Nisichf DATE: June 22, 1993 SUBJECT: INSTALLATION OF STOP CONTROLS AT: ESTABAN DRIVE AND PALOMITA DRIVE ESTABAN DRIVE AND PUEBLO DRIVE ESTABAN DRIVE AND SANDALIA DRIVE ESTABAN DRIVE AND TURQUESA DRIVE TIERRA DRIVE AND MANZANO COURT/SOMBRAS COURT Resolution No. 93-80 DEPARTMENT: Community Development BACKGROUND In response to a citizen's request, City staff conducted a traffic study at the following intersections: Estaban Drive/Palomita Drive, Estaban Drive/Pueblo Drive, Estaban Drive/Sandalla Drive, Estaban Drive/Turquesa Drive and Tierra Drive and Manzano Court/Sombras Court (see Exhibit "A" in the Traffic Engineering Study). These are uncontrolled four-way Intersections at the present time. A traffic engineering study was conducted to determine the need for stop controls at the each of the five subject Intersections. In this study, installation of a two-way and four-way stop control at each of the intersections were considered. None of the subject Intersections met the standard warrants for multi -way stop control. However, based on the results of the study, installation of a two-way stop control would be beneficial to each of the five subject Intersections for the following reasons: • Each of the five locations Is a four-way intersection comprised of either a residential collector street (Estaban Drive) and a residential local street (Palomita Drive, Pueblo Drive, Sandalla Drive, Turquesa Drive) or two residential streets (Tierra Drive, Manzano Court/Sombras Court). • Presently, the five subject intersections are uncontrolled. • The proposed two-way stop controls will be consistent with other similar four-way Intersections in this neighborhood (see Exhibit "B" in the Traffic Engineering Study). • The proposed stop controls will establish a positive right-of-way control for the drivers entering each of the five subject Intersections. A copy of the traffic engineering study is attached. The estimated cost for installation of the required signs and pavement legend is approximately $1,000. Adopt Resolution No. 93-80, authorizing two-way stop control to be Installed at the following intersections (see Exhibit "B" in the Traffic Engineering Study): • Palomlta Drive and Estaban Drive (Traffic on Palomita Drive to be required to stop for traffic on Estaban Drive) • Pueblo Drive and Estaban Drive (Traffic on Pueblo Drive to be required to stop for traffic on Estaban Drive) • Sandalia Drive and Estaban Drive (Traffic on Sandalla Drive to be required to stop for traffic on Estaban Drive) • Turquesa Drive and Estaban Drive (Traffic on Turquesa Drive to be required to stop for traffic on Estaban Drive) • Manzano Court/Sombras Court and Tierra Drive (Traffic on Manzano Court and Sombras Court to be required to stop for traffic on Tierra Drive) 2. Direct staff to have the appropriate signs and pavement legends installed to effect these stop controls. Presently, these intersections are uncontrolled. Based upon the results of this evaluation, the following are recommended: • Traffic on Palomita Drive be required to stop before entering Esteban Drive • Traffic on Pueblo Drive be required to stop before entering Estaban Drive • Traffic on Sandalia Drive be required to stop before entering Estaban Drive • Traffic on Turquesa Drive be required to stop before entering Estaban Drive • Traffic on Manzano Court and Sombras Court be required to stop before entering Tierra Drive EXISTING CONDITIONS Estaban Drive is a residential collector street. The roadway Is 40 feet wide with curb and sidewalk on each side. The street has one travel lane In each direction, and on -street parking is permitted. The prima facie speed limit is 25 mph (no speed limit sign Is posted). Palomita Drive, Pueblo Drive, Sandalla Drive and Turquesa Drive are residential (cul-de-sac) streets, and each street forms a four-way intersection with Estaban Drive (see Exhibit "A"). Each of these streets is 34 feet wide with curb and sidewalk on each side. These streets have one travel lane In each direction, and on -street parking Is permitted. The prima facie speed limit is 25 mph on these streets. Traffic on these streets accesses directly onto Estaban Drive. Tierra Drive is a residential (cul-de-sac) street which forms a four-way Intersection with Manzano Court and Sombras Court, which are both residential (cul-de-sac) streets (see Exhibit "A"). These streets are 34 feet wide with curb and sidewalk on each side. They have one travel lane In each direction, and on -street parking is permitted. The prima facie speed limit is 25 mph on these streets. Traffic on Manzano and Sombras Courts accesses to other streets through Tierra Drive. INSTALLATION OF STOP CONTROLS May 28, 1993 Page 2 It is estimated that on an average day, about 3,000 vehicles use Estaban Drive with approximately 210 vehicles In the a.m. peak hour and 300 vehicles in the p.m. peak hour. It is also estimated that less than 800 vehicles per day are generated by each of the residential streets (Palomita Drive, Pueblo Drive, Sandalia Drive, Turquesa Drive, Tierra Drive, Manzano Court, Sombras Court), of which 60 vehicles are generated in the a.m. peak hour and 80 vehicles in the p.m, peak hour: All the above traffic volumes were estimated based on the land -use development. Accident records were reviewed from January 1990 to September 1992. A total of two, right-angle accidents were reported among the five subject intersections. One accident was In September 1990 at Estaban Drive/Palomita Drive and one In April 1990 at Estaban Drive/Turquesa Drive. A review of our files showed that there has been no complaints or concerns from any area residents regarding traffic control or traffic safety at these intersections. In this evaluation, installation of a two-way and four-way stop control at each of the five intersections was considered. The 'Your -way stop" installation Is ordinarily used where the volume of traffic on the Intersecting roads are approximately equal. Upon a careful evaluation of the collected data and field conditions, none of the five subject intersections met the standard multi -way stop control warrants established by the California State Department of Transportation (Caltrans). r However, It is believed that the installation of two-way stop controls would be beneficial at the subject intersections for the following reasons: • Each of the five locations is a four-way intersection comprised of either a residential collector street and a residential local street, or two residential streets. • Presently, the five subject intersections are uncontrolled. • The proposed two-way stop controls at these Intersections will be consistent with other similar four-way Intersections in this neighborhood as shown In the Exhibit "B". • The proposed stop control will establish positive right-of-way control for the drivers entering each of the five subject intersections. That the following intersections are designated as a stop intersection with the following stop control: 1. Traffic on Palomita Drive shall be required to stop for traffic on Estaban Drive. 2. Traffic on Pueblo Drive shall be required to stop for traffic on Estaban Drive. 3. Traffic on Sandalia Drive shall be required to stop for traffic on Estaban Drive. 4. Traffic on Turquesa Drive shall be required to stop for traffic on Estaban Drive. 5. Traffic an Manzano Court and Sombras Court shall be required to stop for traffic on Tierra Drive. SECTION 2. That the stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff Install the necessary signs and pavement markings to effect this resolution. PASSED, APPROVED AND ADOPTED this day of 1993.
