SUBJECT: Resolution to certify that the City is in conformance.with local Congestion
Management Program (CMP) requirements as. Identified by the Metropolitan
Transportation Authority (MTA).

The Metropolitan Transportation Authority (MTA) notified the City on June 17, 1993, that the 1992
Congestion Management Program (CMP) requires local jurisdictions to certify compliance with the
CMP via a City Council resolution by August 1, 1993. A resolution with attachments has been
prepared by staff based on the model resolution prepared by the MTA. The CMP Is mandated by
state legislation, and the MTA Is the responsible agency for the CMP In Los Angeles County.
The resolution prepared by staff Is based on a model drafted by the MTA. In addition, the City must
complete the 1992 CMP Conformance Checklist as Attachment "A" to the resolution, attesting that
the City has completed the actions required for compliance with the CMP. The City has completed
these actions already, which are:
1. Adoption of a transportation demand management ordinance consistent with the MTA model
ordinance.
2. Adoption and Implementation of a land use program to analyze the Impacts of new
development on the CMP highway network and the associated mitigation costs.
3. Conducting annual traffic counts and calculating levels of service.
The documentation related totheabove three Items are Included In the Council's reading file.
Conformance with the CMP assures the continued flow of Section 2105 gas tax funds, and
preserves eligibility for state and federal transportation programming funds. Local jurisdictions are
subject to a loss of funding for nonconformance with the CMP.
RECOMMENDATION
Adopt the resolution and direct staff to forward It to the MTA prior to August 1.

A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA, FINDING THE CITY TO BE
IN COMPLIANCE WITH THE 1992 CONGESTION MANAGEMENT PROGRAM (CMP) AND APPROVING
THE CMP CONFORMANCE CHECKLIST.
WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA") acting
as the Congestion Management Agency for Los Angeles County, adopted the Congestion
Management Program on November 18, 1992; and
WHEREAS, the adopted CMP requires that MTA annually determine that the County and
cities within the County are conforming to all CMP requirements; and
WHEREAS, the adopted CMP required submittal to the MTA of the CMP self -certification
checklist by August 1, 1993; and
WHEREAS, the City Council considered this at a regularly scheduled City Council Meeting
on July 13; 1993.
NOW, THEREFORE, the City Council for the City of Santa Ciarita does hereby resolve as
follows:
SECTION 1. That the City has taken all of the actions reflected on the CMP Conformance
Checklist, attached hereto as Exhibit A and made a part hereof, and that the City Is in conformance
with all applicable requirements of the 1992 CMP.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and shall
forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.

The 1992 Congestion Management Program (CMP) requires that, by
August 1, 1993, local jurisdictions self -certify that they are in conformance
with local CMP requirements. Those local responsibilities are (1) adoption
and implementation of a transportation demand management ordinance by
April 1, 1993; (2) adoption and implementation of a land use program to
analyze the impacts of new development on the CMP system and the
associated mitigation costs by April 1, 1993; and (3) conducting annual traffic
counts and calculating levels of service for selected arterial intersections by
June 15, 1993.
The self -certification process is the last local requirement for implementation
of the 1992 CMP. Completion of this requirement will be accomplished by:
1. Completion of the Conformance Checklist (Attachment A);
2. Approval of the Checklist at a public hearing of your governing body
(see Attachment B for sample resolution); and
3. Transmittal of the approved Checklist to MTA by August 1, 1993.
The MTA must annually determine local jurisdiction conformance with the
CMP. The approved Conformance Checklist plays a key role in assessing
jurisdictions' adherence to CMP responsibilities. MTA staff will review the
self -certification findings and present recommendations for conformance
determinations to the MTA Board at its October meeting.
We urge local jurisdictions to place the CMP Conformance Checklist on
council agendas for action to meet the August 1, 1993 deadline. Conformance
with the CMP assures the continued flow of Section 2105 gas tax funds, and
preserves eligibility for state and federal transportation programming funds.

