Harris L N�4hkl/� UNFINISHED BUSINESS DATE: January12, 1993 SUBJECT: Southern California Association of Governments (SCAG) Subarea Formation for the proposed update of the Regional Comprehensive Plan (RCP) DEPARTMENT: Community Development BACKGROUND At the September 22,1992, City Council meeting, staff presented the Council with several subarea options for Information gathering for the proposed update of the Southern California Association of Governments (SCAG) Regional Comprehensive Plan (RCP). Council directed staff to further research this matter; explore additional options, and return to Council in January, 1993. Staff sent a letter (attached) to the city managers of cities In the surrounding area (Palmdale, Lancaster, San Fernando, Los Angeles, Fillmore, Santa Paula, Ventura, Oxnard, Camarillo, Thousand Oaks, and Agoura Hills) soliciting information regarding subarea formation. We have received tetters of response from the cities of Palmdale, San Fernando, Los Angeles, Santa Paula, Oxnard, Thousand Oaks, and Agoura Hills (attached). The cities of the Ventura County subarea - which include two Los Angeles County cities, Thousand Oaks and Agoura Hills - and the cities of the Los Angeles subarea have Indicated that they would welcome the inclusion of the City of Santa Clarlta in their respective subareas. Palmdale and Lancaster have verbally indicated that they are not Interested in Including Santa Clarlta In the proposed North County subarea (the cities of Palmdale and Lancaster, and the unincorporated portion of the Antelope Valley). City Manager Caravalho. has also met with members of the Ventura County City Managers Association (VCCMA), and has had on-going discussions with Vernon Hazen, City Manager of Oxnard and President of the VCCMA. The result of these contacts has been a generally favorable response on the part of VCCMA to work with the City of Santa Clarlta. IS,L•11M&W In the September 8, 1992, agenda report, staff Identified four options for the subarea formation, as follows: ■ Join the North County subarea with the cities of Palmdale and Lancaster, ■ Form a City of Santa Clarita subarea, ■ Join the City of Los Angeles subarea, or ■ Join the cities of Ventura County subarea. Agenda Item: Due to the lack of Interest expressed by Palmdale and Lancaster in having Santa Clarita in the North County subarea, joining those cities could be considered a questionable option. Due to the size of other subareas that have formed (for example, the City of Los Angeles is one subarea, as are all cities of Orange County), SCAG staff feels that the formation of a Santa Clarita subarea would not be appropriate. Therefore, the City has two remaining options: join the City of Los Angeles subarea, or the Ventura subarea. The City Council has previously expressed reservation about joining the City of Los Angeles subarea. While geographically close, the issues of metropolitan Los Angeles and the San Fernando Valley are significantly different than those of the Santa Clarita Valley. Joining this subarea could result In a strongersubarea overall, but would likely limit the City's ability to strongly express those issues of primary importance to the Santa Clarita Valley. The future of Elsmere Canyon Is one example where the Interests of Santa Clarita and Los Angeles do. not converge. City staff continues to prefer joining the North County Subarea, if feasible. City Manager Caravalho has indicated that Gil Smith, an official with SCAG, will meet with the cities. of Palmdale and Lancaster in January. The purpose of this meeting will be to request that these cities reconsider inclusion of the City of Santa Clarita Into the North County Subarea. Based on the above, and the response of the cities of Ventura County, the Council may wish to consider joining the Ventura Subarea. As set forth on September 8, 1992, agenda report, the City of Santa Clarita shares several areas of common Interest with the County of Ventura and its composite communities, Including the Santa Clara River drainage basin, State Highway 126, the Southern Pacific Railroad, a biking/hiking/equestrian trails and various proposed and existing utility lines. The Ventura Council of Governments (VCOG) has been formed to facilitate coordination of the subarea for the RCP. If the City chooses to join the Ventura Subarea, we may be asked to join VCOG. Discussion regarding this option is on-going at this time. Regardless of the subarea the City ultimately joins, the location of the City of Santa Clarita will make it necessary to work with cities In several subareas, Including the Los Angeles Subarea, Ventura Subarea, and North County Subarea. SCAG staff has indicated that joining one of these subareas will not preclude