NISIc CONSENT CALENDAR DATE: August 24, 1993 SUBJECT: STOP SIGN ON CARNEGIE AVENUE AT PAMPLICO DRIVE Resolution No. 93.116 DEPARTMENT: Community Development BACKGROUND As requested by parents and school officials from James Foster Elementary School, the Traffic Engineering section evaluated. the traffic operations at the intersection of Carnegie Avenue/Pamplico Drive. Attached Is the traffic study that analyzed the subject Intersection for the possibility of placing an adult crossing guard and a one-way or three-way stop sign control. Based on the study, the assignment of an adult crossing guard and the Installation of a three-way stop sign control were not justified; however, staff has concluded that the intersection would benefit from the Installation of a one-way stop control: Staff observed that during the morning and afternoon commute hours to and from James Foster Elementary School, traffic congestion occurred for short periods along Pamplico Drive, in front of the school driveway. The congestion affected the operations at the intersection of Carnegie Avenue and Pamplico Drive. Motorists exiting Carnegie Avenue waited longer and at times blocked the crosswalk during the congestion periods on Pamplico Drive. This situation sometimes resulted In a confusion In the right-of-way between school-age pedestrians and the vehicular traffic exiting Carnegie Avenue. Although a stop sign isnot required at this Intersection according to the California Vehicle Code, its placement on Carnegie Avenue would help establish a positive right-of-way assignment at this Intersection. RECOMMENDATION Adopt Resolution No. 93.116 to establish a one-way stop sign control at the Intersection of Carnegie Avenue and Pamplico Drive (on Carnegie Avenue approaching Pamplico Drive). 2. Direct staff to Install the necessary stop sign and pavement legend to Implement the Resolution. ATTACHMENTS Resolution No. 93.116 Vicinity map Traffic Study MS:hds coundrm3.116.= Adopted: S -a y — 93 Agenda Item: RESOLUTION NO. 93-116 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING A ONE-WAY STOP CONTROL AT THE INTERSECTION OF CARNEGIE AVENUE AND PAMPLICO DRIVE WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any Intersection under their exclusive Jurisdiction as a stop control Intersection; and WHEREAS, traffic operations at the intersection of Carnegie Avenue and Pamplico Drive benefit from such designation; and THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That the Intersection of:Carnegie Avenue and Pamplico Drive be designated as a one-way stop control intersection. 1. Traffic on Carnegie Avenue shall be required to stop for traffic on Pamplico Drive. SECTION 2. That the stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3. Nisich, City Engineer FROM: Bahman Janka, City Traffic Engineer DATE: August 5, 1993 6 SUBJECT: CARNEGIE AVENUE/PAMPLICO DRIVE - TRAFFIC STUDY BACKGROUND The Traffic Engineering Section received requests from parents and school officials to conduct a traffic study at the subject intersection. The requests were to determine the possibility of Installing one of the following traffic safety measures at this intersection: 1. Adult crossing guard on Carnegie Avenue at Pampiico Drive 2. Three-way stop sign installation at the Intersection of Carnegie Avenue and Pamplico Drive 3. A stop sign on Carnegie Avenue at Pamplico Drive RECOMMENDATION It is recommended to Install a stop sign on Carnegie Avenue at Pamplico Drive to establish a positive right-of-way control at this Intersection. EXISTING CONDITION Carnegie Avenue is a local street with a 36 -foot width. Pamplico Drive is a local collector street with a 40 -toot width. Carnegie Avenue connects to Pampllco Drive as a T intersection with existing school crosswalk on Carnegie Avenue (north leg). A school. crosswalk also exists on Pamplico Drive (west leg) at the Intersection with Myran Court, about 300 feet away. An adult crossing guard has been assigned to that intersection to assist students In crossing Pamplico Drive. The school crosswalks are according to the Suggested -Route -to -School plan. All necessary school signs, pavement legends, and curb markings associated with James Foster Elementary School are in place (see the attached Vicinity Map). DISCUSSION The Intersection of Carnegie Avenue and Pamplico Drive was evaluated for the possibility of assigning an adult crossing guard and the Installation of a three-way stop control. The City of Santa Ciarita's guidelines were used In the analysis of an adult crossing guard and the State of California Transportation Department's (CALTRANS) guidelines were used for the evaluation of a three-way stop control. As mentioned above, an adult crossing guard has been assigned to an Intersection just 300 feet east of this Intersection. Students do not cross Pamplico at this Intersection: Since all traffic on Carnegie Is required to yield before entering Pamplico, the minimum requirements for an adult crossing guard are not satisfied. CARNEGIE AVENUE/PAMPLICO DRIVE TRAFFIC STUDY Page 2 Multi -way stop sign installations are ordinarily used where the volume of traffic on the intersecting roads Is approximately equal. They are also installed at Intersections where a safety concern has been demonstrated by occurrence of five or more accidents In a 12 -month period which are susceptible to correction by Installation of a multi -way stop control. Such accidents Include right and left -turn collisions as well as right-angle collisions. The review of the reported accidents at this Intersection during the past three years showed that there has been only one accident In August 1991. The accident Involved a single car colliding with a fixed object on a Saturday and was alcohol/drug related. The accident would not have been susceptible to correction by a multi -way stop control. The traffic volumes, the overall delay experienced by the motorists, and the accident history do not meet the minimum Caltrans' warrants for multi -way stop control. The intersection was also evaluated for a one-way stop sign control on Carnegie at Its intersection with Pampilco Drive. A stop sign Is not required at this location. According to California Vehicle Code, all motorists traveling on Carnegie (the minor leg of the T -Intersection) are required to yield the right-of-way to motorists approaching on Pamplico. Staff observed a high number of school-age pedestrians crossing Carnegie Avenue at Pamplico Drive during the school hours. In addition, It was observedthat vehicular traffic coming out of Carnegie Avenue yielded the right-of-way to pedestrians crossing and to conflicting vehicular traffic on Pamplico Drive. Traffic congestion occurred on Pamplico Drive east of Carnegie Avenue during the morning and afternoon commutes to and from school. Although vehicular traffic coming out of Carnegie Avenue yields to conflicting traffic, they waited longer and at times blocked the crosswalk during the congestion on Pamplico Drive. This situation sometimes resulted In a confusion in the right-of-way between school-age pedestrians and vehicular traffic exiting Carnegie. After careful consideration of the data and the field observations, staff recommends that a one-way stop sign be Installed at this Intersection. Installing a stop sign on Carnegie Avenue at Pamplico, Drive would help establish a positive right-of-way control between the school-age pedestrians and the vehicular traffic exiting from Carnegie Avenue.
