SUBJECT: City Commendation of the South Coast Air Quality Management District
Resolution Number 93.17

BACKGROUND
On January 30, 1993, the Los Angeles Times reported that the South Coast. Air Basin achieved a
significant air quality accomplishment in 1992. For the first time, the federal standard for nitrogen
dioxide, a major component of ozone, was within acceptable limits in the basin, formerly, the only
region In the nation which had not yet met the standard. Also, corresponding levels of carbon
monoxide declined for the year, a continuation of a four-year trend.
According to the article, the benefits of reduced ozone are Improved ground level visibility and
reduction of respiratory diseases, especially In children. An Improved carbon monoxide level will
increase the human bloodstream's capability to carry oxygen and will diminish the probability of
heart disease.
The City wishes to commend the South Coast Air Quality Management District, by resolution, for
this achievement. The attached resolution and cover letter are -provided for the Council's
consideration.
RECOMMENDATION
1. Adopt Resolution No. 93.17.
2. Authorize the Mayor to sign the attached transmittal letter on behalf of the City.

RESOLUTION NO. 93-17
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
COMMENDING THE
SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT
UPON ITS ATTAINMENT OF
THE FEDERAL STANDARD OF NITROGEN DIOXIDE LEVELS
IN THE SOUTH COAST AIR BASIN
WHEREAS, the Improvement of air quality Is recognized as a desirable goal for the health,
safety, and welfare of all citizens; and
WHEREAS, the South Coast Air Quality Management District Is charged with overseeing the
improvement of air quality In the South Coast Air Basin; and
WHEREAS, the South Coast Air Quality Management District has formulated an Air Quality
Management Plan for the improvement of air quality throughout Its jurisdiction; and
WHEREAS, this plan sets forth certain goals, policies, programs, standards, and procedures
to be followed within the region of jurisdiction of the pian for the improvement of air quality; and
WHEREAS, the South Coast Air Quality Management District has diligently Implemented the
Air Quality Management Plan; and
WHEREAS, as a result of Implementing the Air Quality Management Plan, federal officials
have determined that the South Coast Air Quality Management District has achieved an acceptable
level of nitrogen dioxide within Its region of jurisdiction; and
WHEREAS, it is known that the benefits of a reduced nitrogen dioxide level are a reduced
ozone level which results In Improved ground level visibility, and a reduced risk of respiratory
diseases.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Ciarita
commends and congratulates the South Coast Air Quality Management District for @s achievement,
and further extends congratulations to the District's staff and member jurisdictions for this
outstanding achievement.
