BACKGROUND
The Center for Development of Recycling located at San Jose State University provides extensive
information on a wide variety of solid waste management programs. Among other functions,
the Center assists local governments with strategies to achieve solid waste management
diversion goals mandated in the California Integrated Waste Management Act of 1989 (AB 939).
The City of Santa Clarita Solid Waste Division staff regularly utilizes the services of the Center
for Development of Recycling.
This bill would appropriate $98,500 from the Integrated Waste Management Account to the
California Integrated Waste Management Board (CIWMB) over three fiscal years beginning in
1993. The money is intended to be used by the Center for the Development of Recycling at San
Jose State University for purposes of completing a manual which outlines how to implement a
similar facility at another academic institution.
The bill further requires the CIWMB to select an additional center for the development of a
recycling site on a university or college campus in the state and for the center to be operational
by 1996.
It is hoped that the second location would be in Southern California, though this is not
specifically outlined in the measure.
Assembly Member Areias notes in the bill that the Center has been highly effective in providing
information to local governments, more so than other waste management resource programs in
the state. Efforts between the author and the California Integrated Waste Management Board to
negotiate the funding arrangement exclusive of this legislation have been protracted. The bill is
intended to ensure that the California Integrated Waste Management Board provides funding to
the Center for the Development of Recycling in order that its work may continue and be
duplicated in other portions of the state.
The City Council Legislative Committee reviewed AB 921 and recommends a support position.
RECOMMENDATION
Adopt the City Council Legislative Committee's recommendation to support Assembly Bill 921
and transmit statements of support to Assembly Member Areias, Santa Claritds state legislative
delegation; League of California Cities, California Contract Cities Association, and Independent
Cities Association.

therefor: -

The people of the State of California do enact as follows:
SECTION 1. The Legislature hereby.finds and declares as follows:
(a) The Center for Development of Recycling at San Jose State
University establishes a multifaceted solid waste management program
which serves the community with valuable.information services and is
cost-effective.
(b)� The services„that_the.center provides can aid_local governments

`in achieving the solid waste diversion goals mandated in.the California,,'
Integrated Waste Management Act of 19a9(Division 30 (commencing with .
Section`40000) of the Public -Resources Code).
(c) The intent of the center is to coordinate the existing public
resources at universities with state, regional, and local governments.in
order to implement solutions to solid waste management.
(d) The center provides tangible benefits to students by preparing
them to enter into careers in the integrated waste management field and
to serve their communities.
(e) Because the center meets the criteria established for a
cooperative research and development facility at a university or college
under Section 42650 of the Public Resources Code, and is a resource
which could help local governments meet their solid waste reduction
goals, the program should be eligible for California -Integrated Waste
Management Board grant moneys.
(f) The center provides regional, centralized locations where
individuals and institutions can easily obtain information to achieve
integrated waste management goals by telephone, fax, or drop-in visits.
The center provides, among other things, all of the following:
(1) Publication distribution.
(2) Information Resources Guide.
(3) Recycling Centers and Processors Tourbook.
(4) Household Hazardous Waste Guidebook.
(5) Guide to Commercial Integrated Waste.Management Service
Providers.
(6) Guide to Backyard Composting.
(7) Landfill Status Fact Sheets.
(8) Waste audit assistance.
(9) Repair Guide.
(10) Public schools integrated waste management liaison.
(11) Ca1Max and CalTrex information collection and dissemination.
(g) Due to its micro -management approach, inform r -,
m ation provided by,„
"the center is more accurate and more up-to-date than current +-__
state-sponsored programs, making the center more effective in assisting,._--,
local government in meeting the.diversion requirements of_t_he_California._;
`,.Integrated Waste Management Act of.1989.
(h) The center utilizes public resources, including student interns
and community.volunteers, and other local resources, making the center a
cost-effective method of addressing the state's solid waste problems.