us from working with cities in other subareas on issues of common Interest and that SCAG will facilitate such coordination as much as possible. RECOMMENDATION Staff recommends that the Council: Receive the staff presentation; and 2. Direct staff to prepare a resolution of the City Council setting forth its desire to participate In the Ventura subarea for submittal to the Ventura Council of Governments. To facilitate the exchange of information between the various county and city Jurisdictions and SCAG, SCAG Is seeking to establish a number of subareas within the five county region. Our initial thought was to Join with the cities of Palmdale and Lancaster to form a "North County" subarea. We have been informed, however, that these two cities may wish to pursue a "Desert"subarea, comprised of the communities: of the Antelope Valley. Consequently, we are currently considering other alternatives open to the City of Santa Clarlta and the Santa Clarita Valley. We have explored several subarea options at SCAG's request, including that of creating our own subarea. We are concerned, however, that, It the Santa Clarlta Valley stands as Its own subarea, It would be relatively small In comparison to others, which may have unexpected and undesired consequences. Although the Santa Clarha Valley is geographically separate from the San Fernando Valley, Antelope Valley, and cities of Ventura County, we nevertheless have common Interests with each of these areas. For that reason, we are Interested in your opinion on the Inclusion of the Santa Clarita Valley in any subarea you may be working on. I would appreciate your thoughts on this matter of Importance to our City. Hold discussions with the cities of Ojai, Santa Paula and Fillmore regarding your participation in Ventura Council of Governments (VCOG). 2. Have your Council take action supporting participation in VCOG and transmit same to Councilmember Frank Schillo' (at Thousand Oaks City Hall), who is the Interim Chair of VCOG. 3. Seek a determination as to how SCAG would handle air basin and transportation issues. (NOTE: We are still wrestling with how these issues will be handled with Westlake Village and Agoura Hills even though they are our direct neighbors.) In terms of above, our city took the lead to work with Ventura County cities to facilitate the inclusion of Agoura Hills and Westlake Village. It was an uphill battle. Also, both of these cities' boundaries are coterminous with our city, and, as mentioned in your letter, a strong casewasmade for the "common interests" and shared philosophical approach on land use matters. The creation of VCOG was driven by the elected officials of the area, and a lot of interaction occurred between elected officials on this issue. After consideration of the various regional issues to be included in the RCP (such as economic growth, regional housing, regional mobility, air quality and water availability) the Council has recommended that the sub -region consist of the cities of Lancaster and Palmdale and the unincorporated areas of the Antelope Valley. The City Council does hereby make the following findings of fact: a. There is a need to participate In planning at a regional and subregional level. b. The Regional Comprehensive Plan (RCP) is being prepared by the Southern California Association of Governments (SCAG) and when completed, the RCP will be a blueprint for managing the growth and resources of the region. C. Completion of the RCP Is dependent upon the Input of the Ventura subarea and the participating members. d. Subregional.boundaries should consider common elements between communities as they relate to the elements of the RCP, as well as to the extent of coordination required on the subregional level to comply with SCAG requirements. e. Based on these Issues and concerns, it Is beneficial and appropriate to participate as a member of the Ventura Subarea to assist SCAG In preparing the RCP. f. The adoption of this resolution of Intent is exempt from the California Environmental Quality Act (CEQA) as the action will not result in a significant effect on the environment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita, California, as follows: 1993. a. The residents of the City of Santa Clarita will benefit from participation In the Regional Comprehensive- Plan, because many growth and development related Issues affecting the City must be addressed on a regional basis. Therefore, the City of Santa Clarlta will cooperate with SCAG and other participating local representatives In developing the Regional Comprehensive Plan. b. The City of Santa Clarita supports establishment of a Ventura subregion to address the mutual long-range planning Issues affecting this subregion.