ORDINANCE NO. 93.5
AN ORDINANCE OF THE CITY OF SANTA CLARITA ADOPTING TRIP REDUCTION
AND TRAVEL DEMAND MEASURES IN ACCORDANCE WITH STATE GOVERNMENT
CODE SECTIONS 65089 AND 65089.3
WHEREAS, the Legislature of the State of California has found that the lack of an Integrated
transportation system and the Increase In the number of vehicles are causing traffic congestion that
each day results In hundreds of thousands of hours lost in traffic, tons of pollutants released into
the air, and millions of dollars of added costs to the motoring public; and
WHEREAS, the Legislature has adopted legislation requiring the preparation and
Implementation of a Congestion Management Program ("CMP") by county transportation
commissions or other public agencies of every county that Includes an urbanized area; and
WHEREAS, the Metropolitan Transportation Authority ("MTA'j Is responsible for the
preparation•of the CMP for Los Angeles County ("County"); and
WHEREAS, the CMP must contain a trip reduction and travel demand management element
that promotes alternative transportation methods, such as carpools, vanpools, transit, bicycles,
walking and park-and-ride lots, Improvement in the balance between )obs and housing, and other
strategies, Including flexible work hours, telecommuting and parking management programs; and
WHEREAS, the County and every city within the County is required by state law to adopt
and Implement a Transportation Demand Management (TDM) ordinance as an Important element
of the Congestion Management Program to Improve both congestion and air quality; and
WHEREAS, MTA must determine annually whether the County and titles within the County
are conforming to the CMP, Including the requirement to -adopt and Implement a TDM ordinance;
and
WHEREAS, because the CMP Is an evolving program which will be developed Incrementally,
as experience is gained through Its Implementation, this TDM ordinance may be amended or
superseded from time to time, as necessary to meet congestion and air quality goals;
WHEREAS, the State Clean Air Act requires regions to attain a 1.5 vehicle occupancy during
the commute period by the year 1999;
WHEREAS, this ordinance Is Intended to comply with the CMP's requirements for a TDM
ordinance. The requirements of South Coast Air Ouallty Management District ("District") Regulation
XV, are separate from this ordinance, and administrated by the Air District. Nothing herein Is
Intended, nor shall It be construed, to limit or otherwise preclude employers from offering or
providing additional Inducements to use alternatives to single -occupant vehicles to their employees
necessary to most Regulation XV requirements; and
WHEREAS, in order to use the existing and planned transportation Infrastructure more
efficiently, maintain or Improve traffic levels of service, and lower motor vehicle emissions, it Is the
Policy of the City of Santa Clarita to minimize the number of peak period vehicle trips generated by
additional development, promote the use of alternative transportation, Improve air quality and
participate In regional and countywide efforts to Improve transportation demand management;
I. "Preferential Parking" means parking spaces designated or assigned, through use of
a sign or painted space markings for carpool and vanpool vehicles carrying commute
passengers on a regular basis that are provided in a location more convenient to a
Place of employment than parking spaces provided for single occupant vehicles.
J. "Property Owner" means the legal owner of a development who serves as the lessor
to a tenant. The Property Owner shall be responsible for complying with the provisions
of the ordinance either directly or by delegating such responsibllhy as appropriate to
a tenant and/or his agent.
K. "South Coast Air Quality Management District" (SCAOMD) is the regional authority
appointed by the California State Legislature to most federal standards and otherwise
Improve air quality In the South Coast Air Basin (the non -desert portions of Los
Angeles, Orange, Riverside, and San Bernardino Counties).
L. '.Tenant" means the lessee of facility space at an applicable development project.
M. "Transportation Demand Management (TDM)" means the alteration of travel behavior,
usually on the part of commuters, through programs of Incentives, services, and
policies. TDM addresses ahemathres to single occupant vehicles such as carpooling
and vanpooling, and changes In work schedules that move trips out of the peak period
or eliminate them altogether (as Is the case In telecommuting or compressed work
weeks).
N. "Trip Reduction" means reduction in the number of work-related trips made by single
occupant vehicles.
O. "Vanpool" means a vehicle carrying seven or more persons commuting together to and
from work on a regular basis, usually In a vehicle with a seating arrangement designed
to carry seven to fifteen adult passengers, and on a prepaid subscription basis.
P. "Vehlcle" means any motorized forth of transportation, Including but not limited to
automobiles, vans, buses and motorcycles.
SECTION 2. REVIEW OF TRANSIT IMPACTS. Prior to approval of any development project
for which an Environmental Impact Report (EIR) Will be prepared pursuant to the requirements of
the California Environmental Quality Act (CEQA) or based on a local determination, regional and
municipal fixed -route transit operators providing service to the project shall be Identified and
consulted. Projects for which a Notice of Preparation (NOP) for a Draft EIR has been circulated
pursuant to the provisions of CEQA prior to the effective date of this ordinance shall be exempted
from its provisions. The "Transit Impact Review Worksheet", contained in the Los Angeles County
Congestion Management Program Manual, or similar worksheets, shall be used In assessing
Impacts. Pursuant to the provisions of CEQA, transit operators shall be sent a NOP for all
contemplated EIR-3 and shall, as part of the NOP process, be given opportunity to comment on the
Impacts of the project, to identify recommended transit service or capital Improvements which may
be required as a result of the project, and to recommend mitigation measures which minimize
automobile trips on the CMP network. Impacts and recommended mitigation measures Identified
by the transit operator shall be evaluated in the Draft Environmental Impact Report prepared for the
project. Related mitigation measures adopted shall be monitored through the mitigation monitoring
requirements of CEQA.

