Community Development
On June 8, 1993, the Resolution initiating proceedings for Santa Clarita Landscape Maintenance
District No. 1, and the Resolution declaring the City's intention to levy assessments within the
District were approved, along with the approval of the Preliminary Engineer's Report and call for
a Public Hearing. The Preliminary Engineer's Report is on file with the City Clerk.
On June 22, 1993, a public information meeting was held to hear testimony with regard to the
District In preparation of the public. hearing (see attached agendas). At that time there were no
registered complaints.
The public meeting was in compliance with the California Government Code Section 54954.6, Senate
Bill 1977, which requires a meeting prior to the public hearing for any Increased assessments.
The public hearing will be held to address any concerns expressed by the property owners Involved
and to approve the final assessments.
Upon conclusion of the public hearing, the Engineer's Report and assessments should be approved
as is or approved with modifications as the Council directs and recorded on the individual property
tax bills.
Fiscal Impact - None to the City.
RECOMMENDATION
Conduct public hearing, and upon conclusion, adopt Resolution No. 93-98 Confirming the Diagram
Assessments and Engineer's Report, and authorizing the annual levy of assessments.

RESOLUTION NO. 93-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA, DECLARING ITS INTENTION TO LEVY AND
COLLECT ANNUAL ASSESSMENTS TO SANTA CLARITA
LANDSCAPE MAINTENANCE DISTRICT NO. 1 FOR FISCAL YEAR
1993.94; AND FMING A TIME AND PLACE FOR A PUBLIC MEETING
AND PUBLIC HEARING AND HEARING OBJECTIONS THERETO
WHEREAS, the City Council, pursuant to the provisions of the Landscaping and Lighting
Act of 1972, being Division 15 of the Streets and Highways Code of the State of California (the
"Act"), has initiated proceedings for the levy of assessments for the Santa Clarlta Landscape
Maintenance District No. t (the "District") for the Fiscal Year 1993-94, for the purposes and provided
therefore In the Act; and
WHEREAS, the Improvements to be installed, constructed or maintained within proposed
Annexed Area may Include Installation,- construction or maintenance of any authorized
Improvements under the Act, Including, but not limited to, fighting facilities, traffic signals, one or
more of landscaping, statuary, fountains, and other ornamental structures and facilities, park or
recreational improvements and any facilities which are appurtenant to any of the aforementioned
or which are necessary or convenient for the maintenance or servicing thereof, including Irrigation;
and
WHEREAS, the City Engineer has filed with the City Clerk, and the City Council has
preliminarily approved, passed on and adopted, the Engineer's Report required by Article 4 of the
Act (the "Engineer's Report'j. All Interested persons are referred to the Engineer's Report for a full
and detailed description of the proposed boundaries of the existing District, the Improvements, and
the proposed assessments upon assessable lots and parcels of land within the existing District.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE, DETERMINE AND DECLARE AS FOLLOWS:
SECTION 1. RECITALS. The above recitals are true and correct.
SECTION 2. DESCRIPTION OF WORK. The public Interest and convenience require, and
It is the Intention of the City Council to levy and collect annual assessments within the existing
District for the Fiscal Year 1993.94 within which the following work is to be done, to wit:
Maintenance of any authorized Improvements under the Act, Including, but not
limited to, lighting facilities, traffic signals, one or more of landscaping, statuary,
fountains, and other ornamental strictures and facilities, park or recreational
Improvements and any facilities which are appurtenant to any of the aforementioned
or which are necessary or convenient for the maintenance or servicing thereof,
Including Irrigation.
Reference is made to the Engineer's Report described In Section 5 for a more detailed description
of the work to be done and the amount of the proposed assessment.
SECTION 3. LOCATION OF WORK. The foregoing described work Is to be located within
streets and easements of certain areas along Golden Valley Road from the Antelope Valley Freeway
west to Green Mountain Drive, all as more particularly described on a map an file In the City Clerk's
office entitled "Diagram, Landscape Maintenance District No. 1."

