Nlsicly� CONSENT CALENDAR DATE: September 28, 1993 SUBJECT: SIERRA VISTA JUNIOR HIGH - REVISIONS TO EXISTING ON -STREET PARKING RESTRICTIONS ON CAMP PLENTY ROAD AND STILLMORE STREET Resolution No. 93-134 DEPARTMENT: Community Development BACKGROUND Mr. John Curwen, Principal of Sierra Vista Junior High School, and the members of the American Youth Soccer Organization (AYSO) requested the City to Investigate the use of on -street parking restrictions around Sierra Vista Junior High School. The attached Exhibit "A" shows the vicinity of the concerned area. Staff's investigation of the area shows that the existing parking restrictions are not suitable for the area and need to be revised. Based on the results of the study, the following are recommended: 1) Replace the existing 475 -foot "No Stopping 7 a.m. to 5 p.m. - School Days Only" zone on the east side of Camp Plenty Road, north of Stillmore Street with "No Parking 7 a.m. to 4 p.m. - School Days Only" zone. 2) Remove the existing "No Parking Anytime - School Buses Excepted" zone (640 feet) on the north side of Stillmore Street between Camp Plenty Road and Whites Canyon Road. 3) Establish a 400 -foot "No Parking 7 a.m. to 4 p.m. - School Days Only" zone on the north side of Stillmore Street between Camp Plenty Road and Whites Canyon Road. 4) Establish "No Stopping Anytime" zones on the north side (70 feet) and on the south side (80 feet) of Stillmore Street east of Camp Plenty Road, In order to improve the traffic operations near the Camp Plenty Road/Stillmore Street Intersection. The recommendations will Increase the on -street parking spaces (approximately 30 car spaces) during the non -school hours and weekends for the users In the area. They will also provide more parking spaces for the school patrons during school hours. The attached Exhibits "B" and Indicate the existing and proposed parking restrictions on these roadways, respectively. RECOMMENDATION 1) Adopt Resolution No. 93.134, authorizing the changes In parking restrictions on Stillmore Street and Camp Plenty Road. 2) Direct staff to Install appropriate signs and curb markings to effect the new parking Agenda Item: RESOLUTION NO. 93-134 September 28, 1993 - Page 2 ATTACHMENTS Resolution No. 93.134 Exhibit "A" - Vicinity Map Exhibit "B" - Existing Parking Restriction Exhibit "C" - Proposed Parking Restriction AY:hds cwm11km93-1$4Ay RESOLUTION NO. 93-134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REVISING THE EXISTING ON - STREET PARKING RESTRICTIONS ON CAMP PLENTY ROAD AND STILLMORE STREET IN THE SIERRA VISTA JUNIOR HIGH SCHOOL AREA WHEREAS, a request was made to revise the existing stopping restrictions on the east side of Camp Plenty Road, north of Stillmore Street and the existing parking restrictions on the north side of Stillmore Street between Camp Plenty Road and Whites Canyon Road; and WHEREAS, it is consistent with normal traffic engineering practices to establish or remove parking and stopping restrictions near the school; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions thereof, during all or. certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the parking of vehicles, on the following streets or highways, or portions thereof, shall be prohibited from 7 a.m. to 4 p.m. on each school day. (1) Along the east side of Camp Plenty Road, starting from the curb return of Stillmore Street, for a distance of 475 feet to the north. (2) Along the north side of Stillmore Street; starting from the school's most.westerly driveway, for a distance of 400 feet to the east. SECTION 2. That the stopping of vehicles at all times shall be prohibited on the north and south side of Stillmore Street east of the curb return of Camp Plenty Road, for 70 feet and 80 feet respectively. SECTION 3. That the prohibition of parking of vehicles, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 4. That staff shall Install the necessary curb markings or signs to effect this resolution. PASSED, APPROVED AND ADOPTED this day of 1993.
