Nislchloo' U SANTA CLARITA DRAINAGE BENEFIT ASSESSMENT AREA 6, TRACT NO. 43528 - ANNUAL ASSESSMENT FOR FISCAL YEAR 1993-94 Resolution Number: 93-60 Community Development The County of Los Angeles had previously established Drainage Benefit Assessment Area No. 6 to provide maintenance of a subsurface drainage system constructed to ensure stability of the slopes constructed for Tract No. 43528 (see attached report). The proposition was submitted to the eligible voters In this area, and a majority of voters approved the formation of the District and the levying of the assessment. Since that time, this former County area now falls within the jurisdiction of the City of Santa Clarita. Each year, thereafter, the City Council may determine and impose an annual assessment. Drainage Benefit Assessment Area No. 6 was originally formed on January 28, 1986. The assessment last year was $209.00. The estimated assessment for Fiscal Year 1993-94 is $159.00, due to unexpended funds from the previous year. A notice of this public hearing was sent to each owner In compliance with Senate BIII 1977 to notify the property owners of this assessment. RECOMMENDATION Adopt attached Resolution No. 93-60, determining and imposing annual assessments for Santa Ciarita Benefit Assessment Area No. 6, Tract No. 43528. Mayor announces decision CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING NOTICE OF ADOPTION OF RESOLUTION APPROVING THE ENGINEER'S REPORT AND HOLDING A PUBLIC HEARING FOR DRAINAGE BENEFIT ASSESSMENT AREA NO. 6, TRACT 43528, AT SHANGRI-LA AND NATHAN HILL ROAD PUBLIC NOTICE IS HEREBY GIVEN: That a Public Hearing will be held before the City Council of the City of Santa Clarita for the- adoption of a resolution approving the . Engineer's Report for Drainage Benefit Assessment Area No. 6 (the "District"), Tract 43528, at Shangri-La and Nathan Hill Road. The purpose of the public hearing is to receive and consider public testimony regarding the District improvements, the extent of the District and the proposed increased assessment for fiscal year 1993-94. The District improvements are to provide maintenance for the existing slope drainage system in Area 6 of the City.of Santa Clarita. The hearing will be held by the City Council in the City Hall Council Chambers, 23920 Valencia Blvd., 1st Floor, Santa Glarita,.the 22nd day of June, 1993, at or after 6:30 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time. Grindey, CMC City Clerk Publish Date: June 1, 1993 RESOLUTION NO. 93-60 DRAINAGE BENEFIT ASSESSMENT AREA NO. 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DETERMINING AND IMPOSING ANNUAL ASSESSMENT WHEREAS, the Board of Supervisors of the County of Los Angeles, State of California, established Drainage Benefit Assessment Area No. 6 on January 28, 1986, pursuant to the Benefit Assessment Act of 1982, Chapter 6.4 of Part 1, Division 2 of Title 5 of the Government Code of the State of California, to finance the operation and maintenance of drainage facilities constructed and dedicated as required for the recordation of a subdivision of land known as Tract 43528; and WHEREAS, Tract No. 43528 has been recorded and the drainage facilities have been constructed; and WHEREAS, this,former County area has now become within the jurisdiction of the City of Santa Clarlta; and WHEREAS, the Engineer's report containing a description of the service proposed, the revenue to be derived from the assessments, and a description of each parcel of real property proposed to be assessed for these services, has been filed with the City Clerk and presented to and considered by the City Council; NOW, THEREFORE, BE IT RESOLVED: Section 1. That the City Council of the City of Santa Clarita hereby determines that the assessment set out in accordance with the Engineer's report for Drainage Benefit Assessment Area No. 6 on file with the City Clerk of the City of Santa Clarita sets out the reasonable cost of the service provided; and Section 2. That the assessment shall be levied upon the respective parcels of land in the assessment area and collected for the 1993.94 Fiscal Year on the tax roll in the same manner, by the same persons, and at the same time as together with and separately from the general taxes of the City of Santa Clarita, without further action by this City Council. Section 3. The foregoing Resolution was on the 22nd day of June 1993, adopted by the City Council of the City of Santa Clarita, and ex -officio the governing body of all other special assessment taxing districts for which said City Council so acts. Description of the Service The proposed service involves the maintenance and operation of the subsurface drainage system and pump station constructed for Tract No. 43528. Tract No. 43528 Is located near Soledad Canyon Road and Sierra Highway, In the City of Santa Clarita as shown on Exhibit A. The subsurface drainage facilities consists of six hydraugers or horizontal perforated pipes, each approximately 200 feet long, and a pump station to dispose of the accumulation of any water within the fill area of the project. The drainage facilities are shown on Exhibit A. Maintenance and operation of the subsurface drainage facilities Involves: 1. Periodic Inspection and evaluations 2. Annual cleaning of the six hydraugers 3. Maintenance of the one pump station The estimated total annual cost to provide this maintenance and installation of drainage devices is $34,742. Subtracting an estimated $8,825 of unexpended funds from previous years results In an amount needed from assessments of $25,917.00. 2. Basis and Schedule of Benefit The basis of benefit was determined to be dwelling units, Le., one dwelling unit = one benefit unit.