SECTION 4. DESCRIPTION OF THE DISTRICT. The contemplated work, In the opinion of
the City Council, Is of more local than ordinary public benefit to, and the City Council hereby makes
the expense of said work chargeable upon, all the property within the existing District, to be known
as the Santa Clarlta Landscape Maintenance Dlstrlct.No. 1, which property Is Included within the
exterior boundary line shown upon that certain map entitled "Diagram of the Landscape
Maintenance District No. 1;' Indicating by said boundary line the extent of the territory Included
within the existing District and which map is on file In the office of the City Clerk. Reference Is
hereby made to said map for further, full and more particular description of the existing District, and
said map so on file shall govern for all details as to the extent of the District.
SECTION 5. REPORT OF THE ENGINEER. The City Council by Resolution No. 93.77 has
Preliminarily approved, passed on and adopted the Engineer's Report as submitted to the City
Council and filed with the City Clerk and that report shall stand as the Engineer's Report for the
purpose of all subsequent proceedings pursuant to this Resolution of Intention.
The City Council does hereby make reference to the Engineers Report which indicates the
amount of the proposed assessment, District boundary, detailed description of Improvements, and
the method of assessment. The report titled "Engineers Report for the Landscape and Lighting
Maintenance District No. 1 and Proposed Annexation and Assessment Levy for Fiscal Year 1993•
94;' is on file In the office of the City Clerk and reference to said report Is hereby made for all
particulars.
SECTION 6. TIME AND PLACE OF PUBLIC MEETING AND PUBLIC HEARING. NOTICE OF
A PUBLIC HEARING IS HEREBY GIVEN THAT ON JULY 13, 1993, AT THE HOUR OF 6:30 P.M., IN
THE COUNCIL CHAMBERS OF THE CITY COUNCIL IN THE CITY HALL, AT 23920 VALENCIA
BOULEVARD, FIRST FLOOR, SANTA CLARITA, CALIFORNIA, ANY AND ALL PERSONS HAVING ANY
OBJECTIONS TO THE PROPOSED BOUNDARY OF THE DISTRICT OF THE LEVY OF ASSESSMENT,
MAY APPEAR AND SHOW CAUSE WHY SAID LEVY OF ASSESSMENT OR WORK SHOULD NOT BE
APPROVED IN ACCORDANCE WITH THIS RESOLUTION OF INTENTION. THE CITY CLERK SHALL
CONSIDER ALL ORAL AND WRITTEN PROTEST. WRITTEN PROTESTS MUST BE FILED WITH THE
CITY CLERK PRIOR TO THE CONCLUSION OF THE HEARING AND SHALL STATE ALL GROUNDS
OF OBJECTION AND A DESCRIPTION SUFFICIENT TO IDENTIFY THE PROPERTY.
ADDITIONALLY, NOTICE OF A PUBLIC MEETING IS HEREBY GIVEN THAT ON JUNE 22,
1993, AT THE HOUR OF 6:30 P.M., IN THE COUNCIL CHAMBERS OF THE CITY COUNCIL IN THE
CITY HALL, AT 23920 VALENCIA BOULEVARD, FIRST FLOOR, SANTA CLARITA, CALIFORNIA, THE
CITY COUNCIL SHALL RECEIVE ANY AND ALL COMMENTS AND ANSWER OUESTIONS RELATING
TO MATTERS -DESCRIBED HEREIN FROM INTERESTED PERSONS.
The City Clerk Is hereby directed to give notice of such public hearing pursuant to Streets
and Highways Code Section 22556 and 22626 by causing a copy of this resolution to be published
once In a newspaper of general circulation for the City of Santa Clarlta and by malting notice to all
property owners within the proposed Annexed Area and the existing District not less than 45 days
before the public hearing.
SECTION 7. LANDSCAPING AND LIGHTING. All the work proposed shall be done In
accordance with the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and
Highways Code of the State of California.

