SUBJECT: Resolution Nos. 93.132 and 93.133, approving exchange of property tax
revenues for Annexation Nos. 227 and 228, respectively, to Sanitation
District No. 32

BACKGROUND
When a property not located within the existing boundaries of a Sanitation District Is proposed for
sewer connection, It must be annexed to the appropriate Sanitation District. In order to provide
treatment services, the District must share In the Increase In tax revenue from the property with all
of the existing taxing agencies, including the City. The District does not receive any of the base
tax rate of the property prior to annexation; it shares only the Increase over the base represented
by the Annual Tax Increment (ATI), If any.
In orderto share In the Increase In revenue, the District must adopt a Joint resolution with the Board
of Supervisors of the County of Los Angeles, which acts on behalf of the local agencies receiving
an apportionment of the property tax. The attached resolutions approve and accept the negotiated
exchange of property tax revenues resulting from Annexation No. 227 (located on San Fernando
Road, southeast of Meadowridge Drive, In the Newhall area of the City) and Annexation No. 228
(located on Lloyd Houghton Place In the Newhall area of the City) to Sanitation District No. 32.
RECOMMENDATION
Staff recommends that the City Council:
Adopt Resolution Nos. 93-132,and 93.133 approving and accepting the negotiated exchange of
property tax revenues resulting from Annexation Nos. 227 and 228, respectively, to Sanitation
District No. 32.

Thank you for signing and returning the last joint resolutions that were submitted to your office for tax
sharing purposes.
Enclosed are new duplicates of resolutions involving your city and others. The applicants have
requested, in writing, annexation of their respective property into County Sanitation District No. 32 in order
to receive off-site disposal of sewage.
The resolution is now being distributed to all parties for signature in counterpart. Therefore, you will
only be receiving a signature page for your city. Please execute the enclosed duplicate resolutions and return
both copies to this office as you have in the past.

APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES
RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 32.
"ANNEXATION NO. 227"
WHEREAS, pursuant to Section 99 and 99.1 of the Revenue and Taxation Code, prior to 4he effective
date of any jurisdictional change which will result in a special district providing a new service, the governing
bodies of all local agencies who receive an apportionment of the property tax from the area must determine
the amount of property tax revenues from the annual tax increment to be exchanged between the affected
agencies and approve and accept the negotiated exchange of property tax revenues by resolution, and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the
amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation
to County Sanitation District No. 32 entitled Annexation No. 227.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to County Sanitation District No. 32 in the annexation entitled Annexation No. 227 is approved and accepted.
2. For each fiscal year commencing on and after July 1, 1994 or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to County Sanitation District No. 32
a total of 2.0087 percent of the Annual Tax Increment attributable to the land area encompassed within
Annexation No. 227.
Said percentage has been determined on the basis of the following contributions.

3. No additional transfer of property tax revenues shall be made front any other taxing agencies
to County Sanitation District No. 32 as a result of annexation entitled Annexation No. 227.
4. No transfer of property tax revenues from properties within a community redevelopment
project shall be made during the period that the entire tax increment is legally committed for repayment of
the redevelopment project costs.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles, the
Board of Directors of County Sanitation. District No. 32 and the governing bodies of City of Santa Clarita,
Castaic Lake Water Agency, Southeast Mosquito Abatement District and Newhall County Water District,
signatory hereto.
