SUBJECT: TEMPORARY PARKING - ORCHARD VILLAGE ROAD AND WILEY CANYON
ROAD

BACKGROUND
The Traffic Engineering staff has recently received two requests to allow temporary parking along
Orchard Village Road and Wiley Canyon Road from Pinecrest School and -Sunshine Day Care
Center. A copy of the requests are attached.
A. Pinecrest school Is requesting temporary parking along both sides of Orchard Village Road
between Mill Valley Road and Wiley Canyon Road for October 28, 1993 (Thursday) between 7
and 9 p.m. The request is due to their open house and the lack of parking available on site.
It is staff's understanding that this event takes place at least twice a year.
B. The Sunshine Day Care Center request is for October 30, 1993 (Saturday) from 10 a.m. to 2 p.m.
to have their Fail Family Fun Festival for the Sunshine families, which is also open to the public.
They are also requesting the same type of temporary parking for future days with a total of two
requests per year. The request is due to the limited parking they have an site and on the
adjacent property's parking area.
ANALYSIS AND FINDINGS
A. Orchard Village Road Is a divided secondary four -lane highway with parking prohibitions on
both sides. Allowing parking along the east side would encourage the users to jaywalk across
the street to the school. For that purpose, it was discussed and recommended for the school
to have temporary parking along the west side of Orchard Village Road and the north side of
Wiley Canyon Road adjacent to the school.
B: Wiley Canyon Road Is a divided secondary four -lane highway with a striped bike lane for each
direction. Parking is prohibited along both sides of the street due to the width of this roadway.
Temporary parking along this roadway would cause interruption of the bike lane during the
requested dates.
The proposed temporary parking would deter the patrons from parking their cars and affecting
traffic conditions In the surrounding residential streets. This would also discourage the users to
cross these roadways where the speed limit is 45 miles per hour.

Adopt Resolution No. 93.142, authorizing staff to allow temporary parking on the requested dates
from Plnecrest School and Sunshine Day Care Center on Wiley Canyon Road and Orchard Village
Road, and authorize staff to evaluate and recommend temporary parking along the above roads on
future dates.
Direct staff to do the appropriate adjustments to the existing signs to affect this Resolution and
invoice the applicants for all related costs.

I am writing in reference to a parking permit for
North Orchard Village Road between the cross streets of
Wiley Canyon and Mill Valley. Every year at this time our
Preschool holds it's Open House. The hours of this event
are 7:00(pm) to 9:00(pm). Previously we have had our
maintenance staff bag the 'NO PARKING' signs at 5:30(pm)
and remove the bagsshortlyafter the Open House has
concluded.
I understand that this is a privilege and not an
obligation of the city. However, this does make the
traffic situation safer and less inconvenient for our
parents as well as for the rest of the neighborhood.
Again, our Open House is scheduled for Thursday, October
28th between the hours of 7:00 to 9:00(pm). Any help you
can offer us in this matter will be greatly appreciated.
Please let me know your decision as quickly as possible so
that we can inform our parents.

Dear City Council Member, October 2, 1993
We are writing to request a temporary parking permit for Oct.
30, 1993 from 10:OOAM-2:OOPM. Sunshine is located at 23720 Wiley
Canyon Road. ..We are hosting a Fall Family Fun Festival for
Sunshine families and the event will also be open to the community.
The festival will feature carnival booths, a cake walk, mini train
ride; and concessions.
In order to have an event such as this it must be held in our
parking lot therefore limiting the number of parking spaces
available to us. Due to the nature of the event we will not be
able to have it indoors.
We have researched all our alternatives for parking:
1. We are requesting and acquiring approximately 10 parking
spaces from Oakwood.
2. We are requesting and acquiring approximately 20 spaces on
Newhall Land property -adjacent to us.
I have spoken with Robbi Rhomani and am aware of the issues
facing the city regarding temporary parking. I would like to
suggest that perhaps you limit each "request" to -two times per
year. This is the number of times we hope to obtain a temporary
parking permit and believe it is a reasonable request.
This event is an important function for our organization and
we hope you will look favorabley upon this request. Please inform
us of your decision as soon as possible.

RESOLUTION NO. 93-142
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
ALLOWING TEMPORARY PARKING ALONG
ORCHARD VILLAGE ROAD AND WILEY CANYON ROAD
WHEREAS, a request was made to establish temporary parking along the west side of
Orchard Village Road between Wiley Canyon Road and Mill Valley Street, along the north side of
Wiley Canyon Road between Orchard Village Road and Via Macarena, and also along the south side
of Wiley Canyon Road between Orchard Village Road and 750 feet west of Via Macarena; and
WHEREAS, it is consistentwith normal traffic engineering practicesto establish parking
or no -parking zones; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for
local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or
portions thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
Section 1. That the parking of vehicles on the following streets or highways, or
portions thereof, shall be allowed.
(1) Along the west side of Orchard Village Road from Wiley Canyon Road to Mill
Valley Street and along the north side of Wiley Canyon Road from Orchard Village
Road to Via Macarena, (except where the no -stropping area is required) on
October 28, 1993.
(2) Along the south side of Wiley Canyon Road from Orchard Village Road to 750 feet
west of Via Macarena (except where the no -stopping area is required) on
October 30, 1993.
Section 2. That the City Engineer be authorized to evaluate and recommend temporary
parking along the above roads on future dates.
Section 3. That the parking of vehicles, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as described
In Section 1.
Section 4. That staff shall remove and reinstall or cover the necessary curb markings
or signs to effect this Resolution.