NOTICE OF PUBLIC INFORMATION MEETING AND NOTICE
OF PUBLIC HEARING, CITY OF SANTA CLARITA,
LANDSCAPING MAINTENANCE DISTRICT NO. 1, GOLDEN
VALLEY ROAD
At 7:30 p.m. on June 22, 1993, at the City of Santa Clarita Council Chambers, located at
23920 Valencia Boulevard, Suite 300, Santa Clarita, California, the City Council will hold a
public Information meeting and at 7:30 p.m. on July 13, 1993, at the City of Santa Clarita
Council Chambers, the City Council will hold a public hearing on the Engineer's Report to
be presented to the Council regarding Santa Clarita's Landscape Maintenance District No. 1,
Golden Valley Road (the "District"). The purpose of the public information meeting and the
public : hearing Is to receive and consider public testimony., regarding the District
Improvements, the extent of the district the proposed Increased assessment for Fiscal
Year 1993-94, and to pass on the Engineer's Report prepared In connection with the district
and presented to the council on June 8, 1993.
The District Improvements- are briefly described as providing maintenance for the
landscaping along Golden Valley Road from Highway 14 to Green Mountain Drive in the City
of Santa Clarita.
The Landscaping and Lighting Act of 1972 provides that the total cost of services can be
recovered In the assessment spread Including any Incidental expenses. The latter can
Include engineering fees, legal fees, printing, mailing, postage, publishing and all other
costs Identified with the District proceedings. The 1993-94 Fiscal Year expenditures for
landscaping is 9,200.88:
The Proposed Assessment for Tract 48117 is $88.47 per residential unit. -
For further particulars, you may refer to the Resolution of Intention and the Engineer's
Report, which are on file with the City Clerk. Inquiries about the hearing proceedings will
be answered by Nancy Delange of the City of Santa Clarita, who can be reached at
(805) 255-4953.
Any Interested person may file a written protest with the City Clerk at the address given
above, at or before the time set for the hearing. Each protest must contain a'description
of the property In which the signer is interested, sufficient to Identify the property, and shall
state all grounds of objection.

Subject: Landscape Maintenance District for Tract 48117
Dear Mayor Heidt:
We strongly oppose the imposition of the subject assessment until such time as the road
district has funded and landscaping is installed. It makes no sense whatsoever, to impose
assessments in anticipation of the funding of the road district which in turn is the source
of funds for the installation of landscaping. As you are well aware, AMCAL has been
waiting patiently for over two years while the city and the other four developers are
attempting to resolve various issues that apparently are preventing the city from issuing
bonds.
If, and when the landscaping is installed, then we would withdraw our opposition to the
landscape maintenance district. The city can at that time collect the assessments directly
until such time as the city can get the assessments on the property tax rolls.
I would like to take this opportunity to request a meeting with you to get your response
to my previous concerns about the road district. Please let me know what would be a
convenient time for the meeting.

