Harries UNFINISHED BUSINESS ' DATE: February 9, 1993 SUBJECT: Southern California Association of Governments (SCAG) Subregion Formation for the proposed update of the Regional Comprehensive Plan (RCP) DEPARTMENT: Community Development BACKGROUND At the January 12,1993, City Council meeting, staff presented the Council with four options for the formation of a subregion forthe Southern California Association of Governments (SCAG) Regional Comprehensive Plan (RCP). Council directed staff to continue discussions with the cities of Palmdale and Lancaster about joining the North County subregion, and to return the Item to the first Council meeting in February, 1993. In the September 8, 1992, agenda report, staff Identified four options for the subregion formation, as follows: ■ Form a City of Santa Clarita subregion; ■ Join the City of Los Angeles subregion; ■ Join the North County subregion with the cities of Palmdale and Lancaster; or ■ Join the cities of Ventura County subregion. In discussions since that time, the Council has expressed.a preference to join the North County subregion. Due to the reluctance originally expressed by Palmdale and Lancaster in Including Santa Clarita In the North County subregion, staff pursued joining the Ventura subregion. Regardless of the subregion the City ultimately joins, Its location makes it necessary to work with cities In several subregions, including the Ventura subregion, the North County subregion, and the Los Angeles subregion. As set forth In the September 8, 1992, agenda report, the City of Santa Clarita has several areas of common Interest with the cities of Palmdale and Lancaster; including State Highway 14 and traffic and air quality concerns associated with local jobs/housing Imbalances. We also have common Interests with the County of Ventura and its composite communities, including the Santa Clara River drainage basin, State Highway 126, the Southern Pacific Railroad, biking/hiking/equestrian trails, and various proposed and existing oil and utility Imes. Adopted: — s -93 Agenda Item: ANALYSIS In the past month, City Manager Caravalho has worked with Gil Smith, Director of Government and Public Affairs for SCAG, and with representatives of the cities of both the Ventura and North County subregions. As a result of these discussions, a new option has been Identified: Joining both the Ventura and North County subregions. Staff believes that, while Joining two subregions will require more staff time to coordinate, this option would give the City the greatest opportunity to address subregional Issues, would give the City Influence In two subregions, and would Increase cooperation and establish working relationships with surrounding communities that would be beneficial to the City well beyond the completion of the RCP update. Staff recommends that the Council: 1. Receive the staff presentation; 2. Adopt Resolution No. 93-7 of the City Council, setting forth Its desire to participate In the Ventura subregion; and 3. Adopt Resolution No. 93-13 of the City Council, setting forth its desire to participate In the North County subregion. ATTACHMENTS 1. Resolution No. 93.7 2. Resolution No. 93-13 lcwndgu gsb&kmk RESOLUTION NO. 93-7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA SETTING FORTH ITS INTENT TO PARTICIPATE IN THE VENTURA SUBREGION FOR THE DEVELOPMENT OF SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENT'S REGIONAL COMPREHENSIVE PLAN WHEREAS, the Southern California Association of Governments (SCAG) Is required under federal and state law to preparethe regional plans for growth, housing, transportation, and air/Water quality to maintain the Southern California region's eligibility for federal and state funding; and WHEREAS, the SCAG Executive Committee has authorized development of a Regional Comprehensive Plan (RCP) to Integrate these plans with other Important regional issues; and WHEREAS, the Regional Comprehensive Plan will be prepared by cities and counties through subreglonal arrangements In a cooperative "bottom-up/top-down" planning process to ensure that cities and counties are fully Involved In the preliminary policy development phase and the implementation actions after the Regional Comprehensive Plan is adopted; and WHEREAS, the mayors and councllmembers of Santa Clarita, Fillmore, Santa Paula, Ventura, Oxnard, Camarillo, Thousand Oaks, and Agoura Hills will provide the decision-making forum for the Ventura subregion; and WHEREAS, a study committee of elected officials representing each of the area cities will coordinate the preparation and approval of the technical and policy contents of a subreglonal plan to be included In SCAG's Regional Comprehensive Plan; and WHEREAS, a technical committee representing each of the area cities will act as an advisory group to coordinate the preparation of the technical contents of a subreglonal plan, and provide technical support to the study committee; and WHEREAS, SCAG has proposed to provide sufficient funding to retain a consultant to prepare the Ventura subreglonal plan and the cities' financial contribution will be limited to an in-kind services match; and WHEREAS, the adoption of this resolution of Intent is exempt from the California Environmental Quality Act, as the action will not result In a significant effect on the environment; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita will support the study committee's Ventura subreglonal planning effort which will be Incorporated Into the Regional Comprehensive Plan; and BE IT FURTHER RESOLVED, that the City of Santa Clarlta may appoint an elected official to represent the City on the study committee that will provide policy direction to the subreglonal planning effort, and authorize a staff person to represent the City on the technical committee to provide technical direction to the subregional planning effort.
