BACKGROUND
The City of Santa Clarita submitted a grant application for the Soledad Bridge Bikeway Project to the
Metropolitan Transportation Authority (MTA) for consideration in the 1993-1995 call for projects. On
June 30, 1993, the MTA Board of Directors approved the City's application.
A Proposition C grant in the amount of $607,600 was awarded to the City of Santa Clarita to fund the
bikeway ramps beneath the bridge and to provide a separated bike path on the Soledad bridge. With this
grant, the Soledad Bridge Bikeway Project is fully funded. This capital improvement project was not
included in the budget for fiscal year 1993-1994. City Council action is required to increase the budget
revenue and allocate the grant funds to this project.
The Parks, Recreation, and Community Services Department has recommended utilizing Church
Engineering as the design and engineering firm for this project. This is the same engineering fine
responsible for the design of the Soledad bridge widening currently under construction to accommodate
additional traffic lanes.
Staff has received a proposal from Church Engineering totaling $45,352 for the design, engineering, and
construction inspection costs. An additional $7,000 contingency reserve is recommended to cover any
unknown design elements. All costs associated with this project's design, engineering, and construction
are funded through the successful Proposition C grant.
RECOMMENDATION
City Council approve:
An increase in estimated revenue account #17-3579 in the amount of $607,600 to record
Proposition C grant funds awarded for the Soledad Bridge Bikeway project and appropriate the same
amount in account #17-99040-227.
2. An award to contract for the design and engineering of this project to Church Engineering in the
amount of $52,352 ($45,352 plus a contingency reserve of $7,000 to cover any unknown design
elements).
