BACKGROUND
The Environmental Enhancement and Mitigation Program (EEM) was established by
the enactment of the Transportation Blueprint Legislation of 1989 (AB 471,
KATZ) This legislation states that it is the intent of the Legislature to
allocate $10,000,000 annually to this program for grant purposes for a 10 -year
period from Fiscal Year 1991-92 to.Fiscal Year 2000-01. The Resources Agency
administers the grant application process and based on prescribed procedures
and criteria prepares and submits a list of proposals recommended for funding
to the California Transportation Commission (CTC). The Commission annually
awards grants to fund proposals from the Resources Agency's list.
Santa Clarita is eligible for these grant funds for acquisition and
development projects within the Santa Clara River Corridor. The categories
for funding are: A -Highway Landscape and Urban Forestry, B -Resource Lands,
C -Roadside Recreational.
In the application general criteria, project readiness, matching funds and
in-kind contributions will be given the highest rating and will improve the
competitiveness of the application. In-kind contributions will include the
services of City Staff assigned to the projects. Matching funds will include
previously awarded grants from Prop C $1,050,000, PROP A $1,000,000 and
Entitlement Funds TDA -8 $200,000. The exact amount of matching funds will be
determined during the development of the budget for each grant.
It is recommended that the City Council adopt Resolutions 93-144, 93-145 and
93-146 and authorize the Director of Parks, Recreation and Community Services
Department, as the agent for the City of Santa Clarita to conduct all
negotiations and to execute and submit all documents which may be necessary
for the completion of the aforementioned projects.