OF SANTA CLARITA, CONFIRMING THE DIAGRAM
AND ASSESSMENT AND LEVYING THE ASSESSMENTS
WITHIN SANTA CLARITA LANDSCAPE MAINTENANCE DISTRICT NO. 1
WHEREAS, on November 10, 1992 the Santa Clarita Landscape Maintenance District No. 1
was formed in accordance with the Landscape and Lighting Maintenance Act of 1972.
WHEREAS, this Is the proceeding forthe annual update and Engineer's Report for levying
the annual assessments.
WHEREAS, on June 8, 1993, the City Council of the City of Santa Clarlta (the "City
Council"), adopted Resolution No. 93-69 Initiating proceedings for Santa Clarita Landscape
Maintenance District No. 1 (the "District'), and to levy and collect assessments In connection
therewith; and
WHEREAS, the City Engineer was directed to and did prepare a report in accordance with
Article 4 of the Landscaping and Lighting Act of 1972 (the "Engineer's Report"); and
WHEREAS, on June 8, 1993, the City Council passed Resolution No. 93.70 (the
"Resolution of intention"), declaring Its Intention to levy and collect assessments In connection
therewith and to fix a time and place for hearing objections thereto; and
WHEREAS, the Resolution of Intention was duly and legally published and mailed in the
time, form and manner as required by law, and the Resolution of Intention and the Affidavit of
Publication were filed with the City Clerk; and
WHEREAS, at the time and place for which notice was given, the City Council conducted
a public hearing and gave every interested person an opportunity to object to the proposed
formation of the District and/orthe levy and collection of assessments in connection therewith; and
WHEREAS, written protests against the proposed formation of the District and/or the levy
and collection of assessments in connection therewith have not been made by owners representing
more than one-half of the area of land within the District; and
WHEREAS,- the City has duly received and considered evidence, both oral and
documentary, concerning the jurisdictional facts In this proceeding and concerning the necessity
for.the proposed formation of the District and concerning the proposed levy and collection of
assessments in connection therewith and has no acquired jurisdiction to order the proposed
assessments in connection therewith;
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as
follows:
Section 1: The above recitals are all true and correct.
Section 2: Written protests against the proposed formation of the District and/or the levy
and collection of assessments in connection therewith were not made by owners representing more
than one-half (1/2) of the area of land within the District and any protest made, if any, was duly
considered by the City Council.
Section 3: The report filed by the City Engineer on June 8, 1993, and each component
part of it, Including each exhibit Incorporated by reference, is hereby approved on July 13, 1993.

Section 4: The formation of the District and the levy and collection of assessments in
connection therewith as set forth and described In the Resolution of Intention Is hereby ordered.
Section S.: The adoption of this Resolution constitutes the levy of the assessment as

Section 6: The City Clerk is hereby authorized and directed to file a certified copy of the
assessments respecting the District with the County Auditor/Tax Collector of Los Angeles County
not later than August 10, 1993.
Section 7: The City Clerk shall certify the adoption of this Resolution.

Method of Assessment
The law provides that the total cost shall be assessed proportionally to each Individual parcel based
upon the benefit received. As a condition to the recordation of Tract No. 48117 approved by the
City of Santa Clarita Planning Commission, the developer, Amcal Diversified Corp. is required to
provide landscape Improvements along Golden Valley Road shown on the diagram for Santa Clarita
Landscape Maintenance District No. 1:' The District is to provide for the maintenance and servicing
of the landscape Improvements and all Incidentals thereto. Since this project Is one development,
the properties within the development each receive full benefit from the Improvements, i.e.,
maintenance and servicing. therefore, because each parcel benefits equally the benefit should be
proportioned to the number of lots to be created by the development.

1. Description of the Service
The proposed service Involves the maintenance and operation of the landscaping along Golden
Valley Road constructed for Tract No. 48117. Tract No. 48117 is located along Golden Valley
Road between Highway 14 and Green Mountain Drive in the City of Santa Clarita as shown on
Exhibit "A."
Maintenance and operation of the landscaping Involves: (1) regular planting maintenance; (2)
Irrigation repairs and maintenance; and (3) electrical needs for Irrigation.
The estimate total annual assessment for Fiscal Year 1993-94 to provide the maintenance
services Is $9,200.88
2. Description of Each Parcel
Landscape Maintenance District No. 1 (Annexation No. 1) is comprised of 111 parcels located
In Tract No. 48117. The recordation of the final map for Tract No. 48117 divided the existing
seven Assessor's Parcel Numbers Into 111 parcels. The 104 dwelling units and the seven
common space parcels will be as shown on Exhibit "A;' and described as follows;

Should changes occur In Assessor's Parcel Numbers, the proposed assessment would be
reapportioned according to the basis of benefit.
For Fiscal Year 1993.94, the landscaping will be Installed during the last half of the fiscal year.
Therefore, the first year assessment be equivalent to one-half of the annual maintenance costs
plus the annual administration fee, and six months reserve.
4. Basis and Schedule of Benefit
The basis of benefit was determined to be dwelling units, i.e., 1 dwelling unit = 1 benefit unit.
Tract No. 48117 is comprised of 104 single-family dwelling units. Each parcel is assessed
based on the number of dwelling units contained thereon.
Due to the assessor's tax lines, Tract No. 48117 Is comprised of 167 assessor numbers in which
some parcels have more than one Assessors Parcel Number. For these parcels, only one
number will be used for assessment purposes. The remaining assessor numbers will be given
a zero amount resulting In 104 assessed parcels.