(i) Because the California Integrated Waste Management Board offers
grants to eligible applicants who demonstrate that the research
projects have the potential to aid in the state's effort to reduce solid
waste, the center should be considered a priority within the California
Integrated Waste Management Board's budget for the 1993-94 fiscal year.
SEC. 2. [A> (a) <A] The sum of ninety-eight thousand five hundred
dollars ($98,500) of the funds appropriated by subdivision (c) of Item
3910-001-226 of the Budget Act of 1992 is hereby reappropriated to the
California Integrated Waste Management Board,.for expenditure in the
1993-94, 1994-95, and 1995-96 fiscal years, for disbursement pursuant to
a contract-with'the Center -for Development of Recycling at San Jose
State University. The Center for Development of Recycling shall use the
funds to develop [D> its computer systems and other equipment so that it
can complete a manual <D] [A> a computer system and other equipment for
the purposes of completing a manual for use by other universities or
colleges in the state. The manual shall include, but not limited to,
information on all of the following: <A]
[A> (1) The operational infrastructure needed to maintain a center for
the development of recycling, including, but not limited to, office
furniture, equipment,.and software. <A]
[A> (2) The operational hierarchy of the operations of a center for the
development of recycling both internally andwith the surrounding
community and the California Integrated Waste Management Board. <A]
[A> (3) A suggested operational budget for an individual center for the
development of recycling and for the development of recycling computer.

[A> (4) Suggested projects and activities to be conducted by a center
for the development of recycling. <A]
[A> (5) The identification of networks to which a center for the
development of recycling should be linked. <A]
[A> (6) The identification of.maintenance costs of a recycling hotline
serving the greater Santa Clara area, as an estimate of costs of future
establishment of similar hotlines <A] . [D> The manual <D]
[A> (b) The manual specified in subdivision (a) <A] shall be
available for use as a handbook to duplicate the center's program at
another university or college in this state. .
SEC. 3. (a) The manual shall be completed during the 1993-94 fiscal
year. In addition, the Center for Development of Recycling at San Jose
State University shall hold meetings and forums with.local government
and higher education officials. [D> One of the primary goals of those
meetings and forums shall be to determine the manner in which local
governments, in coordination with local universities and colleges, can
ensure that,,once a center for development of recycling is established,
it will be self-sufficient and require no state subsidies. <D] [A> The
center shall conduct at least.three of these forums in.the state,
including one each in the greater Los Angeles area and the San Francisco

Bay area. The forums shall be held for the purpose of gathering
information on the feasibility of establishing sites for centers for the
development of recycling throughout the state, addressing activities of
centers for the development_of recycling, establishing budgets for
centers for the development of recycling, and maintaining a cooperative
effort among the California Integrated Waste Management Board, certified
local enforcement agencies, local universities or colleges, the business
community, and the recycling industry. Persons invited to the forums
shall include, but are not limited to, locally elected officials,
representatives of universities and colleges, representatives of
certified local enforcement agencies, members of the local business
community, and members of the environmental community. <A]

(a) During the 1994-95 fiscal year, one al center
for development of recycling site shall be selected by the California
Integrated Waste Management Board and established on the campus of a,.'
university or college in this.state.;Ttie selection _ shall be made through
an'application process [A> which shall be developed jointly by the
California Integrated Waste Management Board and the Center for
Development of Recycling at San Jose State University <A] . The final
site shall be selected.by the board in coordination with the Center for.
Development of Recycling at San Jose State University.
[D> (b) The criteria for the selection of applicants and the
evaluation of potential sites shall be established jointly by the
California Integrated Waste Management Board and the Center for
Development of Recycling at San Jose State University: <D]
[A> (b) <A] Applicants shall demonstrate a commitment to provide
additional, supportive funding for a center for development of
recycling.
[D> (c) If no applicants are selected by the California Integrated
Waste Management Board, funds available for this purpose shall be
available for other purposes of the board. <D]
SEC. 5. (a) [D> During the 1994-95 fiscal year <D] [A> On or before
July 1,.1995 <A] , the California Integrated Waste Management Board and'
the Center for Development of Recycling at San Jose State University
shall select a qualified program coordinator.
(b) During the 1995-96 fiscal year, the additional center for
development of recycling selected pursuant to Section 4 shall be in full
operation. After one full year of operation, that center for development
of recycling shall report to the Legislature and the California
Integrated Waste Management Board on its operation, including, butnot
limited to, all of the following:
(1) All costs incurred for the establishment and continuing
operation of the center.
(2) Any grants or donations by private or public entities.
(3) A summary of all expenditures.
(4) The manner in which continuing operations will be funded.