2 _ Non-Residerdlal development of 50,000 square feet or more of building
Improvements shall comply with Section 3.B(1) above and shall provide all
of the following measures to the satisfaction of the City:
a. Not less than 10% of employee parking area, shall be located as close
as Is practical to the employee entrance(s), and shall be reserved for
use by potential carpooUvanpool vehicles, without displacing
handicapped and customer parking needs. This preferential
carpool/vanpool parking area shall be Identified on the site plan upon
application for building permit, to the satisfaction of City. A statement
that preferential carpool/vanpool spaces for employees are available
and a description of the method for obtaining such spaces must be
Included on the required transportation information board. Spaces will
be signed/striped as demand warrants; provided that at all times at
least one space for projects of 50,000 square feet to 100,000 square
feet and two spaces for projects over 100,000 square feet will be
slgned/strlped for carpool/vanpool vehicles.
b. Preferential parking spaces reserved for vanpools must be accessible
to vanpool vehicles. When located within a parking structure, a
minimum vertical Interior clearance of T2" shall be provided for those
spaces and aecessways to be used by such vehicles. Adequate
turning radii and parking sparse dimensions shall also be Included in
vanpool parking areas.
C. Bicycle racks, lockers or other secure bicycle parking shall be
provided to accommodate 4 bicycles per the first 50,000 square feet of
building Improvements of non-residential development and 1 bicycle
per each additional 50,000 square feet of building Improvements of
non-residentlal development. Calculations which result In a fraction
of OS or higher shall be rounded up to the nearest whole number. A
bicycle parking facility may also be a fully enclosed space or locker
accessible only to the owner or operator of the bicycle, which protects
the bike from inclement weather. Specific facilities and location (e.g.,
provision of racks, lockers, or locked room) shall be to the satisfaction
of the City.
3 Non-Residentlal development of 100,000 square feet or more of building
Improvements shall comply with Sections 3.6(1) and 3.B(2) above, and shall
Provide all of the following measures to the satisfaction of the City:
a. A. safe and convenient zone In which vanpool and carpool vehicles
may deliver or hoard their passengers.
b. Sidewalks or other designated pathways following direct and safe
routes from the external pedestrian circulation system to each building
In the development.
C. If determined necessary by the City to mitigate the project Impact, bus
stop Improvements must be provided. The City will consult with the
local bus service providers In determining appropriate Improvements.
When locating bus stops and/or planning building entrances, entrances

