SUBJECT: ALTA MADERA ROAD - ESTABLISHING A PRIMA FACIE SPEED LIMIT
Resolution No. 93-95

BACKGROUND
The Traffic Engineering Section received a request from the Sheriff's Department to conduct an
Engineering and Traffic Survey to establish the prima facie speed limit on Alta Madera Road. The
street is currently posted with 35 miles per hour speed limit signs at each end, however, the speed
limit Is not justified by a traffic study. The California Vehicle Code requires that the study be
performed every five years where enforcement Involves the use of radar or another electronic
device which measures the speed of moving vehicles.
The 85 percentile speed, the speed at or below which 85 percent of motorists travel, was,
determined to be 40 miles per hour. The speed limit is normally established at the 85 percentile
speed. However, the California Vehicle Code allows a 5 mile per hour reduction of the 85 percentile
speed based on previous accident history, or highway, traffic, and roadside conditions not readily
apparent to the driver. There have been no reported accidents on this street during the past two
years. However, based on the existing curvature of the roadway, the proximity of Almendra City
Park, the location of a recreation/swimming pool facility, and a pedestrian paseo, it Is recommended
that the 85 percentile speed be reduced by 5 miles per hour.
Based on the Engineering and Traffic Study, staff recommends a 35 miles per hour speed limit on
Alta Madera Road between Avenida Navarre and Avenida Velarte. This speed limit is also
compatible with other roadways in the area.
RECOMMENDATION
That the City Council adopt Resolution No. 93.95 , establishing a Prima Facie Speed Limit of
35 miles per hour on Alta Madera Road between Avenida Navarre and Avenida Velarte.

SUBJECT: ALTA MADERA ROAD - ENGINEERING AND TRAFFIC SURVEY
BACKGROUND
As requested by the Sheriff's Department, Traffic Engineering Section conducted an engineering
and traffic survey on Alta Madera Road to establish a prima facie speed limit for radar enforcement.
The street is presently posted with a 35 mph sign without an engineering and. traffic survey
justification.
RECOMMENDATION
Based on the result of the Engineering and Traffic Survey, the recommended prima facie speed limit
on Alta Madera Road between Avenida Navarre and Avenida Velarte Is 35.mph.
EXISTING CONDITION
Alta Madera Road is a residential collector road with a 40 ft. width. The street has one travel lane
In each direction and on -street parking is allowed on both sides of Alta Madera Road. The street
has an existing sidewalk, curb and gutter on both sides. The alignment of Alta Madera Road has
horizontal curves and several local streets connect as'T' or4-way intersection. Also, the roadway
Is within a residential area and adjacent to Almendra City Park, Valencia South Valley Homeowners
recreation/pool area and paseo.
The review of the accident history within the 24 month period from. January 1, 1991 to December
31, 1992 on Alta Madera Road, from Avenida Navarre to Avenida Velarte, showed no reported
Intersection and mid -block accidents.
DISCUSSION
Alta Madera Road was divided Into two segments for.the purpose of the study, segment #1 from
Avenida Navarre to Maravilia Court and segment #2 from Maravilla Court to Avenida Velarte. Data
was collected on April 6 and 8, 1993, respectively. The results of the traffic survey were as
follows:

Field observations indicated that the existing horizontal curve limits the sight distance coming out
of some of the side streets. Also, pedestrians were observed crossing Alta Madera Road to access
the park, recreation/pool area and the paseo.
Based on the data collected, the existing conditions and observations mentioned above, staff
recommends to reduce the 85th percentile speed by 5 mph and establish a prima facie speed limit
of 35 mph on Alta Madera, between Avenida Navarre and Avenida Velarte. This speed zone is
compatible with the other roadways in the surrounding area (see attached vicinity map.)

RESOLUTION NO. 93-95
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA
ESTABLISHING PRIMA FACIE SPEED LIMIT
ON ALTA MADERA ROAD
WHEREAS, the California Vehicle Code (Sections 22357 and 22358) permits local
authorities, upon the basis of an Engineering and Traffic Survey, to establish prima facie speed
limits on highways within their jurisdiction; and
WHEREAS, Section 40802(b) of the California Vehicle Code requires that speed limits be
justified by an engineering and traffic survey every five years In order to use radar for enforcement;
and
WHEREAS, the effective and efficient use of radar for traffic speed enforcement can
enhance highway safety within the City;
NOW THEREFORE, the City Council of the City of Santa Clarita does resolve as follows:
Section 1. That prima facie speed limits of 35 mph shall be established on Alta Madera
Road between Avenida Navarre and Avenida Velarte.
Section 2. That the City Clerk certify the Study and make copies available to the local
Sheriff's Department and courts.
Section 3. That the Los Angeles County Sheriff conduct appropriate enforcement of the
prima facie speed limits established by this resolution.