This Item Is a public Information meeting to consider comments regarding the proposed
assessments for Santa Clarlta landscape Maintenance District No. 1.
BACKGROUND
On June 8, 1993, the Resolution initiating proceedings for Santa Clarita Landscape Maintenance
District No. 1 (the District), and the Resolution declaring the City's Intention to levy assessments
for the District on the tax rolls for fiscal year 1993.94 were approved, along with the approval of the
Preliminary Engineer's Report and call for a Public Hearing. The preliminary Engineer's Report Is .
on file with the City Clerk.
Santa Clarita Landscape Maintenance District No.1 was formed for the maintenance of landscaping
along Golden Valley Road from the Antelope Valley Freeway west to Green Mountain Drive.
Maintenance Includes all upkeep, water, electrical, repairs/replacements, and all administrative costs
associated with the District proceeding. This will be the first year assessments will be placed on
the tax rolls.
When the other projects along Golden Valley Road develop, they will annex to this District.
It Is estimated that the Improvements will be Installed In about six months, and the fiscal year
1993-94's assessment of $9,200.88 will cover the maintenance costs for this period with an
additional six months of expenses to establish a reserve fund for future expenditures prior to
receiving FY 94-95 assessments. This results In an assessment of $88A7 for each of the 111
parcels In the District.
This public Information meeting is In compliance with Senate Bill No. 1977, requiring this meeting
In addition to a public. hearing for all new or increased assessments. The public hearing set for
July 13, 1993 will be to approve the final Engineer's Report and authorize levy of the assessments.
Fiscal Impact - None to the City.
RECOMMENDATION
Conduct public Information meeting and continue Item to the public hearing on July 13, 1993.

BACKGROUND
Tract No. 48117 was required, as a condition of approval, to Install certain Improvements, Including
portions of Golden Valley Road and enhanced landscaping adjacent to Golden Valley Road. In
addition, the .developer was required to establish a funding mechanism to ensure ongoing
maintenance of the landscaped areas. The Council approved the formation of a landscape
maintenance district on November 10, 1992 In compliance with project conditions.
Each fiscal year, the City Council must determine the assessments for the parcels within the
District. The Initial step will be to adopt resolutions ordering the preparation. of an Engineer's
Report for Fiscal Year 1993.94 and approving the preliminary Engineer's Report with the Resolution
Of Intention. This second resolution will also set the public hearing on the District for July 13,
1993. Upon the conclusion of the public hearing, the assessments will be confirmed and recorded.
Although the landscaping has not been completed on Golden Valley Road between Green Mountain
Drive and the Antelope Valley Freeway, It is expected to be completed during the 1993-94 Fiscal
Year and accepted by the City for maintenance. Since the assessments must be placed on the
County tax rolls by August 10 of each year, an estimate of the cost of maintenance Is made for that
portion of the year when the City will expend the Districts funds to maintain the Improvements. For
each succeeding fiscal year, the assessments will Include a full year's maintenance.
The landscape district Is consistent with the City's policy of requiring landscape Improvements for
new developments and providing a fiscal mechanism to assure that the costs of long-term
maintenance will not affect the City's other funding source.
Fiscal Impact -None to the City. All costs for maintenance will be placed on the properties involved
as yearly assessments.

RECOMMENDATION
Adopt Resolution Nos. 93-69, 93-70, and 93.77 preliminarily approving the Engineer's Report,
Initiating proceedings and ordering the Engineer's Report with regard to LIVID No. 1 for Fiscal
Year 1993-94 and declaring the City's Intent to levy and collect annual assessments to form LIVID
No. 1, and setting a public hearing for July 13, 1993.
