SUBJECT: HASKELL CANYON ROAD AT THE BOUQUET CANYON CHANNEL BRIDGE
WIDENING PROJECT NO. 96-077 - ENGINEERING SERVICES
DEPARTMENT: Community Development
BACKGROUND
The subject project consists of widening the bridge on Haskell Canyon Road north of Bouquet
Canyon Road to accommodate two travel lanes In each direction, and widen the west side of
Haskell Canyon Road between the bridge and Grove Park Drive.
On January 12, 1993 staff solicited a Request for Qualifications (RFQ) to procure engineering
services for bridge and roadway design In support of this project. The RFQ conforms to Senate
Bill 419, which requires public agencies to select design consultants on the basis of demonstrated
competence and professional qualifications, and not on the basis of fee.
On February 19, 1993, ten firms responded to the City's RFQ, and by March 26th staff completed
evaluation of these firms which were evaluated on a number of criteria, the most Important being
experience and demonstrated understanding of bridge and roadway design. The proposals
submitted for both bridge and roadway design exceeded the budgeted amount of $50,000 by
approximately $54,000 to $75,000.
Since the estimates exceeded the approved budget, staff requested an Independent estimate from
L.A. County Public Works to perform this work. The County's estimate for this work was
approximately $130,000. In order to save money for the City as well as stay.closer to the approved
budget, staff decided to perform the roadway design In-house and contract out the bridge design
work. This change required additional time to re-evaluate the proposals for bridge design only and
resulted in a savings of approximately $40,000 but an additional $35,000 Is requested to complete
the design and allow for appropriate contingencies.
Based on staff's re-evaluatlon of the bridge design proposals, It Is recommended that this work be
awarded to one of the following three firms (listed in order of priority);
1) ASL Consulting Engineers - Arcadia, CA.
2) Dokken Engineering -Sacramento, CA. APPROVED
3) Boyle Engineering - Newport Beach,CA.
(1) Enter Into negotiations with ASL Consulting Engineers and execute an agreement for this work.

(2) If an agreement can not be reached with ASL Consulting Engineers, authorize similar
negotiations with Dokken Engineering or Boyle Engineering, respectively.
(3) Approve a budget transfer from the following Capital Project Accounts:
a) Newhall Overlay - Account No. 25-95009-227 .................. $20,000
b) Lyons Avenue Interconnect -Account No. 25-96076-227 ....-.'.—...-$10'000
c) Valencia w/o Bouquet- Account No. 25-95006.227 ........... :... $5,000
The total transfer from the above account numbers Is In the amount of $35,000 Into Capital
Project Account No. 25-96077-227.
