HomeMy WebLinkAbout1993-10-26 - AGENDA REPORTS - RESO CONSENT FOR GRANT- KATZ (2)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: October 26, 1993 SUBJECT: Resolution of Consent For Grant Application Under AB471 (KATZ) Resolution No. 93-144 "Santa Clara River Wetlands Restoration" Resolution No. 93-145 "Bicycle Commuter Park and Ride" Resolution No. 93-146 "Canyon Road Re -Forestation" DEPARTMENT: Parks, Recreation and Community Services BACKGROUND The Environmental Enhancement and Mitigation Program (EEM) was established by the enactment of the Transportation Blueprint Legislation of 1989 (AB 471, KATZ) This legislation states that it is the intent of the Legislature to allocate $10,000,000 annually to this program for grant purposes for a 10 -year period from Fiscal Year 1991-92 to.Fiscal Year 2000-01. The Resources Agency administers the grant application process and based on prescribed procedures and criteria prepares and submits a list of proposals recommended for funding to the California Transportation Commission (CTC). The Commission annually awards grants to fund proposals from the Resources Agency's list. Santa Clarita is eligible for these grant funds for acquisition and development projects within the Santa Clara River Corridor. The categories for funding are: A -Highway Landscape and Urban Forestry, B -Resource Lands, C -Roadside Recreational. In the application general criteria, project readiness, matching funds and in-kind contributions will be given the highest rating and will improve the competitiveness of the application. In-kind contributions will include the services of City Staff assigned to the projects. Matching funds will include previously awarded grants from Prop C $1,050,000, PROP A $1,000,000 and Entitlement Funds TDA -8 $200,000. The exact amount of matching funds will be determined during the development of the budget for each grant. It is recommended that the City Council adopt Resolutions 93-144, 93-145 and 93-146 and authorize the Director of Parks, Recreation and Community Services Department, as the agent for the City of Santa Clarita to conduct all negotiations and to execute and submit all documents which may be necessary for the completion of the aforementioned projects. ATTACHMENT II Resolution No. 93-144 A��,,JJjj`�p�e�— �%%��.,`- -- _9� Resolution No. 93-145 Resolution No. 93-146 EER 604 Agenda item: J RESOLUTION NO. 93-144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE ENVIRONMENT ENHANCEMENT AND MITIGATION PROGRAM UNDER THE SECTION 164.56 OF THE STREETS AND HIGHWAYS CODE 1989, FOR THE FOLLOWING PROJECT "SANTA CLARA.RIVER WETLANDS RESTORATION" WHEREAS, the Legislature of the State of California has enacted AB 471 (Chapter 106 of the Statutes of 1989), which is intended to provide $10 million annually for a period of 10 years for grant funds to local, state and federal agencies and nonprofit entities for projects to enhance and mitigate the environmental impacts of modified or new public transportation facilities; and WHEREAS, the Resources Agency has established the procedures and criteria for reviewing grant proposals and is required to submit to the California Transportation Commission a list of recommended projects from which the grant recipients will be selected; and WHEREAS, said procedures and criteria established by the Resources Agency require a resolution certifying the approval of application by the applicant's governing body before submission of said application to the State; and WHEREAS, the application contains assurances that the applicant must is comply with; and WHEREAS, the application, if selected, will enter into an agreement with the State of California to carry out the environmental enhancement and mitigation project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: SECTION 1. Approves the filing of an application for the Environmental Enhancement and Mitigation Program for grant assistance. SECTION 2. Certifies that said applicant will make adequate provision for operation and maintenance of the project. SECTION 3.
