereby requested to Initiate proceedings for the annexation of that territory described In Exhibit A and mapped In Exhibit B, Incorporated by this reference, according to the terms and conditions stated above, and In the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1991). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this resolution with applicable fees and other Information as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Resolution No. 93-109 Page 2 Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall certify to the adoption of this resolution and certify this record to be a full, true, correct copy of the action taken.