TO: Applicants With Projects Requiring Environmental Impact Reports (EIR's) ,

SUBJECT: CONGESTION MANAGEMENT PROGRAM—LAND USE ANALYSIS REQUIREMENTS,
INCLUDING THE PREPARATION OF TRANSPORTATION IMPACT ANALYSES
Resolution No. 91-50 authorizes the Community Development Director, acting as the City's
Environmental Officer, to require the project applicant to supply information to assist In the
preparation of a Draft Environmental Impact Report (EIR). This memo, and other documents
referred to within this memo, will specify the additional information that must be provided to the
City to comply with the Congestion Management Program as passed by the State of California and
administered In Los Angeles County by the Metropolitan Transportation Authority (MTA). All
projects required to prepare an EIR, and for which a Notice of Preparation (NOP) was not Issued
prior to March 1, 1993, must comply with this program, except If specifically exempted In the
Congestion Management Program (CMP).
The Congestion Management Program Is a state mandated program to compel local and regional
jurisdictions to link land use, air quality, and transportation planning. A requirement of the CMP
requires the City to implement a program that is consistent with "Appendix D: Guidelines for CMP
Transportation Impact Analysis (TIA)," which Is an appendix of the 1992 Congestion Management
Program for Los Angeles County." Copies of these documents are available from the Community
Development Department, and the City and project applicants must comply with them. The
Information generated by this mandatory program will enable the City to analyze the impact of land
use decisions on the regional transportation system, Including an estimate of the cost of mitigating
associated Impacts on the system. This process will foster land use decisions that reduce trips
and Improve air quality by encouraging development In proximity to transit centers and along major
transit corridors.
A key element of the CMP Is the CMP Roadway System, which Includes all state highways and
major arterials. Within the City, the Golden State Freeway (45), Antelope Valley Freeway (SR14),
the existing Route 126; and a portion of Sierra Highway are on the network (copy attached). The
CMP Land Use Program will ensure that the City considers the regional transportation impacts of
new development on the CMP Roadway system, in addition to the Impacts on local streets and
highways.
The Land Use Analysis Program, which Includes the preparation of a TIA, Is designed to build on .
the existing California Environmental Quality Act (CEQA) process that the City has In place, and
which was authorized by City Council Resolution 91-50. The Land Use Analysis Program Is
designed to provide consistent Information to decision makers by providing a uniform methodology
for examining Impacts to the CMP Roadway System within an Environmental Impact Report (EIR).
Except for particular exceptions specified In Chapter 7 of the 1992 CMP, all development projects
required to prepare an EIR shall be subject to the Land Use Program and shall incorporate a CMP
Transportation Impact Analysis (CMP-TIA) within the EIR. The objective of this process Is to
Identify site-specific Impacts of proposed projects and mitigation measures to address those
Impacts within the environmental review.

"Appendix D of the CMP" should be consulted for the definitive requirements, but an outline of the
specific requirements of a CMP-TIA are listed below:
1. The City must send a Notice of Preparation (NOP) to the MTA for all projects which
require an EIR.
2. Existing traffic volumes and levels of service (LOS) on the CMP highway system
within the study area must be documented.
3. A traffic generation estimate for the project must be prepared conforming to the
procedures of the current edition of Trip Generation by the Institute of
Transportation Engineers.
4. Trip distribution by manuallassignment shall be made using the generalized trip
distribution factors specified by the MTA.
5. The TIA must examine all CMP arterial monitoring Intersections, including freeway
on -and -off ramps, where the proposed project will add 50 or more trips during the
am or pm peaks, and mainline freeway monitoring locations where the project will
add 150 or more trips, In either direction, during the am or pm peaks. If based on
this criteria, no CMP facilities for study are Identified, no further transportation
analysis Is required, except for consultation with transit operators. _
6. Determine If significant Impacts occur on the CMP system as a result of the project.
For purposes of the CMP, a significant Impact occurs when the proposed project
causes a CMP facility to. degrade to LOS F, or Increases traffic demand within LOS
F, by 2% or more. (The City may apply a more stringent criteria.)
7. Investigate measures which will mitigate significant CMP system Impacts Identified
In the ,TIA, Including mitigation measures to mitigate Impacts on neighboring
jurisdictions.
8. Develop cost estimates, including the fair share costs, to mitigate Impacts of the
proposed project, and Indicate the responsible agency.
9. Consult with affected transit agencies with regard to the potential Impacts of the
project on transit services.
10. The City selects the final mitigation measures. Implementation shall be monitored
through the existing mitigation monitoring requirements of CEQA.
If your project requires an EIR and Is not exempt from the provisions of this program, a CMP-TIA
shall be prepared In conjunction with your project in a manner consistent with Appendix D of the
1992 CMP and City Council Resolution 91.50 adopting the local guidelines and procedures for
Implementation of the provisions of CEQA. The cost of this analysis shall be borne by the project
applicant consistent with the provisions of Resolution 9150 regarding the preparation of third party
EIR's under the administration of the City of Santa Clarha. THE DIRECTOR OF THE LACTC CMP
HAS CONFIRMED THAT THIS MEMO CONFORMS TO THE REQUIREMENTS OF CMP.

Thank you for your early transmittal of highway level of service datafor the
CMP. This letter confirms that your agency has completed its 1993 highway
monitoring obligation.
Similar to last year, the information collected by your agency and others will be
compiled and summarized in the 1993 CMP. This report will be presented for
adoption by the MTA Board this fall, and will summarize 1993 congestion levels
throughout the county as well as changes since 1992. Copies of. the 1993 CMP
will be sent to your office when available.
